The proposed smokefree ordinance will follow the model presented by the city of
Savannah, with some key exceptions for Augusta: no outdoor events, no vehicles.
Vaping was not in vogue when Savannah passed its ordinance, but like them, we
will provide an exception for hookah shops and vape shops

Other Georgia counties with smokefree ordinances rank in the top 10, 20 and 30.
Even smokers say they prefer smoke-free restaurants and bars. According to the Georgia DPH, 71
percent of smokers say that smoking shouldn’t be allowed in restaurants, 69 percent say it shouldn’t
be allowed in workplaces. According to the Georgia DPH, 90 Percent of Georgians support adopting a
policy where tobacco use indoors and in outdoor public places should be restricted.
A national poll found that 45% of smokers thought restaurants and bars should be smoke-free. (The
Mellman Group, Inc. for the Robert Wood Johnson Foundation and the Campaign for Tobacco-Free
Kids, national opinion poll, July 2011.)
That same national poll found that 84% of voters say the “rights of customers and employees to
breathe clean air in restaurants and bars”is more important than the “rights of smokers to smoke
inside restaurants and bars”(7%).
When you start looking at the numbers, you’ll quickly see that if you are still allowing smoking in your
business, you are ignoring the majority of potential customers and catering to a very small piece of the
pie.

Danielle: What’s the bottom line? A healthier community
The cardiovascular benefits were greater in locations with comprehensive legislation
than in those with partial bans (Jones et al., 2014). (J GPHA)

•Major U.S. travel destinations such as NYC, Miami, Boston and LA have all enacted smoke-free laws.
•Tourism increased after smoke-free policies were enacted in New York, California, Florida, Utah, etc.
•Major hotel chairs including Westin, Marriott (all brands), Ritz Carlton, Sheraton, Disney, Comfort Suites and others have
all gone smoke-free.
•Sales tax receipts show smoke-free policies do not affect restaurant revenue or alcohol sales in bars.

The City of Savannah Smokefree Air Ordinance of 2010 had no impact on taxable
sales revenue for bars and full-service restaurants in Chatham County after adjusting
for time, seasonality, unemployment rate, and overall sales in all other sectors. These
findings are consistent with numerous national and international studies also
documenting the neutral impact of smoke-free ordinances on restaurant and bar
business1,10-14. This finding is documented by the 2006 U.S. Surgeon General’s
Report, “The Health Consequences of Involuntary Exposure to Tobacco Smoke”1 , and
the 2009 International Agency for Research on Cancer (IARC) Report, “Evaluating the
Effectiveness of Smoke-Free Policies10”. The 2006 Surgeon General's report on
secondhand smoke specifically concluded that “evidence from peerreviewed studies
shows that smoke-free policies and regulations do not have an adverse economic
impact on the hospitality industry1 .” The IARC report states, “smoke-free policies do
not adversely affect the business activity of restaurants and bars10.

Alora: Most of us know smoking and tobacco use isn’t a good idea
Landmark report There is no safe level of exposure to secondhand smoke.
1,430 adult nonsmokers in Georgia die each year from exposure to secondhand
smoke, according to Georgia DPH.
Exposure to secondhand smoke has immediate adverse effects on the
cardiovascular system, interfering with normal functioning of the heart, blood,
and vascular systems. Even a brief exposure can damage the lining of blood
vessels, making platelets become stickier and lead to heart attack, according to
AHA. Five minutes of breathing secondhand smoke is equal to smoking a
cigarette.
Inhaling secondhand smoke causes lung cancer in nonsmoking adults (DHHS, 2006),
and living with a smoker increases a nonsmoker's chances of developing lung cancer
by 20% to 30% (DHHS, 2006, 2010). Secondhand smoke causes disease and
premature death in nonsmoking adults and children (DHHS, 2010). Exposure to
secondhand smoke may increase the risk of heart disease by 25% to 30% (IOM, 2010)
and the risk of stroke by 20% to 30% (DHHS, 2014). Pregnant women exposed to
secondhand smoke are at risk of having a baby with low birth weight (DHHS, 2010).
Children exposed to secondhand smoke are at an increased risk of ear infections,

colds, pneumonia, and bronchitis, and worsening of asthma symptoms (National
Cancer Institute, 2014;DHHS, 2010;Been et al. 2014). The economic costs of
secondhand smoke are enormous, with communities of color bearing the greatest
burden (Max et al. 2012).

SUBJECT: Request that Augusta Richmond County Commission formally request an
investigation of Hattie Sullivan, Clerk of Superior Court and State Court of
Richmond County for possible violations of:

l. Sharon Bush Ellison, Pro Se (hereafter "Complainant"), files this
Request against the Clerk of Superior and State Court of Richmond
County.
2. This Complaint herein is filed against, Hattie Sullivan, Augusta
Richmond County Clerk of Court.
3. This Case involves case # I : 1 8-CV-00017; Sharon Bush Ellison v.
State Court of Richmond County; State of Georgia.
4. The Complainant has filed a Notice of Removal, of at least six or
more illegal traffic citations, to the United States District Court for
the Southern District.
5. In the United States District Court Removal, the Complainant
pleads, that, the. Six or more, traffic citations issued are as acts of

retaliation by officers of the Augusta Richmond County Law
Enforcement Agency.
The retaliation seems to have stemmed from a report filed against
a certain Lieutenant, and Captain, then, employed by the Augusta
Law Enforcement and Boot camp agencies of Richmond County.
The report concerns anaggravated sexual offense. Penetration and
a weapon was the subject of the sexual offense. The Complainant
was supposedly pregnant from the offense. The last investigation
in the report seemed to have occurred around 2000.
The Complainant has endured, various levels of, retaliations such
as emotional, physical, and verbal abuse also interferences in her
economical rights to be successful, deprivations of civil rights,
such as of equal protections of the law, and, at least (15) years of
jail time, under bogus or railroaded allegations.
The retaliations are by, persons or officials who act in the interest
of obstructing, any other, future forthcoming investigations of the
reported offenses succeeding the investigation of 2000.
The Citations were written, while each officer was, under his
official title and duty of officer.
Without the title of officer and duty, the citations cannot be
written.
The citations are evidence, in a civil action, to restrain the,
harassment and protect against, retaliation, of the Complainant.
The Complainant seeks to have the matter heard in the United
States District Court for the District of Columbia.
The Notice of Removal, filed in the above case # 1 : 1 8- CV- 00017
is a procedural remedy, to follow, for matters where equal rights
are being violated under, the guise of, a state criminal prosecution
and color of law.
The Notice is filed pursuant to 28 U.S.C . 1443.
Pursuant to the Procedures for Removal of civil actions, and
criminal prosecutions section 28 U.S.C. 1446 (d), promptly after

filing notice of removal, written notice, of the notice, shall be filed
with the clerk of such State Court.
Around January 25,2018, the Defendant went into the Office of
the Clerk of Superior and State Court of Richmond County, to file
the Notice, and was told, by at least two deputy clerks, that Hattie
Sullivan had instructed them to refuse a filing of the notice of
filing of removal.

supervisor or possibly Hattie Sullivan requires them, to ask
permission before filing any of my documents in an open existing
case file.

the intent to obstruct the civil action 1 : I 8-CV-00017 and cause an

CONCLUSION
Complainant, by and through , pro se attorney herein request that the Augusta Richmond
County Commission investigate the matter of Hattie Sullivan possible willful misconduct
in office, conduct prejudicial to the administration ofjustice, conduct unbecoming a clerk
that bring the office of clerk into disrepute, Conduct that violate provisions of O.C.G.A.
15-6-61, the duty and responsibility for Clerks of Courts.

Accountability Court New Grant Case Aide Position

position for the State Court Accountability Court program. Grant
is funded annually from July to June. (Approved by

Background:The Accountability Court has 167 participants enrolled in its DUI,
Drug and Veterans Court program. We currently have 1 Case
Manager and 1 Coordinator approved for this department. We
currently have a part-time court case aide working in our
department who is 100% grant paid and we are requesting to make
this position full time. The number of participants enrolled and
the many State requirements imposed on accountability court
programs make it necessary to have a full-time court case aide so
the department can meet the demands of operating the department
in an efficient manner.

Background:The fire department currently has 19 front-line engines; 6 front-
line aerial trucks and 2 ambulances. Fire apparatus and
ambulances have Defibrillators but the Fire Department only has 2
Cardiac Monitors. Purchasing additional Cardiac
Monitors/Defibrillators will allow Paramedics and EMTs to
provide advanced life support to our citizens in more areas.
Analysis:With the increase of Paramedics and EMT’s in the Augusta Fire
Department, we have the personnel to provide advanced life
support to our citizens. However, we need equipment required for
advanced life support. The purchase of additional Cardiac
Monitors/Defibrillators, will allow the Augusta Fire Department
to provide advanced life support in more areas in Richmond
County.

Background:In February of 2018 The Richmond County Sheriffs Office
working with the Richmond County Procurement Department
solicited bids for vendors to purchase surplus weapons in the
possession of RCSO. State law requires the agency to auction
forfeited/abandoned weapons. Upon inspection of the weapons by
qualified bidders, Sierra Auction submitted a bid of $275,400.00
(Bid Item #18-151). The Richmond County Sheriffs Office would
use the monies to purchase items to enhance it's operations. (See

Graphic Packaging International Easement Deed

Background:The Utilities Department, under its Spirit Creek Basin Interceptor
Rehabilitation Project #1, will be rehabbing a 36" sanitary sewer
pipeline near Spirit Creek. In order to do so, a new easements are
required.
Analysis:The new access easement is needed, to allow the equipment to
reach Spirit Creek unimpeded. The temporary easements are
needed, for piling dirt and turning around equipment. GPI is
donating the easements, to Augusta.

Highlands Water Treatment Plant Filter Modification and PAC System

Caption:Motion to approve Award of Bid #17-268 for the construction of
the Highlands Water Treatment Plant Filter Modification and PAC
System to Rehab Construction Company, Inc. (Approved by
Engineering Services Committee April 10, 2018)
Background:This project consist of two major elements of work, the
construction of a permanent Powdered Activated Carbon (PAC)
System, and the rehabbing of two of the ten older filters.
We currently feed PAC during certain times of the year to combat
taste and odor issues. This project will construct a permanent PAC
feeder and PAC storage silo.
This project will also begin reconstruction of the old filters. Funds
are programmed in our CIP for the next four years to complete
this work.
Analysis:ZEL Engineers and Augusta Utilities Department (AUD) have
reviewed the bid submitted by Rehab Construction Company, Inc.

Dear Mr. Wiedmeier:
The apparent low bidder, J.S. Haren, was deemed non-compliant by the Augusta Procurement Department and thus non-responsive. Therefore, we did not judge the
responsiveness of this bidder. Because of Procurement’s determination, we recommend the project be awarded to the low responsive bidder, Rehab Construction Company, Inc of Conyers, GA. We recommend that Augusta Utilities Department (AUD) accept the
following:
• all Base Bid items - $3,950,000.00
• Add Alternate No. 1 – Add Leopold Trough Guard Media Baffles to owner-furnished fiberglass filter washwater troughs (5 troughs) in each filter half for a
total of 10 troughs - $182,000.00.
• Add Alternate No. 2 – Add Carbon Fiber Structural Strengthening to the southern
wall of Filter No. 7 (common wall between filter No. 6 & No. 7) as shown on Drawing S02 - $3,000.00. This repair addresses the cracking and provides stabilization of the wall.
• Add Alternate No. 3 - Add Carbon Fiber Structural Strengthening to the northern wall of Filter No. 7 (common wall between filter No. 7 & No. 8) as shown on
Drawing S02 - $3,000.00. This repair addresses the cracking and provides
stabilization of the wall.
• Add Alternate No. 4 – Add Surface preparation and painting of the filter gallery
piping for Filter No. 1 and Filter No. 7, including lead paint abatement as specified in section 09900, Painting and Finishing of the project specifications. -
$45,000.00. It protects the piping from continual degradation due to rusting and removes the lead health hazard.
• Add Alternate No. 5 – Supply and install new filter underdrains in Filter No. 1 in
lieu of repairing and installing existing owner supplied underdrains - $118,000.00. The proposed owner supplied underdrains have not been stored per the

manufacturer’s instructions. For eight (8) years, the underdrains have been
stored outside in the weather and have been deteriorating. If an issue occurs after the underdrains are installed, it will be very expensive for AUD to repair. It
is a risky proposition to install the owner supplied underdrains because of their
deteriorated condition and therefore the owner should proceed with having new underdrains installed.
We do not recommend that AUD accept:
• Deductive Alternate – Provide a credit for washwater troughs without Media
baffles on Filter No. 7. -$40,000.00.
The total recommended award is for the amount of $4,301,328.00. We have checked the references of the low responsive bidder and are satisfied Augusta will be well
served.

Background:Augusta Canal Basin Dredging (Lake Olmstead, Lake Aumond,
Heirs Ponds and Rae’s Creek) are approved projects. AED
recently secured Section 404 of the Clean Water Act required
individual permit for Hiers Pond and Lake Aumond and let the
project to initiate sediment removal process from these two
waterbodies. Dredging contract was award on March 6, 2018 by
the Augusta Commission. Purchase of wetland mitigation from a
primary service area mitigation bank is prerequisite of issued 404
permit. It has been determined by the US Corps of Engineers
(USACE) that 13.53 wetland mitigation credits will have to be
purchased to mitigate the impacts to emerging wetlands as result
of sediment removal. The wetland mitigation credits will be
purchased from AA Shaw LLC at a cost of $10,285 per wetland
credit. AA Shaw is Richmond County primary service area
USACE approved mitigation bank.
Analysis:Purchase of Mitigation Credit is pre-requisite of Environmental
Permits and to commence construction/dredging activities at this
project. A timely purchase of required credits is critical to
commence dredging.
Financial Impact:Funds are available in Engineering Stormwater Utility Fund
account.

Dear Mr. Malik:
On behalf of the owners of the AA Shaw Wetland Mitigation Bank, Hodges, Harbin, Newberry & Tribble, Inc., (HHNT) is herein providing a sales quote for 13.53 wetland mitigation credits. These credits are for use as compensatory mitigation for Lake Aumond project located in HUC 03060106, Augusta,
Richmond County, Georgia. The project is within the U.S. Army Corps of Engineers (USACE) designated Lower Savannah River service area. The aforementioned HUC is within the AA Shaw Mitigation Bank’s primary service area and is thereby an appropriate source of mitigation for your project. The wetland mitigation credits are hereby quoted at a price of $10,285.00 per credit, for a total purchase price of
$139,156.05. Please note, the AA Shaw Mitigation Bank operates under USACE Permit Number SAS-2011-00031, and is owned by AA Shaw, LLC. Per this agreement, wetland credit pricing is hereby guaranteed for 45 days. Should final payment not be received within 45 days of the date of this letter, or any subsequent formal extension thereof, the terms of
this agreement shall become null and void with no further obligation to either party. Final transfer of the credits will be made upon receipt of the total invoice balance. Upon receipt of full payment, a credit certification and transfer letter verifying your credit purchase will be issued to you and the USACE. An invoice for this transaction has also been attached for your convenience.
If you agree that this letter and attached invoice accurately sets forth your compensatory requirements with respect to the permitted project, please transmit a check for the aforementioned $139,156.05 made payable to AA Shaw, LLC. This mitigation credit quote and invoice will automatically expire without any further document or act of any party, at 5:00 p.m. EST on April 26, 2018.

The Retirement Process
•Employee contacts the HR department (benefits staff) to request an
appointment to discuss retirement.
•Benefits staff requests a retirement estimate from our pension administrator
(GMEBS/QPA) for the employee prior to meeting with the employee.
•Estimate is normally provided to employee by phone or by email. If employee
desires to proceed with retirement, they are informed of the documents
needed for employee only and/or spousal benefit. *Driver’s license, SS Card, Birth
Certificate and Voided Check. If leaving a spousal benefit, a copy of marriage license is needed.
•During the appointment, the benefits staff will review and complete the
retirement application with the employee and obtain all of the requested
documents needed in conjunction with the retirement application.

About the Benefits Handbook
This booklet describes the benefits available to Augusta, Georgia employees who have met the age and
service requirements to retire with benefits under the GMEBS - Georgia Municipal Employees Benefit
System (Current GMEBS, Old GMEBS and 1977 Pension Plans, QPA – Qualified Plan Administrator (1945
and 1949 Pension Plans) and Newport Group - 1998 (Deferred Contribution Plan). The benefits described
within this booklet are based on meeting the requirements to retire from Augusta, Georgia.
Augusta, Georgia has been made to ensure the accuracy of information in this booklet. However, if
statements in this booklet differ from applicable contracts, certificates or riders, then the terms and

Retirement from the Augusta, Georgia
Your eligibility to retire from the Augusta, Georgia government is determined by several factors, including
your age, your service date, your appointment date and the number of years you have worked for the
organization?
“Retirement” is defined as a voluntary termination from the Augusta, Georgia government based on
meeting age and eligible service requirements. In addition to other eligibility, there is also a five (5) year
minimum service requirement to retire with benefits, including health/prescription drug, dental, vision and
life insurance, if eligible.

Augusta, Georgia Benefits in Retirement
When you retire, your Augusta, Georgia employee benefits end at the end of the month prior to the
effective date of your retirement. Retiree benefits for which you are eligible start on the 1st of the month.
Note: if you retire on the 1st of the month, your employee benefits end and your retiree benefits start on
your retirement date.
If you are enrolled in the following Augusta, Georgia benefit plans and are eligible for benefits as an
Augusta, GA retiree, coverage for you and your eligible dependents enrolled at the time of your retirement
will automatically continue as long as you pay any applicable premiums:
Health Plan (including prescription drug coverage)
o If you are retiring under the age of 65, on our HMO OR POS plan, your prescription drug
carrier is Magellan RX.
o If you are retiring at age 65 or older, on our Medicare Preferred PPO plan, your
prescription drug carrier is Express Scripts.
Dental Plan
Vision Plan
Group Term Life Insurance (Automatically transfers to the Retiree Life Insurance Plan)
*Employees seeking retirement have the option to waive coverage, if they choose to do so.
Dependent Eligibility
Only the eligible person(s) covered under your benefits plans at the time of your retirement can remain on
your coverage in retirement. Covered dependent children remain on your benefits until they no longer meet
the eligibility requirements, up to the end of the month in which they turn 26.
Open Enrollment
Each year during the Open Enrollment period, you may make changes to your retiree benefits i.e. health,
dental and vision. As an Augusta, Georgia retiree, changes are effective April 1st.

Retiree Life Insurance Plan
If you are enrolled in Group Term Life Insurance when you retire, you will be transferred to the Retiree Life
Insurance Plan, and the amount of coverage will be reduced to the retirement level for your age (unless you
appear on the Grandfathered list). Those employees listed on the grandfathered list are not subject to
policy amount based on age. All other retirees will continue to reduce each year until you reach age 70,
when the coverage becomes $12,500, and this amount will remain in effect for the rest of your life.

Your life insurance will be paid to your named beneficiaries
Regardless of how, when or where death occurs, the full amount of your life insurance in effect at the time
of death will be paid to your beneficiaries after written proof of your death is provided to the life insurance
company and all necessary documents are processed.
Keep your beneficiary designation up to date
Be sure to keep your beneficiary information up to date as your circumstances change. In order to change
your life insurance beneficiary, you must contact Augusta, Georgia Human Resources benefits team.

Benefits that end at Retirement
The following benefits end at retirement:
Long-Term Disability Plan
Your Long-Term Disability (LTD) benefits will end as of the last day of the month prior to your
retirement date. Note: if your retirement date is the 1st of the month, your LTD coverage will end the
last day of the previous month.
Flexible Spending (FSA)
Healthcare FSA
If you participate in a Healthcare FSA, expenses incurred prior to the date of your retirement are
eligible for reimbursement.
Dependent Care FSA
You may continue to submit claims for expenses incurred from January 1 (or your dependent care
FSA start date) through March 15 of the following year.
The amount of the reimbursement will be subject to the balance in your account. If there are
sufficient funds, claims will be honored upon request.
Nationwide 457
Upon retirement, once you have been designated as a retiree, you will need to submit the
necessary forms to Nationwide to receive the contribution balance. Distribution forms can be
obtained by contacting the Augusta, Georgia Human Resources department (a portion of the form
will need to be completed by HR.)
Optional Life Insurance
Upon retirement, once you have been designated as a retiree, you will need to contact the
Standard Life Insurance and/or Voya Insurance to set up direct billing to make payments directly to
the insurance company.

Retirement Benefit Premiums
Paying for your benefits
As an Augusta, Georgia retiree, your health/dental, vision and life insurance, if selected, will be deducted
from your monthly pension check. The retirement amount quoted to you at retirement will be the amount
minus the benefit elections amount you authorize to be deducted. The HR department (Benefits Staff) will
provide you with a copy of the insurance deductions you elected.
If your monthly pension is less than the benefit elections, the retiree will be set up on direct bill and will pay
the monthly premiums to Conexis.

Frequently Asked Questions
1. As a retiree, if I decide not to leave my spouse a spousal benefit, can I change my mind at a
later date?
No, the final retirement amount is based on whether or not a retiree leaves a spousal benefit. Once
the retiree elects not to leave a spouse benefit, he or she cannot change that election.
2. As a retiree, what deductions are eligible to be deducted from my monthly pension?

3. As a retiree, when does my retirement become effective? How should I communicate my
retirement to my department?
Retirement for all retirees are effective at the 1st of the month. Employees seeking retirement are
encouraged to give their department at least a thirty-day (30) notice.
4. As a retiree, what if the last day of the month falls on Wednesday, should I finish out the
week?
No, your last day of work would be the last day of the month whether it falls on Monday, Tuesday,
Wednesday or Thursday. Retirees should not work beyond the last day of the month.
5. As a retiree, if I pass away, who should my family contact?
The family of a retiree who has passed away should contact the HR department immediately. At
that time, a benefit specialist will provide the designated beneficiary with the necessary documents
needed to initiate a death claim with the insurance company. The HR department’s direct line is
(706) 821-2303.
6. As a retiree, I left my spouse a spousal benefit and had them covered on my insurance.
What happens after I pass away?
Upon the death of a retiree, the family should contact the HR department immediately. At that time,
a benefit specialist will inform the designated beneficiary of the next process. If the retiree has left a
spousal benefit, the benefit specialist will walk the spouse through the process of continuing his/her
benefits after the retiree’s death. The HR department’s direct line is (706) 821-2303.
7. As a retiree, how is Retiree Open Enrollment handled?
Open enrollment is held on a designated date in February of each year. The HR department will
send out of notices of the place, date and time of the event and invite all retirees to attend. Retirees
are not required to attend these events, they should attend only if changes are necessary or if the
retiree has benefit related questions for benefit providers.

8. As a retiree, what should I do if I have a life changing event?
As retiree, you will have to communicate with the Human Resources department directly. If you
have one of the following life changing events:
o New Marriage
o Divorce or legal separation
o Birth or adoption of an eligible child
o Death of your spouse or a covered child
o Receipt of a Qualified Medical Child Support Order
*HR should be notified of any life changing events within 30 days of the event in order to be
compliance with the change associated with the event. You can do so by stopping by or
calling the HR office, 535 Telfair Street, 4th floor, Augusta, Georgia or (706) 821-2303 between
8:30AM-5pm, Monday through Friday.
9. As a retiree, what if my address has changed?
All retirees are encouraged to keep their address information updated with the HR department. If
you need to make an address change, you can do so by stopping by the HR office, 535 Telfair
Street, 4th floor, Augusta, Georgia between 8:30AM-5PM, Monday through Friday.
10. As a retiree, what happens after Retiree Open Enrollment?
The HR department’s benefits team will review the changes, update those changes in our benefits
system and forward the changes to the respective Pension Administrator (GMEBS/QPA) by March
15 for an April 1 effective date.
11. As a retiree, what happens to my unused compensatory and vacation hours?
Once your department has submitted the proper paperwork (RPA) to Human Resources,
notification will be provided to the payroll department and then you will be paid for your unused
compensatory and vacation hours. All final payouts are paid in the form of a live check and must be
picked up in the Human Resources office with proper identification.
12. As a retiree, can I continue to use the Health and Wellness center?
The only retirees eligible to utilize the Health and Wellness center are those individuals who are on
Augusta, GA’s HMO/POS health plans. Employees 65 years or older enrolled in our Medicare
Advantage plan are not eligible to utilize the Health and Wellness center.
13. What if I’m denied retirement benefits due to age or years of service, how do I appeal this
decision?
a. The potential retiree should contact the Human Resources department in writing within
90 days of the decision.

c. Appeal process review should be concluded within 90 days of receipt in the Human
Resources office.

d. Once a decision has been made, the Human Resources office shall contact you in
writing within 30 days of the decision.

Zero VYasteforces us to examine our shared responsibililiesfor how we live
and to acknowledge the impaet of our actians on those who live around us-
The Blue Ridge Environmental Defense League began twenty-eight years ago with a
commitnent to earth stewardship, environmental democracy, social justice and community
empov/ennent. Since that first campaign against a high-level nuclear waste dump, we have
confronted hazardous waste and rnedical \toaste incinerators as well as nurnerous regional and
rnulti-state solid vr,aste dumps. BREDL chapters worked in their communities to raise hundreds
of thousands of dollars and wage long public campaigns to rvin victories against very porverful
corporations. The principles and commitrnent that tr.e shared in 1984 are reflected in our goals
for Z,ero Waste.
Zero Waste advocates face many difficutt choices as they campaign for concepts such as
Extended Producer Responsibilit-v- @PR), Clean Production and Cradle-to-Crad1e ownership of
products and rvaste. The goals of preserving resoruces and elirninating waste disposal require
fundamental shifts in a consumer economy rooted in extraction, consumption, wasting and
dumping. Corporate interests u.ho profit from the current economic model control the process
and have little incentive to adopt new ways of doing business. Changing consurner behavior in a
marketplace contaminated with externalized costs presents an even greater challenge.
A consumption economy depends on constantiy finding new places to dispose of rvaste. Waste
comparries understand the poiitical process required to identifr those communities where leaders
can be convinced to take someone else's garbage. Often the same communities that have endured
the extraction stage of production are now targeted to get the waste dump- Strip mines in the
north and abandoned pine plantations in the south are popular targets. In general, they are rural,
poor, minority, or conservative.
This leaves them vulnerable to offers of what we have termed "dumping for dollars." Wealthy
cities may not notice the extra dollar per ton that is paid to an unknown nrral county where
commissioners are anxious about their declining tax base. The mega-dump is easily sold as
economic der.elopment to county offrcials with an uneducated, often under-employed,
workforce, and a few absentee corporate landowners. Waste companies know horv to make this
pitch. Every connfy needs a new school.
Recycling, waste reduction, resource recovery parks and Extended Producer Responsibility are
all essential parts of any campaign for Zero 'Waste. Out of sight-out of mind landfills are not.
Exporting waste to poor communities is not. "Dumping for dollars" is not.
We acknow'ledge the power of grassroots campaigns to create the conditions necessary for
change- We support aZero Waste rnovement that recognizes both the threats to landfill and
incinerator comrnunities and the opportunities to include tlrose comrnunities in the larger efforts
essential for success. Our original principles and demands for environmental democracy still
apply today.

\Mhereas, climate ghange has increased the global average surface temperature by 1.00
degrees Celsius (i.8 degrees Fatuenheit) since 1880;r
Vhereas, climate change is expected to increasingly impact temperatures,
precipitation and sea level with harmfirl consequences in corning years;
Vhereas, climate change and global average temperature increases are primarily due
to hu:nan-caused fossil fuels emissions, including coal, oil and natural gas, accordiag to the
United Nations Intergovernmental Panel on Climate Change. National Academy of Science,
American Meteorological Society, United States Environmental kotection Agency, United
States Department of Defense, and numerous other leading scientific, acadenaic and
goveffrmental authorities bottr in the United States and intemationally;
Whereas, a final agreement of the United Nations Conference of Parties (COP21),
which included the United States and a total of i95 nations, was reached in Paris, France on
December 12,2075, that states the aim is to "holding the increase in the global average
temperature to well belorv 2 degrees Celsius above preindustrial levels and pursuing efforts to
limit the temperature increase to 1-5 degrees Celsius above preindustrial levels" and entered into
force on November 4,2016;23
Whereas, scientists have concluded the concentration of carbon dioxide, the leading
greenhouse gas, in the Earth's atmosphere is currently and consistently over 400 parts per
million (ppm) and wilt likely stay above this level for the indefinite future for the first time in
millions of years; a
WhEreas, sixteen of the seventeen hottest years on record have occutred in the
twenty-first century and 20i6 is the hottest year on record; s
Whereas, an increase in the global av€rage temperature, if not stopped. will have
major adverse irnpacts on both the nahrral and human-rnade environments due to longer, more
intense heat w'aves, prolonged droughts, rising sea levels, ocean acidification, and rnore intense
and frequent extreme rveather events;
Whereas, these physical effects are expected to lead to rrater scarcity, food
insecurity, increasing numbers of refugees, increased poverty, and mass extinctions of species;

Whereas, studies completed by the International Monetary Fund (IMF),6 the Risky
Business Project,T Duke University,s *rd others point to the severe economic costs of climate
change and continuing use of fossil fuel, estimating billions of dollars a year in costs nationally
and trillions globally;
Whereas, leading economists, policy experts, and business leaders conclude that
hansitioning to a clean energy economy available for all \r'ould create millions of green jobs
nationally, improve our tiving standards, and boost economic grorvth in coming years;
Whereas, low-income communities and communities of color in the United States
are inordinately exposed to pollution, that causes serious health problems such as cancer and
asthma, from fossil fuels, including the dirtiest coal-fired power plants which produce coal ash,
are disproportionately located in communities of color;
Whereas, a Stanford University and University of Califomia-Dal"is study concludes
the United States energ.y supply could be based entirely on renewable energy by the year 2050
using current technologies and 80olo renewable energy by 2030 while creating nnmerous green
jobs;e
Srhereas, mueicipalities, organizations, businesses, and academic instifutions
throughout the world have set a goal to achieve carbon or climate neutrality by 2050 or earlier,
including over 680 college and university presidents who have signed;10
\\rhereas, the Intergovernmental Panel on Climate Change Fifth Assessment Report
recommended a global goal of achieving near zero greenhouse gas emissions or below, which is
necessary to stabilize the global average temperature to avoid climate catastrophe;11
Now, therefore, be it resolved by the Richmond County Commissioners that it Endorses the
following: that the corurty establish a transition from a fossil fuel-based economy to a 1007oclean
renewable energy for alL energy sectors, including transportation by December 31,2050 to al:oid
ciimate catastrophe, to promote job creation and economie growttr, and to protect the Earth for
