Background:Burke County Sheriff’s Office is in need of a van to transport
prisoners. The Marshal’s Department turned in their transport van
as excess. The Sheriff’s Department took over the transport
requirement which rendered the vehicle excess. The van is a
2000 Dodge Ram Maxi 3500 that is configured as a prisoner
transport. This van has 81,520 miles on it. To put the van back
in service would require re-upholstering the seats and repair the
sagging headliner.
Analysis:If the Commission is not supportive of this request, Fleet
Management would post the vehicle on the auction website for
sale. There are no requirements for this van as it was modified to
be a prisoner transport van. Past sales of this type vehicle shows
winning bids between $800 to $1,800. Kelly Blue Book values the
van at $1,861, without the modifications. The offer of $1,700 is a
fair offer.
Financial Impact:Augusta has a guaranteed offer of $1,700.00. Selling this vehicle
at auction will result in one of three results: (1) the vehicle will be
sold for less than Burke County is offering, (2) the vehicle will be
sold for the same amount as Burke County is offering or (3) the
vehicle will be sold for more than Burke County is offering.

Maintenance Division requests for the replacement lease of two
currently leased sewer vacuum trucks. (Bid Item 16-214A)
Background:In 2013, Augusta Utilities Department opted to implement a 48-
month lease for two sewer vacuum trucks with a full maintenance
program rather than purchasing them outright. The decision to
lease the trucks versus purchasing was based on the continuous
and, in some cases, extensive maintenance requirements to keep
the trucks in service. In addition, after 48 months, generally these
type vehicles require more extensive and costlier maintenance due
to aging and the harsh working environment exposure. Therefore,
the department feels the lease option resolves these concerning
issues. The current 2013 vacuum truck lease contract expires June
19th,, therefore, the department would like to turn the existing
trucks in and implement another 48-month lease for two new
trucks in order to keep the vacuum truck fleet intact. We have
attached the results of the lease bid (16-214A) for your review.
Analysis:The Procurement Department published a competitive bid using
the Demand Star national electronic bid application for the two
sewer vacuum trucks with the following results: Bid 16-214A -
Environmental Products of Georgia = $176,718.92 total annually
for 4 years; Adams Equipment Company = $222,129.40 total
annually for 4 years. These prices include a full maintenance
program for both trucks for the endurance of the lease.
Financial Impact:The two-sewer vacuum trucks lease with the full maintenance
program will cost $176,718.92 per year for four years for a total
lease cost of $ 706,875.68. The trucks lease will be funded
through the Utilities Departments 2017 Enterprise funds account.

Background:SPLOST VII allocates funds for Public Safety Vehicles. Each year
Fleet Management assess’ vehicles in eight departments for
possible replacement. This agenda will address three departments.
The Solicitor’s Office has added a Chief Investigator. There are
currently two investigators both with Chevy Impala’s. The
Solicitor is requesting the addition of one Chevy Impala. The
District Attorney’s Office has a 2008 Chevy Impala, asset:
208120, that has reached its life expectancy in miles (142,692
miles) and age. The recommended replacement is for a Chevy
Impala. A vehicle evaluation is attached for review. The
Marshal’s Office had 3 vehicles totaled in 2016. None of the
accidents were the fault of the Deputy. Fleet Management has
replaced 2 of the three. Asset 204205, a 2004 Ford Crown
Victoria was totaled on June 28, 2016. Fleet Management is
recommending replacing this vehicle with a Chevy Impala.
Analysis:Fleet Management is requesting to use the Georgia State Contract:
99999-SPD-ES40199333-005 for the purchase of the Impalas.

Background:SR4/15th Street Pedestrian Improvement is a SPLOST VI Capital
Project and a project from the “Approved Investment List” of TIA
that was approved by voters of Augusta in a referendum held on
July 31, 2012. It is a TIA Band 2 project with TIA funds allocated
for construction. Initial design efforts commenced in 2011, the
design consultant was URS Corporation (now part of AECOM).
AECOM is the TIA program manager for GDOT. Due to a
conflict of interest, URS discontinued design services for the
project after its merger. In September 2016, a Request for
Qualification was released for qualified firms to provide design
services along the 15th street corridor to improve pedestrian
facilities and traffic flow.
Analysis:The following firms were evaluated based on qualifications,
project approach, and experience in November 2016. The
following firms submitted RFQs and were evaluated: 1.Wolverton
& Associates 2.Moreland Altobellie & Associates 3.Civil Services
4.Pond and Company 5.W.R. Toole Engineers, Inc. 6.Cranston
Engineering Wolverton & Associates was selected based on the
evaluation procedures used for this project.
Financial Impact:Funds are available in Project SPLOST VI funds ($382,610) and
TIA Discretionary funds ($109,078

All questions must be submitted in writing by fax to 706 821-2811 or by email to
procbidandcontract@augustaga.gov to the office of the Procurement Department by Friday, October 7, 2016, @
5:00 P.M. No RFQ will be accepted by fax, all must be received by mail or hand delivered.
No RFQ may be withdrawn for a period of sixty (60) days after bids have been opened, pending the execution of
contract with the successful bidder.
Request for qualifications (RFQ) and specifications. An RFQ shall be issued by the Procurement Office and shall
include specifications prepared in accordance with Article 4 (Product Specifications), and all contractual terms and
conditions, applicable to the procurement. All specific requirements contained in the request for qualification
including, but not limited to, the number of copies needed, the timing of the submission, the required financial
data, and any other requirements designated by the Procurement Department are considered material conditions
of the bid which are not waivable or modifiable by the Procurement Director. All requests to waive or modify any
such material condition shall be submitted through the Procurement Director to the appropriate committee of the
Augusta, Georgia Commission for approval by the Augusta, Georgia Commission. Please mark RFQ number on the
outside of the envelope.
Proponents are cautioned that acquisition of RFQ documents through any source other than the office of the
Procurement Department is not advisable. Acquisition of RFQ documents from unauthorized sources places the
proponent at the risk of receiving incomplete or inaccurate information upon which to base his qualifications.

has been reviewed by all essential county departments and
administrators and approvals were received to this abandonment
request. Pursuant to O.C.G.A. § 32-7-2, a public hearing was held
on March 15, 2017 for this matter. The legal description and plat

plat, has ceased to be used by the public to the extent that no substantial public purpose is served
by it or that its removal from the county road system is otherwise in the best public interest and
that the right-of-way should be abandoned as part of the Richmond County Road System; and

newspaper in which Sheriff’s advertisements for Richmond County are published, on March 2,
2017 and March 9, 2017, and that the property owners located on Railroad Avenue (in its entirety),
Roulette Lane (from McCauley Street to Hunter Street), and Floyd Street (from Roulette Lane to
the Southern Property Line of 1419 Hunter Street) were given notice; and
WHEREAS, the results of the Public Hearing were reported to the Board of
Commissioners and considered thereby; and
WHEREAS, the Commission, at their meeting held, March 29, 2017, approved the
proposed abandonment, pursuant to O.C.G.A. § 32-7-2 and the requirements of said statute having
been met;
NOW THEREFORE, be it resolved by the Commission and it is hereby resolved by the
authority of same as follows:
1. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the
abandonment and removal above-said of the Right-of-Way and such Right-of-Way no
longer serves a substantial public purpose or that its removal from the county road system
is otherwise in the best public interest and is hereby abandoned as part of the Richmond
County Road System;
2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law
to the adjoining property owner, subject to easements and restrictions deemed necessary
by the Augusta Engineering Department and the Augusta Utilities Department, and the
Mayor and Clerk of Commission are hereby authorized to execute the documents necessary
to effectuate such transfer as directed by the Augusta Law Department.
3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County
Commission, accompanied by the exhibits referred to herein;
4. This Resolution shall become effective immediately upon its adoption.
