The Disabled American Veterans Organization is sponsoring a 5K Walk/Run in Atlanta, Georgia on November 14, 2015 at 8:30 AM. This event provides a great opportunity to support our disabled veterans and promote our own personal health by walking, running, or pushing a wheelchair in the event. The Augusta-Richmond County, Macon-Bibb County, and Atlanta Age-Friendly Communities have joined forces to support this endeavor. ARC's participation in this event will provide us an opportunity to give back to those that have given so much on our behalf. Request the governing body provide transportation, with driver, to take participants to and from the event. Logistics will be formulated upon approval. Registration DAVSK.ORG. (Requested by Commissioner Lockett) Attachments 2. Discuss the employment of a Compliance Director that will oversee the duties of the EEO Coordinator, DBE Coordinator, and the Accessibility Coordinator. Explain how the EEO Coordinator becomes subservient to the Compliance Director and how the EEO Coordinator becomes an EEO Coordinator when Section 14(c) of the Charter (Consolidation Act) states: "The commission-council shall employ a person to serve as Equal Employment Opportunity Director and as Director of Minority and Small Business Opportunities". The employment of a Compliance Director to oversee the EEO Function appears to be in non-compliance with the Consolidation Act. (Requested by Commissioner Lockett) Attachments 3. (Originally approved by Commission May 21, 2002) Background:The Augusta Code at 2-4 provides for the Designation of Enterprise Zones as an economic development incentive for depressed areas. Rocky Creek meets the criteria for designation found at O.C.G.A. 36-88-8, and with continued redevelopment and reinvestment in the area encouraged by the Enterprise Zone tax incentives this area projects to see continued growth and development over the coming years. The designation, in place since 2002, will continue to allow for the incentives to businesses that create 5 or more new jobs being exempt from ad valorem taxes on a scale over a 10-year period. Analysis:The incentives of tax abatement are positive, and the theory is that revenue not realized due to the abatement would not have happened without the incentives. The abatement schedule for ad valorem taxes is as follows: 100% first 5 years; 80% for years 6 and 7; 60% for year 8; 40% for year 9 and 20% for year 10. In addition, the City could elect to waive fees and other forms of revenue. Financial Impact:See above. Alternatives:Reauthorize or don’t reauthorize Rocky Creek Enterprise Zone.
