Please be advised I am requesting a Audience Meeting with the Augusta Commission on the 3rd Tuesday of
September 19,2017
to discuss improvement of cleanliness in the Olive Road area also uncontrollable dogs and commerical zone
areas.
I have conferred with 31 I and followed Standard Operating Procedures reporting these matters. I am concerned
with the sanitation to include safety in this neighborhood.
Please note that I am a registered voter and 30 year retiree from the State of
Georgia.

Unresolved lssue: 1925 Olive Road Residence (Doqs & Uncontrollable Debris)
1. On lune 27 ,2OL6, a pit bull from 1925 Oliver Road enters my back yard through an opening in the
fence of the residence of 1925 Olive Road.
2. On June 27, 2016, I was attacked by the Pit bulls resulting in emergency services.
a. The dogs bit my right hand, my finger (which resulted in stitches on my right hand, third
finger), and my right leg.
3. Traumatic experiences: I had to take several days off from work which was not compensated, I am
very fearful to walk outside of my back door. I do not feel safe.
4. Looking for a resolution: I still need a resolution for this problem. I have contacted:
a. Richmond County Police,
b. AnimalControl, and
c. Code of Enforcement every time an issue occurs.

a. I expressed that I had some concerns regarding the dogs being able to roam the
neighborhood without the proper containment.
b. I also expressed concerns regarding my fence being repaired and a hole in their fence.
c. We went to court where Judge Jennings presided Magistrate courU however, the outcome
resulted in the case being dead docketed.
6. September 29, 2016. two Pit bulls entered my property from residence of 1925 Olive Road; I had to
hop on my car to keep from being attacked by the Pit bulls belonging to the residence of 1925 Olive
Road.
a. My neighbors from L917 Olive Road saw me on top of my car in my driveway. The neighbors
witnessed the dogs being aggressive towards me and they tried to deter the dogs with a B.B
gun. My neighbors contacted the police and requested the services of animal control.
b. The response time of both animal control and the police was about 45 minutes.
c. By this time, Mr. Jason Odom and Herman Alan Odom arrived and secured the dogs.
7. October 20, 2017, court was conducted concerning the Pit bulls from the property of 1925 Olive
Road. Mr. Herman Alan Odom did not attend court and the case continued.
8. Additional concerns: Mt. Vernon Baptist church is about feet from the 1925 residence and
Wilkerson Garden Elementary School is about L50 from the residence.

a. About two weeks, the dogs escaped again from the yard in the morning as children were
going to school. I witnessed the cross guard, Juanita Johnson, rushing the children across the
street and into the school. She then had to run to her car.
b. I am afraid that someone else in the community will be bitten by the dogs. This is a very
dangerous situation.
c. Animal Control and Code of Enforcement are aware of this dangerous situation.

AUGUSTA, Ga. (VVRDVV) - lt's home for Deiore Reese. "l don't have any
problems. I never have. l've been here since ':194. About twenty years," said
Reese. But now she said she is dealing with s qig problem spreading from her
next door neighbors yard- "This has been going on i know since December,',
said Reese.
She said a 7-foot pile of cut tree linrbs and tree trr ks is leaning on her fence,
causing it io br:ckle and bend. "This is like imposini clr ,re, said ieese. She
said she has tiied to get the owner of ihe pIqpgIU rl :o clean up the mess.
Now, as it Eets warmer, she wonies the debris pile v,ill hecome a breeding
ground for pests. "l'm scared of snakes. I don't want to see wood rats," said Reese.
News 12 found someone home ,but the man claimed he did not know what was going on. Wednesday afternoon, we spotted Allen
Odom's 9SIMAIU r't truck in the parking lot at the city's license and inspection department. Odom said it is all a misunderstanding. "vvhen
I bought it, (the property) when I got it from Mr. 0villiams, the whole back had been used as a dumping ground," said Odom.
Since obtaining the property through a quit claiI[ r,, deed last year from commissioner Marion \Mlliams, Odom said he has hauled away
much of the debris and cut down dozens of trdes. Odom said he has tried to work with Reese. "The ice storm tore that fence down in the
back. Now we did bump some areas and I fixed that," said Odom.
News 12 obtained county records that show Marion Williams has been the owner of the property since 2001. Reese said relTardless,of
who owns the property she wants it cleaned up. "Poor respect for community and keeping things qlgen rr," said Reese. Meanwhile Odom
said he needs just a little more time. "ln a month, yeah that's fine. Give me thifi ciays ar:c \A,e'll get it out of there,', said Odom.
Richmond County Code Enforcement said it has been working with odom to get the property cleaned up. lnspectors said he was cited
on wednesday for several violations, but that they were unrelated to the debris issue.
We left numerous messages for Marion lMlliams. We have yet to hear back ftom him. We also have obtained documents that show
Marion Wlliams paid taxes on the property in November 2014.

Background:Under the terms of a state law passed in 2015 that allows local
governments to designate one Sunday during the year when bars
can remain open, Augusta amended the Alcohol ordinance to
designate St. Patrick’s Day holiday period (16th – 18th) as the
Sunday….At this time we’re using the designated ‘one Sunday a
year pass’ for St. Patrick’s day that will not be on Sunday again
until 2019. However, the St. Patrick’s Day period (16th, 17th, and
18th ) will land the 18th on Sunday in 2018…. The Alcohol
ordinance could be amended to delete the St. Patrick’s Day period
to this year’s New Year’s Eve Sunday, and maybe change the
designated Sunday each year according to demand. The State
hours for operation for the Sunday pass are 12:30 PM to
midnight. Monday sales can start at 8:00 AM.

Caption:Motion to approve acceptance of Daniel Field Airport's tentative
allocation of Federal funding for Fiscal Year 2018. (Approved by
Public Services Committee September 12, 2017)
Background:The Daniel Field Airport receives federal money in the form of
grants to maintain the integrity of the airfield. The process starts
with a tentative allocation letter (TA) to inform the airport of the
amount of money that is allocated for the next grant. The TA
for the Fiscal Year 2018 grant is for the design phase of
obstruction mitigation on the Runway 23 Approach. The
obstructions include trees on city property and private property.
Analysis:WK Dickson is the civil engineer consultant of record for Daniel
Field. The design project will not require going out for bid as the
consultant of record, WK Dickson, will be awarded the design
phase of this project. The project includes identifying the
obstructions penetrating the airspace, appraising the property
where the penetrations occur and establishing fair market value for
easements of these properties.
Financial Impact:The FAA will fund 90% of the project, the State of Georgia will
fund 3 to 4% of the project with a local match of 6 to 7%. Note:
The local match will come from the Daniel Field Enterprise Fund.
Alternatives:Deny the recommendation.
Recommendation:
The Daniel Field General Aviation Commission recommends
approval of the FY2018 tentative allocation for Daniel Field
Airport in the amount of $162,000. The Daniel Field General
Aviation Commission also recommends generating a letter on
Augusta, GA letterhead confirming the intent to proceed with and

the same amount from October 1 to September 30 (HMIS –
$184,475), and October 1 to September 30 (Planning – $18,000).
Analysis:Approval will allow the city to continue comprehensive services
to the homeless population of Augusta-Richmond County.
Financial Impact:These are competitive grant funds received from HUD to the city
for continued operation of the Homeless Information Management
System (HMIS), Technical Assistance (TA) and services.

Augusta Richmond County Commission convened at l1:00 a.m., Tuesday, September 12,
2017, the Honorable Mary Davis, Mayor Pro Tem, presiding.
PRESENT: Hons. Jefferson, Guilfoyle, Sias, M. Williams, Fennoy, D. Williams, Hasan

Mr. MacKenzie: And finally it would be a motion to authorize Raymond James
Associates to conduct underwriting services for tax allocation district projects on a non-
binding basis with an option to terminate such services at any time.
Ms. Davis: Commissioner Sias.
Mr. Sias: I have a question on that one. Was that to do services or just to do this one
particular project?
Mr. MacKenzie: It's underwriting services but it can be withdrawn and terminated at any
time.
Ms. Davis: Commissioner Hasan asked what this is. This was just from our legal meeting
as far as the - explain what that is, please, what their services would be.
Mr. MacKenzie: This would be underwriting services for the tax allocation projects.
Ms. Davis: In general?
Mr. MacKeru;ie This is language that is based on the letter that they provided which
doesn't get into specific projects but it -
Ms. Davis: The letter that who provided?
Mr. MacKenzie: That was provided by Raymond James. Commissioner Sias.
Mr. Sias: Madam Pro Tem, I don't see that motion as accurate, what the attorney has. This
is supposed to be one particular project or one particular property area so I think that needs to be
tightened up to be more specific to the required project.
Ms. Davis: Mr. MacKenzie, would it appropriate to bring it back to the next
Commission meeting?
Mr. MacKenzie: You can do that -
Ms. Davis: And we'll have time to read it through and have any questions for it, any
questions that we have answered?
Mr. MacKenzie: Right, the next legal meeting?
Mr. Jefferson: I can make a motion to do that.
Mr. Hasan: Second.
Ms. Davis: Okay. Commissioner Sias.
Mr. Sias: I think we could have gotten it done. tt just needs to be specific to that one
project so that the downtown folks can do what they need to do. I don't think we need to hold it
up. We just need to speciff.

Mr. MacKenzie: The reason I worded it that way is because that's the language of the
letter we're approving. It can be changed. I can bring it back to the regular Commission meeting.
Ms. Davis: So, Mr. Jefferson, will you amend your motion to bring it back next
Tuesday?

Ms. Davis: Okay, thank you. And I would also like to thank our Administrator, our first
responders, our directors and ernployees of course for all the hard work that they did to get us
through this storm. I think that we were very prepared and I'm very proud of all the efforts that
everyone put in so I just wanted to thank all of you. It was definitely a huge effort I know on so
many people's parts so, Ms. Jackson, thank you for your leadership too.
Ms. Jackson: Thank you very much. On behalf of everyone, I mean we got excellent
community support. Everybody pulled together and did an outstanding job and I'm also very
proud of our team as well as those inside the government as well as the other agencies we had to
interact from the school system, public health, the list just goes on and on. Everybody did a great
job.
Ms. Davis: Yeah. Georgia Power as well. Big effort so very much appreciative. And,
Commissioner Fennoy, will you give an update for the cookout that you helped lead the efforts on
Friday?
Mr. Fennoy: Is anyone here from the Kroc Center? Okay, Natasha, will you hold the check
up for me please?
Ms. Davis: You want to give us an update on it?
Mr. Fennoy: $5284.50. And I just want to say that this was all made possible due to
cooperation of the various departments of this government. The Utilities Department. The Fire
Deparhnent. They did an outstanding job in bringing good food to the table. Perry Broadcasting
did the live broadcasting and made the public aware of what we were doing. But again this
couldn't have been made possible without the help and cooperation of the various departments,
the commissioners, the Mayor's Office and the Administrator. I just want thank you for your
support and I thought someone from the Kroc Center would have been here to accept the check
but at our Commission meeting next Tuesday I'm going to try to have someone here for us to
present the check to.

ln order for Raymond James & Associates, lnc. ("RlA") to glve you advice regarding one or more related
transactions, and to document our compliance with an exception to the Municipal Advisor Rule, we ask
that you agree, and acknowledge by signing below, to the following:
Augusta, Georgia (the "City") is aware of the "Municipal Advisor Rule" of the Securities and Exchange
Commission (effective July 1, 2014) and the underwriter exception from the definition of "municipal
advisor" for a firm serving as an underwriter for one or more series of bonds or other municipal
securities.
The Authority wishes to engage RJA as the underwriter/placement agent for bonds to be issued for the
Depot Project, (collectively, the "Bonds") that the City currently anticipates issuing. As an
underwriter/placement agent, RJA may provide advice to the City on the structure, timing, terms, and
other similar matters concerning the Bonds,
It is the City's present intention that RJA will underwrite the Bonds, subject to satisfaction of applicable
procurement laws, formal approval by the City, finalizing the structure of the Bonds, and the execution
of a mutually agreed upon Bond Purchase Agreement. While the City presently engages RJA as the
underwriter for the Bonds, this engagement letter is preliminary and nonbinding, and may be
terminated at any time by either the City or RJA without liability or obligation on the part of either party.
Furthermore, this engagement letter does not restrict the City from entering into the proposed Bonds or
any other municipal securities transaction with any other underwriters or selecting an underwriting
syndicate that does not include RJA. This letter serves as acknowledgement of the attached G-17 letter.

We are writing to provide you, as Mayor of Augusta, Georgia (the "lssuer"), and an official of the lssuer
with the authority to bind the lssuer by contract, with certain disclosures relating to the captioned bond
issue (the "Bonds"), as required by Municipal Securities Rulemaking Board (MSRB) Rule G-17 as set forth
in MSRB Notice 2OL2-25 (May 7, 2}t2lr.
The lssuer has engaged Raymond James & Associates, lnc. ("RJA"), to serve as an underwriter, and not
as a financial advisor or municipal advisor, in connection with the issuance of the Bonds.
As part of our services as underwriter, RJA may provide advice concerning the structure, timing, terms,
and other similar matters concerning the issuance of the Bonds.
l. Disclosures Concerning the Underwriter's Role:
(i) MSRB Rule G-17 requires an underwriter to deal fairly at all times with both municipal issuers and
investors.
(ii) The primary role of the underwriter is to purchase the Bonds with a view to distribution in an arm's-
length commercial transaction with the lssuer. The underwriter has financial and other interests that
differ from those of the lssuer.
(iii) Unlike a municipal advisor, the underwriter does not have a fiduciary duty to the lssuer under the
federal securities laws and are, therefore, not required by federal law to act in the best interests of the
lssuer without regard to their own financial or other interests.
(iv) The underwriter has a duty to purchase the Bonds from the lssuer at a fair and reasonable price, but
must balance that duty with their duty to sell the Bonds to investors at prices that are fair and
reasonable.

(v) The underwriter will review the official statement for the Bonds in accordance with, and as part of,
their respective responsibilities to investors under the federal securities laws, as applied to the facts and
circumstances of this transaction2.
ll. Disclosures Concerning the Underwriter's Compensation:
The underwriter will be compensated by a fee and/or an underwriting discount that will be set forth in
the bond purchase agreement to be negotiated and entered into in connection with the issuance of the
Bonds. Payment or receipt of the underwriting fee or discount will be contingent on the closing of the
transaction and the amount of the fee or discount may be based, in whole or in part, on a percentage of
the principal amount of the Bonds. While this form of compensation is customary in the municipal
securities market, it presents a conflict of interest since the underwriters may have an incentive to
recommend to the lssuer a transaction that is unnecessary or to recommend that the size of the
transaction be larger than is necessary.
lll. Additional Con,flicts and Business Relationships Disclosures:
RJA has identified the following additional potential or actual material conflicts or business relationships
we wish to call to your attention:
ln the ordinary course of its various business activities, RJA and its affiliates, officers, directors, and
employees may purchase, sell or hold a broad array of investments and may actively trade securities,
derivatives, loans, commodities, currencies, credit default swaps, and other financial instruments for
their own account and for the accounts of customers. Such investment and trading activities may
involve or relate to assets, securities and/or instruments of the lssuer (whether directly, as collateral
securing other obligations or otherwise) and/or persons and entities with relationships with the lssuer.
RJA and its affiliates also may communicate independent investment recommendations, market advice
or trading ideas and/or publish or express independent research views in respect of such assets,
securities or instruments and at any time may hold, or recommend to clients that they should acquire,
long and/or short positions in such assets, securities and instruments.
Conflicts of lnterest/Payments to or from Third Parties
o ln the ordinary course of its business, RJA and its affiliates have engaged, and may in the
future engage, in transactions with, and perform services for, the lssuer and its affiliates
for which they received or will receive customary fees and expenses.
lV. Disclosures Concerning Structure of Municipal Securities Financing:
Since RJA has recommended to the lssuer a financing structure that may be considered a "complex
municipal securities financing" for purposes of MSRB Rule G-L7, attached is a description of the material
financial characteristics of that financing structure as well as the material financial risks of the financing
that are known to the underwriter and reasonably foreseeable at this time.
Under federal securities law, an issuer of securities has the primary responsibility for disclosure to investors.
The review of the official statement by the underwriter is solely for purposes of satisfying the underwriters'

Fixed Rate Structure Disclosure
The following is a general description of the financial characteristics and security structures of
fixed rate municipal bonds ("Fixed Rate Bonds"), as well as a general description of certain
financial risks that you should consider before deciding whether to issue Fixed Rate Bonds. lf
you decide that you would like to pursue this financing alternative, we may provide you with
additional information more specific to your particular issue.
Financial Characteristics
Maturitv and lnterest Fixed Rate Bonds are interest-bearing debt securities issued by state and
local governments, political subdivisions and agencies and authorities. Maturity dates for Fixed
Rate Bonds are fixed at the time of issuance and may include serial maturities (specified
principal amounts are payable on the same date in each year until final maturity) or one or more
term maturities (specified principal amounts are payable on each term maturity date) or a
combination of serial and term maturities. The final maturity date typically will range between 10
and 30 years from the date of issuance. lnterest on the Fixed Rate Bonds typically is paid
semiannually at a stated fixed rate or rates for each maturity date.
Redemption. Fixed Rate Bonds may be subject to optional redemption, which allows you, at
youroption, to redeem some or allof the bonds on a date priorto scheduled maturity, such as in
connection with the issuance of refunding bonds to take advantage of lower interest rates.
Fixed Rate Bonds will be subject to optional redemption only after the passage of a specified
period of time, often approximately ten years from the date of issuance, and upon payment of
the redemption price set forth in the bonds, which may include a redemption premium. You will
be required to send out a notice of optional redemption to the holders of the bonds, usually not
less than 30 days prior to the redemption date. Fixed Rate Bonds with term maturity dates also
may be subject to mandatory sinking fund redemption, which requires you to redeem specified
principal amounts of the bonds annually in advance of the term maturity date. The mandatory
sinking fund redemption price is 100% of the principalamount of the bonds to be redeemed.
Securitv
Payment of principal of and interest on a municipal security, including Fixed Rate Bonds, may
be backed by various types of pledges and forms of security, some of which are described
below.
General Obliqation Bonds
"General obligation bonds" are debt securities to which your full faith and credit is pledged to
pay principal and interest. lf you have taxing power, generally you will pledge to use your ad
valorem (property) taxing power to pay principal and interest. Ad valorem taxes necessary to
pay debt service on general obligation bonds may not be subject to state constitutional property
tax millage limits (an unlimited tax general obligation bond). The term "limited" tax is used when
such limits exist.
General obligation bonds constitute a debt and, depending on applicable state law, may require
that you obtain approval by voters prior to issuance. ln the event of default in required
payments of interest or principal, the holders of general obligation bonds have certain rights
under state law to compelyou to impose a tax levy.

Revenue Bonds
"Revenue bonds" are debt securities that are payable only from a specific source or sources of
revenues. Revenue bonds are not a pledge of your full faith and credit and you are obligated to
pay principal and interest on your revenue bonds only from the revenue source(s) specifically
pledged to the bonds. Revenue bonds do not permit the bondholders to compel you to impose
a tax levy for payment of debt service. Pledged revenues may be derived from operation of the
financed project or system, grants or excise or other specified taxes. Generally, subject to state
law or local charter requirements, you are not required to obtain voter approval prior to issuance
of revenue bonds. lf the specified source(s) of revenue become inadequate, a default in
payment of principal or interest may occur. Various types of pledges of revenue may be used to
secure interest and principal payments on revenue bonds. The nature of these pledges may
differ widely based on state law, the type of issuer, the type of revenue stream and other
factors.

Financial Risk Considerations
Certain risks may arise in connection with your issuance of Fixed Rate Bonds, including some
or all of the following:
lssuer Default Risk
You may be in default if the funds pledged to secure your bonds are not sufficient to pay debt
service on the bonds when due. The consequences of a default may be serious for you and,
depending on applicable state law and the terms of the authorizing documents, the holders of
the bonds, the trustee and any credit support provider may be able to exercise a range of
available remedies against you. For example, if the bonds are secured by a general obligation
pledge, you may be ordered by a court to raise taxes. Other budgetary adjustments also may
be necessary to enable you to provide sufficient funds to pay debt service on the bonds. lf the
bonds are revenue bonds, you may be required to take steps to increase the available revenues
that are pledged as security for the bonds. A default may negatively impact your credit ratings
and may effectively limit your ability to publicly offer bonds or other securities at market interest
rate levels. Further, if you are unable to provide sufficient funds to remedy the default, subject
to applicable state law and the terms of the authorizing documents, you may find it necessary to
consider available alternatives under state law, including (for some issuers) state-mandated
receivership or bankruptcy. A default also may occur if you are unable to comply with
covenants or other provisions agreed to in connection with the issuance of the bonds.

Redemption Risk
Your ability to redeem the bonds prior to maturity may be limited, depending on the terms of any

Refinancinq Risk
lf your financing plan contemplates refinancing some or all of the bonds at maturity (for
example, if you have term maturities or if you choose a shorter final maturity than might
otherwise be permitted under the applicable federal tax rules), market conditions or changes in
law may limit or prevent you from refinancing those bonds when required. Further, limitations in
the federal tax rules on advance refunding of bonds (an advance refunding of bonds occurs
when tax-exempt bonds are refunded more than 90 days prior to the date on which those bonds
may be retired) may restrict your ability to refund the bonds to take advantage of lower interest
rates.
Reinvestment Risk
You may have proceeds of the bonds to invest prior to the time that you are able to spend those
proceeds for the authorized purpose. Depending on market conditions, you may not be able to
invest those proceeds at or near the rate of interest that you are paying on the bonds, which is
referred to as "negative arbitrage".
Tax Compliance Risk
The issuance of tax-exempt bonds is subject to a number of requirements under the United
States lnternal Revenue Code, as enforced by the lnternal Revenue Service (lRS). You must
take certain steps and make certain representations prior to the issuance of tax-exempt bonds.
You also must covenant to take certain additional actions after issuance of the tax-exempt
bonds. A breach of your representations or your failure to comply with certain tax-related
covenants may cause the interest on the bonds to become taxable retroactively to the date of
issuance of the bonds, which may result in an increase in the interest rate that you pay on the
bonds or the mandatory redemption of the bonds. The IRS also may audit you or your bonds, in
some cases on a random basis and in other cases targeted to specific types of bond issues or
tax concerns. lf the bonds are declared taxable, or if you are subject to audit, the market price
of your bonds may be adversely affected. Further, your ability to issue other tax-exempt bonds
also may be limited.

Special Risk Factors related to Tax Allocation District Bonds
The following additional special risk factors are common to Tax Allocation District Bonds (.TAD
Bonds") and the associated real estate development projects ("Development"). We may provide
you with additional information related to the particular financing alternative that is ultimately
chosen.
THERE CAN BE NO ASSURANCE THAT THE DEVELOPMENT WILL GENERATE A
SUFFICIENT AMOUNT OF TAX ALLOCATION INCREMENTS SUCH THAT THERE WILL BE
SUFFICIENT MONEYS TO PAY PRINCIPAL OF AND INTEREST ON THE TAD BONDS
WHEN DUE. THE ABILITY OF THE DEVELOPMENT TO GENERATE SUCH TAX
ALLOCATION INCREMENTS IS DEPENDENT ON AND SUBJECT TO FUTURE EVENTS
AND CIRCUMSTANCES WHICH CANNOT BE FORESEEN OR PREDICTED WITH
CERTAINTY. THERE CAN BE NO ASSURANCE THAT THE ASSUMPTIONS SET FORTH IN
ANY APPRAISAL, FEASIBILITY REPORT OR INCREMENT PROJECTION STUDY WILL BE
ACHIEVED.
Failure to Complete the Development
Undeveloped or partially developed land is inherently less valuable than developed land and
provides less security to the Bondholders should it be necessary for the lssuer to foreclose on
the property due to the nonpayment of taxes. The failure to complete the Development as
planned, or substantial delays in the completion of the Development may reduce the value of
the property within the Tax Allocation District and increase the length of time during which taxes
will be payable from undeveloped property, and may affect the willingness and ability of the
owners of property within the Tax Allocation District to pay the ad valorem property taxes when
due.
Pavment of the Ad Valorem Tax is not a Personal Oblioation of the Owners
An owner of a taxable parcel is not personally obligated to pay the taxes. Rather, the
ad valorem property tax is an obligation which is secured only by a lien against the taxable
parcel. lf the value of a taxable parcel is not sufficient, taking into account other liens imposed
by public agencies, to secure fully the ad valorem property tax, the lssuer has no recourse
against the owner.
Land Values
The fair market value of the property within the Tax Allocation District is a critical factor in
determining the investment quality of the TAD Bonds. lf a property owner is delinquent in the
payment of taxes, the lssuer's only remedy is to commence foreclosure proceedings in an
attempt to obtain funds to pay the taxes. Reductions in property values due to a downturn in the
economy, physical events such as fires or floods, stricter land use regulations, delays in
development or other events could adversely impact pledged revenues and the TAD Bonds.
Economic Risks Affecting Tax Allocation lncrements
Future collections of ad valorem taxes could be adversely affected by a number of economic
factors not within the lssuer's control, resulting in reductions in Tax Allocation lncrements
available to pay debt service on the TAD Bonds. Substantial damage to, or destruction of,
improvements that have been or will be constructed in the Tax Allocation District could cause a
material decline in assessed valuation and could impair the ability of the taxpayers in the Tax
Allocation District to pay their respective portions of real estate taxes. There can be no
assurance that the improvements in the Tax Allocation District are or will be insured under fire
and extended coverage insurance policies, and, even if such insurance exists, the proceeds
thereof will not be assigned as security for the payment of real estate taxes or the TAD Bonds.

ln addition, any insurance proceeds may not be sufficient to repair or rebuild the improvements.
The restoration of the improvements may be delayed by other factors, or the terms of then-
applicable mortgage financing could require the application of insurance proceeds to the
reduction of mortgage balances. Any of the foregoing circumstances could result in the
assessed valuation of property in the Tax Allocation District remaining depressed for an
unknown period of time and decrease the amount of Tax Allocation lncrements available to pay
debt service on the TAD Bonds.
Failure to Maintain Levels of Assessed Valuation
There can be no assurance that the assessed value of the Development will equal or exceed
the projected assessed value. There can be no assurance that such assessed value will be
maintained throughout the terms of the TAD Bonds. lf at any time during the term of the TAD
Bonds, the actual assessed value is less than projected, the amount available to pay debt
service will be less than projected and may not be sufficient to pay the TAD Bonds.
Owners of property in the Tax Allocation District have the right to appeal the assessed value of
their property. Any failure to pay ad valorem taxes during such appeal, or any successful
appeal, may result in insufficient amounts available to pay debt service on the TAD Bonds.
Tax Delinquencies
ln order to pay debt service on the TAD Bonds, it is necessary that ad valorem taxes from the
Tax Allocation District be paid in a timely manner. Delinquencies by the owners of property in
the Tax Allocation District in payment of ad valorem taxes may result in insufficient monies to
pay the TAD Bonds when due. Further, the unwillingness or inability of a property owner to pay
ad valorem tax bills, including the tax allocation increments as evidenced by property tax
delinquencies may also indicate an unwillingness or inability to make such tax payments in the
future.
Reliance on Proiection s
The amount of tax allocation increments which will be available to pay the TAD Bonds on a
year-to-year basis cannot be known at this time. The revenue projections may involve known
and unknown risks, uncertainties and other factors which may cause the actual results,
performance and achievement to be different from the future results, performance or
achievements expressed or implied by such fonarard-looking statements.
Bankruptcy
Although a bankruptcy proceeding would not cause the right to collect ad valorem taxes to be
extinguished, the amount and priority of any tax lien could be modified if the value of the
property falls below the value of the lien. lf the value of the property is less than the lien, such
excess amount could be treated as an unsecured claim by the bankruptcy court. ln addition,
bankruptcy of a property owner could result in a delay in completing a tax sale of the property.
Such delay would increase the likelihood of a delay or default in payment of the TAD Bonds and
the possibility of delinquent tax installments not being paid in full.
