Proposed Use / Aqtiyity Special Exception Family Personal Care Home Section 26-l (h) Case # Z-14-49 Attachment number 1 \nPage 1 of 6 Item # 8 Background: This case involves a 0.45-acre lot located at 2ll8 Sanders Road. The property contains a one- story 1,695 square-foot ranch house and two accessory structures, which measure approximately 250 and 900 square feet, respectively. Surrounding land uses are almost entirely residential in nature and zoned R-lA (One-Family Residential). The nearest commercial establishment is located about 600 feet east and fronts Peach Orchard Road. Single-family residences in the area appear to be similar in age, size and style to the subject property. The applicant is requesting a Special Exception for a Family Personal Care Home in an R-lA (One-family Residential) Zone. A Special Exception for a Family Personal Care Home was granted for this same property in July 2013 (Z-13-27), but the Special Exception expired because a business license was not obtained within the required six-month period. The zoning ordinance states that Special Exceptions may be permitted in any zone where such uses are deemed essential or desirable to the public convenience or welfare and are in harmony with the various elements or objectives of the Master Plan / Planning Document in effect. A request for a Family Personal Care Home is subject to meeting the following criteria in Section 26-l (h) of the Comprehensive Zoning Ordinance for Augusta, Georgia. 1. May not be established within 1,200 feet of a lawfully existing family day care home, adult day care facility, transition housing, or another famity personal care home in A, R or P zones; 2. Shall not be located in areas where the health, safety and welfare of the residents would be compromised; and 3. The Planning Commission shall determine that the foregoing requirements have been satisfied and further, that the benefits of the proposed family personal care home are greater than any possible depreciating effects and damages to neighboring properties. It will be necessary for the applicant to provide verification that the home is in compliance with the Georgia Department of Community Health and meets the requirements of Chapter 111-8- 62.01 of the O.C.G.A. The applicant must also obtain a business license from Augusta, Georgia. The fire marshal should also inspect the home to ensure compliance with applicable codes. Findings: 1. A Planning and Development Department code enforcement officer inspected the property and found that it is occupied and operating as a personal care home. Case # Z-14-49 Attachment number 1 \nPage 2 of 6 Item # 8 o There are six (6) occupants that are unrelated to the owner. The house has four (4) bedrooms and two (2) fuIl baths. There are 2 persons in each of three bedrooms and 1 person occupying the 4th bedroom. o The personal care home is staf[-operated on a24-how basis. o All 6 residents are ambulatory and need very little assistance. o All residents are neat and clean and all were present at the time of initial inspection. . There is a living room, den and kitchen. o The house is hard-wired with smoke detectors in each bedroom and the kitchen (refer to fire report). o Emergency escape routes are posted, as well as information boards. . The house is in good condition. o This swnmary is a follow-up inspection from the initial inspection resulting in case no. CEIP2O140003653. 2. According to the Georgia Department of Community Health records, there are thirty-four (3a) family personal care homes in the 30906 zip code. 3. According to Planning and Development Department records, there are no family personal care homes in the immediate area. There are no lawfully existing family day care homes, adult day care facilities, transition housing or another family personal care home within 1,200 feet of the subject property. 4. Crime statistics obtained from the GIS Crime Mapping, based on data supplied by the Sheriffls Department, indicate there has been minimal criminal activity reported in the general vicinity of the property in the last six months. 5. This petition will not result in any substantial physical changes to the residence. Several improvements were made to accommodate the family personal care home that was approved in 2013. 6. The rear yard has adequate space for outdoor activities. 7. The proposed use will comply with off-street parking regulations. 8. The property is served by city water and sewer lines. 9. The applicant is apparently licensed with the State of Georgia, but must prove compliance with the minimum requirements of Chapter 111.8-62.01 of the O.C.G.A. 10. The applicant must obtain a Business License from Augusta, Georgia. 1 1. There were no traffic counts available for this residential street, but the proposed property use should not have a sizable impact on traffic volumes. Analysis: The subject property is located in a neighborhood of detached, single-family residences. The one-story, ranch-style residence is currently occupied as a staff-operated personal care home. It appears to have sufficient interior space to accommodate a personal care home (i.e. bedrooms, bathrooms, etc.). The exterior of the subject property is in good condition, Case # Z-14-49 Attachment number 1 \nPage 3 of 6 Item # 8 is well-kept and has a driveway for off-street parking. The structure is served by public utilities. There are no similar facilities within a 1,200-foot radius of the property and documented incidents of crime in the area are low in number. The applicant will have to show compliance with the state's minimum requirements for personal care homes, and obtain a business license from the city of Augusta. Preliminary Staff Recommendation: The Staff recommends APPROVAL of this petition. Note: The information included in this staff report represents the best available information at the time it is written, which is generally two weeks prior to the Planning Commission hearing at which the zoning petition is to be heard. It represents an evaluation of the facts presented by the applicant, research done by the staff, and consideration of the relevant factors in the Comprehensive Zoning Ordinance of Augusta, Georgia. New facts may emerge after the staff report is written and staff reserves the right to make an oral recommendation at the hearing based on all the information available at that time. The applicant is requesting a change of zoning from R-lA (One-family Residential) to R-3A (Multiple-family Residential) to develop a l0-unit apartment complex. According to the concept plan submitted with the rezoning application, the existing single-family residence and accessory structures would be replaced by three apartment buildings containing a total of ten (10) units. The concept plan indicates a single ingress/egress off Lumpkin Road located on the east side of the property, with vehicle parking spaces in front of each building. o Land Use and Density of Development - The requested R-3A (Multiple-family Residential) zoning permits multiple-family residences at a maximum gross density of approximately 10.9 units per acre. The concept plan reflects a density of 8.2 units per acre, so the proposed development is within the allowable density. o Utilities - According to Augusta Utilities Department there are 8 inch water and sanitary sewer lines that run along the north side of Lumpkin Road. o Environmental - The property appears to be relatively flat and is not located within any floodplain area. There is a question about how stormwater will be handled for the project. o Traffic and Circulation - A new paved driveway will provide access to the property from Lumpkin Road. Interior parking spaces and drives will be paved. Lumpkin Road is a minor aerial and can accommodate additional traffic generated by the site. The proposed multi-family development also will be consistent with the surrounding zoning pattern and the land use pattem. Analysis: The proposed site of the apartment complex is an area where a mix of commercial, multi-family and single-family uses is located. The mixed zoning pattem of the surrounding area reflects the variety of land uses. The site is served by city water and sewer service and is located on Lumpkin Road, a minor arterial road that serves a variety of land uses and is a connector between Peach Orchard Road (US 25) and Deans Bridge Road (US l). The proposed zoning also complies with a policy in the Augusta Comprehensive Plan to encourage infill development at densities compatible with the surrounding area. The concept plan for the project indicates three apartment buildings, containing a total of ten (10) units, will be built on the l.2-acre site. This reflects a density of 8.2 units per acre, which is within the maximum allowable density of 10.9 units per acre permitted in the R-3A (Multiple- family Residential) zone. The Augusta Traffic Engineering Department has approved the concept plan for a new paved driveway at Lumpkin Road, and interior parking spaces and drives meet the zoning ordinance requirements. The concept plan indicates that the proposed apartment buildings will be located so as to meet the applicable front, side and rear setback requirements, and also provide sufficient space to meet the landscape and buffer requirements. Both parcels are zoned B-2 (General Business), as is much of the surrounding area. Surrounding land uses include a mix of institutional and professional establishments, parking lots, some multi-family development and a few single-family residences. Recently, the Ronald McDonald House relocated to a new facility located on the campus of Georgia Regents University. The site is served by city water and sewer service, and fronts Greene Street (SR 28), a four-lane minor arterial, divided by a landscaped median, that provides access to and through downtown Augusta. The small number of daily vehicle trips generated by a one single-family residence will not adversely affect traffic on Greene Street. Alternative means of transportation exist in close proximity to the site. There are sidewalks on Greene Street and many adjacent streets, and public transit stops are nearby. Churches, shopping and entertainment facilities are located in close proximity to the site. The structure at 938 Greene Street was originally used as a single-family residence, but most recently housed families staying in Augusta while a family member received medical care. It is also likely that the tot at 940 Greene Street originally had a single-family residence, but the lot has been vacant for many years. Both parcels meet the minimum lot width and lot area requirements for the requested R-lD (One-family Residential) zoning. The proposed zoning and land use are consistent with the overall vision in the Augusta Comprehensive Plan to maintain and enhance the historic character of downtown and its unique mix of land uses. This includes adaptive reuse of historic building, such as the subject properties. Findings: A financial institution has requested that the applicant rezone the property to a less intense zoning to qualifu for financing. R-1D (One-family Residential) limits development to primarily single-family detached dwellings and accessory structures. Both parcels meet the minimum lot width and lot area requirements for the requested R- 1 D (One-family Residential) zoning. Several properties located within downtown Augusta have been rezoned to accommodate single family residences. One such property is located at 838 Greene Street (Z-ll-17). The request is consistent with the vision for downtown Augusta outlined in the Comprehensive Plan. The 0.50-acre tract contains a 3,710 square foot commercial structure built in 1973. According to tax records it was last utilized as a tattoo parlor. Properties in the immediate area are largely zoned B-l (Neighborhood Business). Many of these properties, however, contain land uses that would essentially require B-2 (General Business) zoning. Approximately 250 feet west of the property is a nearly l0-acre tract that is split-zoned and contains both LI (Light Industry) and HI (Heavy Industry) zoning. The CSX railroad line is located on the opposite side of Gordon Highway. The property is located approximately 1.3 miles from Gate 1 of Fort Gordon. Analysis: The applicant proposes to convert a former tattoo parlor into an automobile repair garage. The submitted site plan indicates existing off-street gravel parking. The plan is to install a solid board fence around a portion of the property that is graveled to screen the proposed automobile storage. Section 22-I (b) (13) of the zoning ordinance establishes the following criteria for automobile service stations and automobile repair garages, where no body or fender repairs take place: All repair work and vehicle storage shall be conducted within an area enclosed on all sides by a solid wall or finished board fence not less than six (6) feet in height and maintained in good condition at all times; No dismantling of vehicles to obtain auto parts or other such activity shall be conducted; Such use shall be located at least one hundred (100) feet from any residential district or use; There shall be no opening in said building on any side facing a residential district or use other than a stationary window o Utilities - This property is served by a 2 inch water line. No sanitary sewer exists in the area. o Environmental - This land slopes gently from south to north and is not located within a floodplain. Automobile storage and repair is likely to result in a low incidence of onsite pollution, such as leakage from car fluids. In addition, outdoor storage may prove unsightly to adjacent property or from street view if not properly mitigated. o Traffic and Circulation - The concept plan indicates that an existing commercial driveway will provide access to the site, and that several off-street parking spaces will be added. Distance to Residential District or Use - The subject property is approximately 650 feet from the nearest residential distict or use, which is located on Madrid Drive North in the Gordon Woods subdivision. o Comprehensive Plan - The recommended development pattem for the South Augusta Neighborhood area includes siting commercial development on major highways where other similar commercial development and zoning presently exists. The proposed site of the automobile repair garage is in an area where other commercial and industrial uses are located. The site is served by city water service and is located on Gordon Highway (US 78, SR 10), a major arterial road. The potential environmental impacts of the use, such as noise and outside storage of vehicles, will be mitigated by compliance with the zoning requirements to conduct all vehicle repair and storage within an area enclosed by a six-foot tall solid board fence or wall and by prohibiting the dismantling of vehicles for parts. The site is also located more than 100 feet from the nearest residential district or use. The proposed site also complies with a policy in the Augusta Comprehensive Plan to locate commercial development on major highways where other similar corlmercial development and zoning already exists. An existing commercial structure will be used as the repair garage. The concept plan indicates that a solid board fence will be installed around the part of the property where vehicles will be stored. Vehicle access to the site will be from an existing driveway. Parking spaces will be added to the existing gravel parking lot, which will trigger compliance with the Augusta Tree ordinance. There is adequate room for vehicles to make a forward facing exit from the property onto Gordon Highway. Findings: 1. The nature of the request is generally compatible with the surrounding area. 2. The amendment provides parking standards to allow flexibleparking strategies to incorporate bicycle parking. The amendment requires all new constructionof greater than 1,200 square feet of gross floor area to apply at a minimum for 2 short term and 2long term bicycle parking spaces. Justification: The intent of this amendment is to update the existing parking standards toprovide workable standards for bicycle and pedestrian friendly development. A type of parking is generally intended to accommodate visitors, customers, messengers, and other persons expected to park for a few minutes to depart within approximately two (2) hours.b) Long-Term Bicycle Parking. A type of parking is generally intended to accommodate employees, students, residents, commuters, and other persons who expect to leave their bicycle parked for more than2 hours. 4-8-7 Bicycle Parking Requirements: a) Short-Term Bicycle Parking. choose properly designed bicycle racks that support a bicycle's frame and are secure. Provides secure and functional parking that can support the bicycle upright on a horizontal plane. 1. Short-term bicycle parking shall consist of bicycle racks that support the bicycle frame at two points. Racks that support only the wheel of the bicycle are not permissible.i. Well-spaced racks allow for ease and efficiency of bicycle parking. ii. Allow front-in and back-in parking. iii. Racks shall allow for the bicycle frame and at least one wheel to be locked to the racks. iv. The bicycle rack shall allow for the use of a cable as well as a U- shaped lock.v. Ifbicycles can be locked to each side ofthe rack, each side shall be counted toward a required space. vi. Racks shall be securely anchored to an approved paved surface. vii. At least half of parking should be covered for short-term parking if more than ten (10) bicycles can be parked there. b) Long-Term Bicycle Parking. Long-term bicycle parking requires a high degree of security and weather protection, with well-designed racks in covered areas, lockers, storage rooms, or fenced areas (enclosed on all sides) with restricted access. 1. Acceptable examples of long-term bicycle parking include bicycle lockers or cages that are well maintained and have good placement locations. Long-term bicycle parking shall be secured from the general public. Acceptable examples of some enhanced security measures may include variable levels of entry control to facilities, whereas access to bicycle facilities is restricted and or monitored parking. Attachment number 1 \nPage 3 of 5 Item # 12 4-8-8 Siting Requirements: Required bicycle parking shall be provided on the same lot as the use for which it is intended to serve. a) Short-Term Bicycle Parking. For new buildings, short-term bicycle parking shall be located to maximize visibility from the main entrance. For existing buildings where exterior space may be inadequate, short-term bicycle parking may be on the level of the parking garage closest to the ground floor with a direct access to a public street.l. Location shall be within a convenient distance of, and clearly visible from the main entrance to the building as determined by the city, but it shall not be farther than the closest automobile parking space. 2. For buildings with more than one main pedestrian entrance, short term bicycle parking shall be split evenly among all main pedestrian entrances. 3. Signage is required at each building entrance for bicycle parking locating within buildings or parking garages. b) Long-Term Bicycle Parking. Long-term bicycle parking shall be provided in a wel[- lit, secure location within a convenient distance of a main entrance. A secure location is defined as one in which the bicycle parking is: l. A bicycle locker, 2. A lockable bicycle enclosure, 3. Provided within a lockable room, or 4. All required long-term bicycle parking spaces shall be sheltered from precipitation. 4-8-9 Lighting Requirements: Adequate lighting shall be provided to ensure safe access to bicycle parking facilities. a) Provide a well-lit path from the building entrance to both short-term and long- term bicycle parking. b) Clearly light short-term, long-term parking, and signage. c) Use direct oodark sky" compliant lighting that is consistent and glare-free to provide even light distribution. d) Bicycle parking provided in a structure or under cover shall be illuminated with twice the amount of light as auto parking spaces. 4-8-10 Signage: If required bicycle parking is not visible from the street or main building entrance, a sign must be posted at the main building entrance indicating the location of the parking. The property owner is responsible for the removal of abandoned bicycles. Abandoned bicycles may be donated to non-profits that reuse bicycles or may be disposed of in any lawful manner. 4-8-14 Exceptions: Exceptions to the requirement to provide bicycle parking may be allowed in some cases and areas. Situations where an exception may be made include the following: a) Where a showing is made that it is physically not feasible to provide bicycle parking or in areas where significant levels of cycling are unlikely and where altemative means of bicycle parking are likely available. The immediate area is primarily zoned B-1 (Neighborhood Business) and B-2 (General Business). R-lA (One-family Residential) zoning exists roughly a block away. The subject property is bounded on two sides by parcels zoned B-l and B-2. Surrounding uses include a church, immediately adjacent to the subject property, small retail uses and a skating rink along Windsor Spring Road and older single family residences. The applicant is requesting a Special Exception for a Family Personal Care Home in an R-1A (One-family Residential) Zone. The applicant expects to provide care for six individuals in the home. The personal care home would be staff operated on a 24- hour basis. The existing commercial driveway that the applicant plans to use is located on an adjoining tract owned by a church. A Special Exception for a Family Personal Care Home was granted for this same property in 2008 (2-08-04), but the use never materialized. The zoning ordinance states that Special Exceptions may be permitted in any zone where such uses are deemed essential or desirable to the public convenience or welfare and are in harmony with the various elements or objectives of the Master Plan / Planning Document in effect. A request for a Family Personal Care Home is subject to meeting the following criteria in Section 26-l (h) of the Comprehensive Zoning Ordinance for Augusta, Georgia. 1. May not be established within 1,200 feet of a lawfully existing family day care home, adult day care facility, transition housing, or another family personal care home in A, R or P zones; 2. Shall not be located in areas where the health, safety and welfare of the residents would be compromised; and 3. The Planning Commission shall determine that the foregoing requirements have been satisfied and further, that the benefits of the proposed family personal care home are greater than any possible depreciating effects and damages to neighboring properties. It will be necessary for the applicant to obtain a permit from the Georgia Department of Community Health and meet the requirements of Chapter 111-8-62.01 of the O.C.G.A. The applicant must also obtain a business license from Augusta, Georgia. The fire marshal should also inspect the home before it is occupied by residents to ensure compliance with applicable codes. Case # Z-14-48 Attachment number 1 \nPage 2 of 6 Item # 14 Findings: l. A Planning and Development Department code enforcement officer inspected the property on November 17,2014. The findings are as follows: o The structure is currently vacant o Interior space includes seven (7) bedrooms, a kitchen, den, living room and room for office space. o There are two (2) bathrooms, one of which is handicapped accessible. o Several of the bedrooms needed smoke detectors. o The kitchen stove was not hooked up. o The hot water heater was not working and the owner was referred to the Building Inspection Division for information on code compliance. o There are two handicap ramps on the outside and one on the inside, and three entry doors. o Yard debris needs to be removed. o Porches are being painted. o Structure had one exposed wire in bedroom and several faceplates needed to be put back on. o The inspector set up an appointment with the owner to meet on site and explain the repairs needed to comply with applicable codes. 2. According to the Georgia Department of Community Health records, there are thirty-four (3a) family personal care homes in the 30906 zip code. 3. According to Planning and Development Department records, there are no family personal care homes in the immediate area. There are no lawfully existing family day care homes, adult day care facilities, transition housing or another family personal care home within 1,200 feet of the subject property. 4. Crime statistics obtained from the GIS Crime Mapping, based on data supplied by the Sheriff s Department, indicate there has been no criminal activity reported in the general vicinity of the property in the last six months. 5. The proposed use will not result in any substantial physical changes to the residence. A wheelchair ramp already exists and several improvements were made to accommodate the family personal care home that was approved in 2008. 6. The rear yard has adequate space for outdoor activities. 7. There is sufficient space on the property to comply with off-street parking regulations. 8. The structure is served by city water and sewer lines. 9. The applicant will have to be licensed with the State of Georgia and meet the state minimum requirements of Chapter lll.8-62.01 of the O.C.G.A. 10. The applicant must obtain a Business License from Augusta, Georgia. 11. GA-DOT Traffic counts for Meadowbrook Drive were 12,780 daily trips in 2013, but the proposed property use should not have a sizable impact on traffic volumes. There is some debris that needs to be removed from the yard. The one-story, vacant residential building appears to have suffrcient interior space (i.e. bedrooms, bathrooms, etc.) to accommodate a personal care home, but some repairs and improvements are needed to meet applicable codes. The structure is also handicapped accessible and is served by public utilities. Land uses in the immediate vicinity include a drugstore, churches and single-family residences. There are no similar facilities within a 1,200-foot radius of the property and documented incidents of crime in the area are low in number. The applicant will have to obtain the necessary licenses from the Georgia Department of Community Health and the city of Augusta. Preliminary Staff Recommendation: The Staff recommends APPROVAL of this petition. The funding for such road extension to come from the sources as more fully described in the background materials to this motion. (Requested by Commissioner Wayne Guilfoyle) Background:The DARC is in negotiations with a major manufacturer to construct a plant at the Augusta Corporate Park. If the manufacturer locates in Augusta, Phase I of the project will include a capital investment of approximately $324 million dollars and bring approximately 181 new jobs. Phase II of the project would include an additional investment of approximately $324 million dollars and 181 additional jobs. In order for the company to locate at the Augusta Corporate Park, the existing roadway must be extended approximately 1 to 1.5 miles at an estimated cost of $4 million dollars; water and sewer lines must be extended at a cost of approximately $2.5 million dollars; and certain site preparation must take place a cost of approximately $750,000. Construction of the roadway will begin after building construction has begun. Analysis:AUD will pay one half of the installation of the cost of the water and sewer lines. RCDA will apply for grants to cover approximately $600,000 of the cost of the grading and will use funds given to it by Augusta in 2012 for economic development projects in south Augusta to cover the balance of the grading cost. SPLOST VI included funding for economic development in the amount of $1,200,000. Those funds, along with the balance of the 2012 funding will be used for the balance of the cost of installing the water and sewer lines. Clerk of Commission Cover Memo Item # 42 THIS RESOLUTIO OF THE AUGUSTA-RICHMOD COUTY COMM ISSIO TO ABADO 0.166 ACRE OF RIGHT-OF-WAY AT THE ORTHWEST ITERSECTIO OF ALEXADER DRIVE AD OLD ALEXADER D RIVE AS A PART OF THE ROAD SYSTEM OF AUGUSTA-RICHMOD COUTY; THIS RESOLUTIO, adopted by the Augusta-Richmond County Commission (“Commission”); WHEREAS, it has been proposed that the Commission make a determination that 0.166 Acre of Right-of-Way at the Northwest Intersection of Alexander Drive and Old Alexander Drive as shown on the attached plat, has ceased to be used by the public to the extent that no substantial public purpose is served by it or that its removal from the county road system is otherwise in the best public interest and that the right-of-way should be abandoned as part of the Richmond County Road System; and WHEREAS, it has been Augusta, Georgia’s policy, pursuant to O.C.G.A § 32-7-2, to reduce the number of roads in Augusta, Georgia that are not utilized or useful to the public and to abandon such roads; and WHEREAS, a Public Hearing was held on November 5, 2014 at the Augusta-Richmond County Municipal Building, 2nd Floor, 530 Greene Street, Augusta, Georgia; and WHEREAS, notice of such Public Hearing was published in The Augusta Chronicle, the newspaper in which Sheriff’s advertisements for Richmond County are published, on October 9, 2014 and October 16, 2014, and that the property owners located on 0.166 Acre of Right-of-Way at the Northwest Intersection of Alexander Drive and Old Alexander Drive were given notice; and WHEREAS, the results of the Public Hearing were reported to the Board of Commissioners and considered thereby; and Attachment number 1 \nPage 1 of 2 Item # 42 WHEREAS, the Commission, at their meeting held December 2, 2014, approved the proposed abandonment, pursuant to O.C.G.A. § 32-7-2 and the requirements of said statute having been met; OW THEREFORE, be it resolved by the Commission and it is hereby resolved by the authority of same as follows: 1. It is hereby determined that all requirements of O.C.G.A. § 32-7-2 have been met for the abandonment and removal above-said of the Right-of-Way and such Right-of-Way no longer serves a substantial public purpose or that its removal from the county road system is otherwise in the best public interest and is hereby abandoned as part of the Richmond County Road System; 2. The land formerly comprising the Right-of-Way shall be quitclaimed as permitted by law to the adjoining property owner, subject to easements and restrictions deemed necessary by the Augusta Engineering Department and the Augusta Utilities Department, and the Mayor and Clerk of Commission are hereby authorized to execute the documents necessary to effectuate such transfer as directed by the Augusta Law Department. 3. This Resolution shall be recorded in the Minutes of the Augusta-Richmond County Commission, accompanied by the exhibits referred to herein; 4. (Approved by Engineering Services Committee December 8, 2014) Background:The Windsor Spring Road Improvements Project is a GDOT managed project, however, Augusta, GA is responsible for roadway design services. Augusta Engineering Department (AED) purchased 8.7 Wetland Mitigation Credit for the project for satisfying the US Army Corps of Engineer issued environmental permit. This purchase was necessary to clear the project for construction letting. The project was reevaluated at final construction plans development stage and the required wetland credits were reduced to 8.28. It created a surplus of 0.42 wetland credits. Analysis:Augusta Regional Airport has a drainage and roadway improvement project that will impact wetlands and require mitigation. Augusta Regional Airport has requested using AED 0.42 surplus wetland credits towards its project. The AED project and Augusta Regional Airport project both are SPLOST funded projects. Financial Impact:None Alternatives:1). Approve transferring the balance of wetland mitigation credits to the Southeast Development Area Access Project at Augusta Regional Airport as requested by the Augusta Engineering Department. 2).
