room, dining room, bathroom or kitchen. 2. No more than seven (7)
clients are permitted to reside in the home based on the spacing
requirements in Section 28-F-3 of the Comprehensive Zoning Ordinance.
3. Residents living in the dwelling must do so with the intent of living
there on a permanent basis. 4. Staff shall review the criminal activity
statistics in one year.

Commission to approve with the conditions listed below a petition by
James B. Trotter, on behalf of MCK & D, LLC requesting a change of
zoning from Zone R-3A (Multiple-family Residential) and Zone B-2
(General Business) to Zone B-2 affecting property containing 14.50
acres and is known as 723 E. Robinson Avenue. Tax Map 078-0-004-
00-0 -DISTRICT 3 1. No multiple-family residential development
shall occur on this property. 2. Parking lot and security lighting must be
directed away from any existing residential properties to the northwest of
the subject property and any proposed residential properties located to
the northeast of the subject property. 3. Ensure that the property
complies with all aspects of the Tree Ordinance, especially the buffering
requirements against existing or proposed residential development.
4. Site plan must comply with any other ordinances and regulations in
effect at the time of construction. 5. Any new curb-cuts along E.
Robinson Avenue are subject to approval from the Georgia Department
of Transportation and Augusta Engineering, including the requirement
for acceleration and deceleration lanes, if required. 6. Per agreement
with the developer, all new streets of the proposed development must be
public and built to standards of the Augusta Engineering Department for
subgrade, base and paving, riding surface width, use of curb and gutter
and right-of-way width. 7. Per agreement with the developer, sidewalks
shall be constructed on at least one side of each new street to promote
walkability. 8. Buffer yards, as required by the Augusta Tree Ordinance,
must be provided. 9. The developer will install 25’ to 40’ cobra head
lights every 125 to 150 linear feet, staggered on either side of any

10. The developer shall consider placement of one Electric Vehicle
Charging Station in front of the largest retailer. 11. Water and sewer
must be extended from its present location to this site at the expense of
the developer.
5. Z-16-08 –A request for concurrence with the Augusta Georgia Planning
Commission to approve with the conditions listed below a petition by
James B. Trotter, on behalf of GA Vitrified Brick and Clay, requesting a
change of zoning from Zone A (Agriculture) to Zone R-1D (One-
family Residential) affecting property containing approximately 36
acres and is part of 2111 Powell Road. Part of Tax Map 064-0-004-01-0
-DISTRICT 3 1. The final development plan must meet the
following conditions: a. The proposed density of the development must
not exceed 190 lots, with those lots being phased in over a 3 year period
– up to 80 lots the first year (up to 20 off-street parking spaces), up to 65
additional lots the second year (up to 16 additional off-street parking
spaces), with the remaining lots being done in the third year (remaining
additional off-street parking spaces based on the units developed); not to
exceed 190 lots. Note that the concept plan is for illustrative purposes
only and the lot layout may differ slightly from the concept plan
presented with this application due to phasing of the lots · Guest
parking shall be calculated at 2.25 per dwelling unit and must be
installed in all phases of the development based on the number of lots

Environmental, LLC. In accordance with the Procurement Code, a
suspension was issued to G&P Construction, Hauling and
Environmental, LLC on January 12, 2016. G&P Construction filed a
timely appeal to the Procurement Department on January 15, 2016; the
Procurement Department’s response to Debar G&P Construction for 6
months and email notification of Hearing before the Administrative

Background:The purpose of this Project is for the rehabilitation of the existing
pavements associated with the Air Carrier and General Aviation
Aprons. A contract was awarded to McCarthy Improvement
Company in the amount of $7,034,186.00 to complete Schedules
1, 3, 5, Bid Alternative 1 –Schedule 7, and Bid Alternative 2 –
Schedule 8. The Project is funded by T-SPLOST. Change Order
#1 increased the amount of constructed ramp area for Schedules 1
and 3 in order to efficiently terminate the individual phases of
construction. Change Order #1 also removed a fuel spill
containment area and security fence gate from the Project. Change
Order #2 modified the pavement section to reduce the risk of
weather delays. It also eliminated an automated gate and added
underground communication ducts and a new required
manhole. Change Order #3 made adjustments in quantities due to
unforeseen conditions and airfield markings. The original dollar
amount approved for this Project is $8.4 million, leaving funds
available for this change.
Analysis:This Change Order provides for the final adjustments in quantities
of airfield markings. The net cost of the changes is $111,962.25.
Therefore, the new Contract Amount will be $7,288,476.60. The
contract time will increase by 20 days. The unit prices from the
original contract were applied to the revised quantities. All new
unit prices have been evaluated by Mead & Hunt and are in line
with industry standards.
Financial Impact:Increasing the contract amount of $7,034,186.00 by $111,962.25

4. Schedule 8:
a. During the early stages of the project Schedule 8 was removed from the project in order to extend the limits
of apron reconstruction to the south side of the FBO. Now that final project quantities are known it is the
Airport’s desire to add the 14’ cantilever slide gate and associated work back into the project. This work
originally was to be performed concurrent with other work items. Since this work will now be performed
independent of other work items it is necessary to add 20 calendar days to the project. Quantities and unit
prices are per the original project bid. This will require the work items and associated quantities for the
following items to be put back into the project:

Justification: During the course of the project underlying pavement limits have been exposed that require the adjustments to the
project limits. The cost to determine the exact locations of the underlying pavement section changes was not cost effective
during the exploratory phase of the project design. Some of the changes presented represent quantity adjustments due to the
actual field conditions.
Other changes are necessary due to requested changes by the Contractor for tie-ins to the surround pavements and to the
phasing of the project. The changes requested meet or exceed the original design intend and will provide a high quality finished
product.
The final markings of the apron have been revised to reflect changes requested by the Airport to delineate areas of the apron
while moving the non-movement lines to allow the space on the apron to be maximized.
Gate L is currently a swing gate that is inoperable. For the past year it has simply been chained closed. This gate was the
primary gate used by the fuel trucks to access the ramp. Putting this gate back into the project will keep fuel trucks from access
the ramp adjacent to the FBO.
Cost Analysis: The unit prices from the original contract are being held for the revised quantities provided. All new unit prices
have been evaluated by Mead & Hunt and are in line with industry standards.

SPLOST 7 Funding Timeline

Background:SPLOST 7 was approved by the voters on November 3, 2015.
Collections will begin April 1, 2016 and Augusta will receive the
first distribution from the Georgia Department of Revenue at the
end of May 2016. Collections are projected to be $37.2 million
per year or $3.1 million per month. Based on the projected
collection rate it will take approximately 70 months or 6 years to
collect the approved amount of $215.5 million approved by the
voters. The SPLOST referendum also authorized the issuance of
up to $30 million of General Obligation Bonds.
Analysis:The attached project funding timeline was developed using pay as
you go funding and the issuance of $28.5 in general obligation
bonds. The timeline for project funding was determine based on
information included in the SPLOST project forms and discussion
departments.

APPEAL OF THE DEBARMENT OF G&P CONSTRUCTION COMPANY

Caption:Motion to agree to debar G&P Construction, Hauling and
Environmental, LLC. In accordance with the Procurement Code,
a suspension was issued to G&P Construction, Hauling and
Environmental, LLC on January 12, 2016. G&P Construction
filed a timely appeal to the Procurement Department on January
15, 2016; the Procurement Department’s response to Debar G&P
Construction for 6 months and email notification of Hearing
before the Administrative Services Committee. (See Exhibits: 1, 2,
3 & 4) (No recommendation from Administrative Services
Committee February 9, 2016).
Background:On June 2, 2015, the Augusta Commission approved and funded
the Unsafe Building Demolition Program (Bid Number 15-700) to
be managed by the Environmental Services Department. The
Program began on July 30, 2015. A temporary cancellation was
issued on November 12, 2015. (See Exhibits: 5 & 6) In an effort
to get the information out in the community, a Press Release was
issued by the Procurement Department advertising the upcoming
projects which included the date/time/location of an informational
meeting. In addition, a vendor data base of potential companies
was created. Representatives of the Procurement, Environmental
Services and Planning & Development (License & Inspection)
Departments provided information to approximately 16 companies
as it relates to Augusta’s guidelines, specifications, payments,
etc. Training was requested and provided to Ms. Pearson (G&P
Construction). (See Exhibits: 7 & 8) Specifications were
provided for each property location which identified but was not
limited to the property address, an Asbestos Assessment Survey as
required by the Environmental Protection Administration (EPA),
license requirements, dump fee instructions, etc. In addition,
specifications stated each successful bidder was responsible for
the abatement of all asbestos materials, paying the project fee;
properly notifying Environmental Protection Division of the State
of Georgia of the demolition activities and complying with OSHA
laws regarding asbestos materials removal and disposal. EPD

laws require the successful contractor to be certified in the State of
Georgia. A total of three (3) Green Cards were issued for Dump
Fees for each Unsafe Building Demolition Program. (See
Exhibits: 9 & 10) In October 2015, the Environmental Services
Department conducted a review of their files and requested
information from awarded vendors. It was requested that G&P
Construction Hauling and Environmental Company provide a
copy of their Georgia Issued Asbestos Abatement License. As of
this Agenda Item, G&P Construction has NOT provided the
requested license information. After discussions with Augusta
License and Inspections and the State of Georgia, it was
determined that the company is not licensed for Asbestos removal
in Georgia. The company that G&P listed as the Asbestos
Abatement Contractor stated they have not performed any work in
Augusta nor have they given permission to G&P to use their
license. (See Exhibits: 11, 12 & 13). G&P Construction Company
was awarded a total of 12 projects and one change order under the
Unsafe Building Demolition Program. The company is owned
and operated by Ms. Debra Pearson -310 Belair Road –North
Augusta, SC. Copy of Bid Specifications stating Augusta will be
responsible for tipping fees ONLY for these projects and a copy of
Bid Process & Procedures for vendors are listed on the back of
Purchase Orders. (See Exhibit: 14 & 15) In December 2015, the
Planning and Development Department bid demolition projects
(Bid Number 15-500) which were not under the Unsafe Building
Demolition Program. Specifications were issued. Although the
format appeared to be the same, the property locations,
requirement of dump fees and invoice submittal, etc. were
different. (See Exhibit: 16) After several calls to the Procurement
Department regarding performance, dump fees, invoices, non-
payment of subcontractors, etc., a meeting was scheduled with
Ms. Debra Pearson, owner, G&P Construction Hauling and
Environmental Company for Thursday, January 7, 2016 at 3:00
p.m. in the Procurement Department to discuss Augusta’s
concerns regarding the company’s performance and the following:
1. Outstanding payment of $2,109.03 owed to Augusta,
Georgia for Dump Fees; 2. Resolve outstanding
payment issues with the companies sub-contractor(s); and
3. Failure to meet Georgia licensing requirements for
Asbestos Abatement. Subsequent to the information presented to
the Procurement Department in the January 7, 2016 meeting,
conversations with other Augusta Departments and the State of
Georgia; G&P‘s request for reconsideration of suspension was
denied by the Procurement Director. Grounds were established to
modify the suspension as stated in the correspondence dated
January 12, 2016 from suspension to debarment of G&P
Construction Company for six (6) month’s for violation of
contract provisions including but not limited to the following:
1. Failure to perform in accordance with the terms of
one or more contracts; 2. Material misrepresentation of
the composition of doing work in Georgia without Georgia Cover Memo
License and/or meeting state requirements to perform work in the
State as described by G&P Construction; and 3.
Submission to Augusta, Georgia a claim for additional
compensation that is without merit. As required by the Augusta
Procurement Code Article 9 Appeals, Protests and Remedies, Sec.
1-10-87. - Notice of hearing. If a timely appeal is filed by the
protestor, the Procurement Director shall place the protest on the
agenda of the Administrative Services Committee. A copy of
G&P Construction Augusta Business License is attached. (Exhibit
17) NOTE: A copy of this information was mailed to G&P
Construction, Hauling and Environmental, LLC.
