Attachments Engineering Services Committee Meeting 2/23/2009 12:50 PM Cambridge Section 14 Department:Engineering-Abie L. Ladson, P.E., Director Caption:Approve the deeds of dedication, maintenance agreement, and road resolutions submitted by the Engineering and Augusta Utilities Departments for Cambridge Subdivision, Section 14. Background:The final plat was approved by the Commission on June 20, 2006 . The subdivision design and plat, including the storm drain system, have been reviewed and accepted by our engineering staff and the construction has been reviewed by our inspectors. The Utilities Department has inspected and reviewed the water and sanitary sewer installations, and hereby requests acceptance of the utility deed. Analysis:This section meets all codes, ordinances and standards. There are no wetlands or 100-year flood plain boundaries involved in this section. Acceptance of said utility deed shall dedicate, as required, the water and sanitary sewer mains along with the applicable easements to Augusta, Georgia, for operation and maintenance. Financial Impact:By accepting these roads and storm drainage installations into the County system and after the 18-month maintenance warranty by the developer/contractor for the roads and storm drainage has expired, all future maintenance and associated costs will be borne by Augusta, Georgia. By acceptance of the utility deed, all future maintenance and associated costs for water and sanitary sewer installations will be borne by Augusta, Georgia, and positive revenue will be generated from the sale of water and sanitary sewer taps and monthly billing of same. Alternatives:1. Approve the deeds of dedication, maintenance agreement, and road resolutions submitted by the Engineering, and Augusta Utilities Departments for Cambridge Subdivision, Section 14. 2. Do not approve and risk litigation. Recommendation:Approve Alternative Number One. Funds are Available in the Following Accounts: Not required at this time. Background:A water distribution system and a gravity sewerage system was constructed in connection with the development of several tracts of property between Wheeler Parkway and Roy Road. The developers, Greater Augusta Association of Realtors, Inc., Norman B. Pursley, Jr., George C. Pursley, Robert D. McMorris, and West Augusta Investments, LLC, are desirous of dedicating these utilities to Augusta. Analysis:The water distribution system and the gravity sewerage system have been inspected and approved by the Augusta Utilities Department. Financial Impact:None Alternatives:Deny the motion to approve and accept a Deed of Dedication and Maintenance Agreement for utilities located between Wheeler Parkway and Roy Road. Background:The Augusta Utilities Department will be constructing the Gordon Highway 24" Water Main (10153), in the future, which will cross the Georgia Power Company easement in question. Analysis:Augusta will need to enter into an encroachment agreement with Georgia Power, in order to cross their easement. The proffered document is the usual agreement between GPC and Augusta. E. Director Engineering Department Caption:Motion to approve a resolution creating street lighting districts as requested by Traffic Engineering. Background:The Engineering Department has been petitioned by the citizens requesting street lighting in their neighborhood pursuant to a 1971 Commission Resolution authorizing the creating of Street Lighting Districts. The petitioners agree to pay for all costs associated with the installation, ongoing maintenance and energy. Analysis:Currently, street lighting is non-existing in these areas. Street lighting has been an effective measure to increase pedestrian and vehicular safety, assist in crime prevention, and to promote businesses and community pride. Financial Impact:Street Lighting Districts are funded by a self supporting fund. Street Lighting charges vary based on the type lighting requested or required, billable front footage, and light wattage and spacing.
