Approve Capital Project Budget and Supplemental Agreement Number Three as requested by the Engineering Department with Heath & Lineback Engineers, Inc. in the amount of $64,580 for revisions extending the work on 15th Street from Broad Street to Reynolds Street; design of 14 additional retaining walls to minimize impacts to properties and 2 additional bridges; GDOT mandate to use a preapproved street lighting consultant for final street lighting plans; design of traffic signals at 3 additional intersections; and creation of final shop drawings on the St. Sebastian Way/Greene Street/15th Street project, CPB #324-041110-202824003. Funds are available in the project engineering account. Attachments 4. Motion to supplement the city’s contract with Heery International in the amount of $30,866 to cover the additional costs associated with installing bases and associated wiring to complete the street light upgrade of the 800 block of Telfair Street as requested by Traffic Engineering. Attachments 5. Award bid to L-J., Inc. (sole bidder) in the amount of $196,120.72 for the removal and replacement of 200' of failed CMP at the Municipal Golf Course. Approve under emergency conditions as the pipe would only continue to fail while acquiring bids. The Contractor has been given a "Notice to Proceed" under an emergency basis. Attachments Engineering Services Committee Meeting 5/11/2009 12:50 PM Approve GMP on Judicial Center Department:Public Services Department - Facilities Management Division Caption:Approve the Guaranteed Maximum Price (GMP) in the amount of $ for Potts Construction to build the Augusta Judicial Center currently under construction. Background:Potts Construction was selected under RFQ 07-180 as the Judicial Center Project’s Construction Manager at Risk. This project is under construction at an accelerated pace to take advantage of current market conditions to arrive at the best product for the lowest cost. The estimated cost for construction has been refined as each step of the design is completed. The GMP is for the scope of work as originally defined upon issuance of the Notice to Proceed. There have been unforeseen conditions occurring during the site grading and underground work as is typical of any project in an urban setting in an older city. There are additional costs which will be incurred on these items. Analysis:The proposed GMP has been reviewed and is consistent with the current market and owner instructions. Clerk of Commission Cover Memo Item # 1 Engineering Services Committee Meeting 5/11/2009 12:50 PM Notification of Augusta Canal Users of Possible Need to Curtail Water Use Department:Utilities Caption:Motion to advise the Augusta Commission of the possible need to notify certain users of the Augusta Canal to curtail water usage due to ongoing drought. (Approved by Engineering Services Committee April 29, 2009) (Referred from May 5 Commission meeting) Background:The Augusta Utilities Department advised the Commission, in October 2008, of the need to notify certain users of the Augusta Canal to curtail water usage due to a shortage of water in the Savannah River system resulting from the ongoing drought. At that time, AUD advised that the Canal user being asked to cease withdrawing water was Avondale Mills, Inc. At that same briefing, we also noted that if drought persisted, other Canal users would be affected and would be required to curtail as well. In November 2008, the U S Army Corps of Engineers reduced the releases of flows from Thurmond Dam from 3600cfs to 3100cfs. Although the flows in the river have returned to 3600cfs that flow rate is not sufficient for the demands of all the mills and the water necessary to provide water for the public water system as the demands increase through the summer months. Analysis:As the demand for the public water increases in the upcoming summer months, the flows allocated to the Augusta Canal users will not be sufficient for all users assuming the Corps of Engineers limits the flows in the Savannah River due to the ongoing drought. In accordance with contracts with the canal water users, Augusta has precedence over use of all other users. In order of curtailment, the first user to be restricted will be Avondale Mills, Inc., the second will be Enterprise Mill, LLC and the third will be Standard Textile Augusta, Inc. Financial Impact:This agenda item is for informational purposes. No funds are being requested. Alternatives:No alternatives are recommended. Background:This is a Georgia Department of Transportation (GDOT) project that will extend St. Sebastian Street on new location from Walton Way to Riverwatch Parkway and provide connectivity to Broad Street. The Engineering Department is responsible for development of the Preliminary Engineering activities with reimbursement from GDOT equal to 80%. The Engineering Department hired the firm of Heath & Lineback Engineers, Inc., to develop the Preliminary Engineering activities. GDOT is reimbursing the Engineering Department for the right of way acquisition costs and is funding the construction cost. The project was awarded to Sunbelt Structures, Inc. on April 9, 2008 at the low bid of $30,306,988.79. Analysis:The Notice to Proceed to begin the preliminary engineering activities on this project was issued to Heath & Lineback on February 10, 2000 and was scheduled to be completed in2004The original scope of work was based on the design of 4 bridges and 4retaining walls. The final design for this project involved 6 bridges (increase of 2) and 18 retaining walls (increase of 14). The additional retaining walls minimized impacts to property owners. The original scope of work on 15th Street was from Butt Memorial Bridge to Broad Street. The revised, approved limits of work on 15th Street were extended to Reynolds Street. This included 3 additional intersections which had to have their traffic signals redesigned to accommodate the additional traffic lanes. When the original scope of work was agreed upon, it was not a GDOT requirement that the street lighting design consultants had to be preapproved by GDOT. GDOT changed its guidelines concerning this late in the schedule of this project. The street lighting sub-consultant that Heath & Lineback was originally using was not on the GDOT prequalified list. Heath & Lineback had to change to a street lighting design consultant that was prequalified with GDOT which resulted in additional compensation costs that were not budget for by Heath & Lineback. The changes to the original scope of work have also created additional shop drawing review costs Cover Memo Item # 3 Financial Impact:Heath & Lineback, Inc. has proposed a total cost of $64,580 or these additional services. $32,092 for the design of 2 additional bridges, 14 additional retaining walls and the costs associated with extending the 15th Street project limits to Reynolds Street; $17,000 in additional funds to reimburse the GDOT mandated street lighting design consultant; and $15,488 in additional shop drawing costs. On March 13, 2009 GDOT agreed to reimburse the Engineering Department 80% of all of the costs except for the 15,488 for the review of the shop drawings. GDOT advised that cost will be considered when the actual invoices are submitted for payment. Alternatives:1) Approve Capital Project Budget and Supplemental Agreement Number Three as requested by the Engineering Department with Heath & Lineback Engineers, Inc. in the amount of $64,580 for revisions extending the work on 15th Street from Broad Street to Reynolds Street; design of 14 additional retaining walls to minimize impacts to properties and 2 additional bridges; GDOT mandate to use a preapproved street lighting consultant for final street lighting plans; design of traffic signals at 3 additional intersections; and creation of final shop drawings on the St. Sebastian Way/Greene Street/15th Street project, CPB #324-041110-202824003. Funds are available in the project engineering account. 2) Do not approve the request and jeopardize any future business opportunities with this reputable Engineering Firm. Ladson, PE, CPESC, Director of Engineering Caption: Motion to supplement the city’s contract with Heery International in the amount of $30,866 to cover the additional costs associated with installing bases and associated wiring to complete the street light upgrade of the 800 block of Telfair Street as requested by Traffic Engineering. Background: The library construction project on the corner of James Brown Boulevard and Telfair Street currently includes streetlight upgrades along the frontage of only the library property. This supplemental agreement would provide for installation of concrete bases and associated wire to continue this upgrade for the remainder of the block. Richmond County forces would then install the new light poles and fixtures. Analysis:Upgrade would reduce maintenance and result in a uniform streetlight system along the 800 block of Telfair Street. Financial Impact:Based on the cost estimate provided by Heery and their subcontractors, the cost of providing the bases and associated wiring is $30,866 Alternatives:1) Approve the proposed supplement. 2) Do not approve. (sole bidder) in the amount of $196,120.72 for the removal and replacement of 200' of failed CMP at the Municipal Golf Course. Approve under emergency conditions as the pipe would only continue to fail while acquiring bids. The Contractor has been given a "Notice to Proceed" under an emergency basis. Background:The 200' of deteriorated pipe runs from the adjacent detention pond, underneath the cart path, and connects with the First Tee golf course. Failure to correct this failed pipe could potentially also cause damage to the First Tee golf course. Analysis:Without immediate attention, the failed 36" pipe will continue to deteriorate and cause further damage to the adjacent golf course, and repair costs will surely rise. Financial Impact:Funds are available in SPLOST IV, Grading and Drainage. Alternatives:1. Award bid to L-J., Inc. (sole bidder) in the amount of $196,120.72 for the removal and replacement of 200' of failed CMP at the Municipal Golf Course.
