Alcohol License Fees

Caption:Motion to approve amendments to Augusta-Richmond County
Code Section 6-2, Alcoholic Beverages, so as to increase the
application fee, Sunday Sales fee, alcohol catering fee, transfer
fees, single-event alcohol fee, and to increase the alcohol license
fees.(Approved by the Commission October 4, 2011 -second
reading)
Background:It is proposed that there be an increase in the alcohol license fees
and associated fees. The fees were last increased in December
2006.
Analysis:For restaurants and bars the proposed fee increases are adjusted
based on the occupancy load in the establishment. There are four
proposed brackets and the percentage increases are 3%, 5%, 7%,
and 10%. For the retail and wholesale businesses the increase is a
flat 10%. Overall the proposed increase in fees will provide for an
estimated 7 % in additional revenue. The proposed fees will be
comparable to the alcohol license fees for Athens, Columbia
County, Columbus, and Savannah.
Financial Impact:The proposed Ordinance amendment will provide for an estimated
$84,000.00 in additional revenue.
Alternatives:Increase all fees - application fee, Sunday Sales fee, alcohol
catering fee, single-event alcohol fee, transfer fee, and alcohol
license fees a flat 10%; this would generate approximately
$117,500.00 in additional revenue.

BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSIONERS AND IT IS HEREBY
ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS:
Section 1. Augusta-Richmond County Code Section 6-2-59 (c) is hereby amended to increase and establish
application fee by deleting in its entirety, and substituting in lieu thereof the following, to wit:
(c) Fee. Every such application, excluding renewals and transfers, shall be accompanied
by a non-refundable application fee in the amount of one hundred twenty-one dollars
($120.00), said fee to be paid by certified check, cashier's check or money order
made payable to the Augusta-Richmond County Commission, as applicable.
Section 2. Augusta-Richmond County Code Section 6-2-67 (b) is hereby amended to increase and establish
alcohol license fees by deleting in its entirety, and substituting in lieu thereof the following, to wit:
(a) When due and payable. When a license has been approved and granted, the same shall be paid for by
certified check, cashier's check or money order for the full amount of the license fee.

Section 3. Augusta-Richmond County Code Section 6-2-70 (c) and (d) is hereby amended to increase and
establish alcohol license transfer fees by deleting in its entirety, and substituting in lieu thereof the following, to
wit:
(c) Fee for transfers. There shall be a fee of one hundred and twenty dollars ($120.00) for transfers
pursuant to this section.
(d) New ownership; A transfer fee from manager to manager shall be one hundred twenty dollars
($120.00).
Section 4. Augusta-Richmond County Code Section 6-2-77 (a) (5) is hereby amended to increase and establish
alcohol license single-event application fees by deleting in its entirety, and substituting in lieu thereof the
following, to wit:
(5) Date due; fee. The application for a license hereunder shall be made at least one (1) month prior to
the date of the scheduled event and in sufficient time to allow for advertisement, as required herein. A
regulatory fee of sixty dollars ($60.00) per day of the event shall be paid by certified check, cashier's
check or money order made payable to the Augusta-Richmond
County Commission.
Section 5. Augusta-Richmond County Code Section 6-2-142 (e) is hereby amended to increase and establish
alcohol license catering fees by deleting in its entirety, and substituting in lieu thereof the following, to wit:
(e) An alcoholic beverage caterer shall make application for an off-premise license as provided in
subsections (a) and (c) or subsections (b) and (d) of this Code section with the Augusta-Richmond
County Commission through the Director of Licensing and Inspection, and shall pay to Augusta an
annual license fee in the amount of four-hundred dollars ($400.00).
Section 6. This ordinance shall become effective upon adoption.
Section 7. All ordinances or parts of ordinances in conflict herewith are hereby repealed.

Caption:Motion to approve amendments to Augusta-Richmond County
Code, Section 7-1-90 PERMIT FEES, so as to increase certain
fees required in connection with the issuance of permits.
(Approved by the Public Services Committee October 4, 2011)
Background:As part of the budgetary process, it is proposed that there be an
increase in the building permit fees and associated fees as
provided for in the attached amended ordinance. The Building
Division budget is funded from the collection of fees associated
with sale of permits. The collected revenue is not sufficient to
cover the operating expenses. Last year (2010) the Construction
Advisory Board recommended that the fees be increased 5% per
year for five years.
Analysis:The Construction Advisory Board at the November 18, 2010,
meeting approved recommending an increase in fees in order to
provide an additional 5% in revenue per year for the next five
years, or until such time that the annual fee revenue equals the
yearly budget for the Building Division. Each year of the five year
period the Construction Advisory Board will review the budget
and recommend if the 5% increase for the given year should be
approved…. After reviewing the current year Building Division
budget at the September 8, 2011 meeting, the Board approved
recommending a 5% increase in the construction fees and
increasing the minimum fee cost to $50.00. (The fees will be
rounded up.) The Board also recommends that the minimum
reserve fund be increased from $250,000 to $950,000. The reserve
presently is $685,000… The building fees are collected for the
purpose of funding the operation of the Building Division. At year
end, any excess funds are deposited into the Building Division
Revenue Fund. Over the last ten years we’ve saved over one-
million dollars. However, in the last few years we have used some
of the funds to purchase vehicles and software. Last year we
borrowed from the fund to cover the Building Division budget
deficit, which we will do again this year. By increasing the
minimum permit fee to $50.00 and increasing fee structure 5% we
will reduce the amount borrowed from the reserve fund and work

toward having a balanced budget.
Financial Impact:Based on the permit activity so far this year, the proposed
Ordinance amendment will provide for an estimated $100,000 in
additional revenue.

PERMITS; TO PROVIDE AN EFFECTIVE DATE TO REPEAL CONFLICTING
ORDINANCES AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION AND IT IS
HEREBY ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS:
Section 1. The Augusta-Richmond County Code Section 7-1-90 is hereby amended by deleting
said Section in their entirety and substituting therefore the following to wit:
(a) When due and payable. A permit shall not be issued until the fees prescribed in this section
shall have been paid, nor shall an amendment to permit be approved until the additional fee, if
any, due to an increase in the estimated cost of the building, structure, electrical, plumbing,
mechanical or gas systems, shall have been paid.
(b) Accounting of fees. The Director-Building Official shall keep a permanent and accurate
accounting of all permit fees and other monies collected, the names of all persons upon whose
account the same was paid, along with the date and amount thereof.
(c) Amount-fee schedule. On all buildings, structures, electrical, plumbing, mechanical and gas
systems or alterations requiring a permit, a fee for each permit shall be paid as required in
subsection (a) of this section at the time of filing application, in accordance with the following
schedule:
(1) Residential.
a. Single-Family Fee Schedule.
Building, per square foot under roof $.06
Electrical, per house $50.00
Mechanical, per house $50.00
Plumbing, per house $50.00
Fireplace, each $8.00
Inspection fee, per house on crawl space $238.00
(14 inspections at $16.00 $17.00 each)

b. Single-Family Attached (townhouses). Where lot is sold with house, fees shall be the
same as for single-family.
c. Apartment and condominium dwelling unit permit fees. The permit fee will be based
on the construction cost using fee schedule.
d. Seventeen dollars ($17.00) for each required inspection per dwelling unit.

e. All repairs, additions, alterations will be based on cost of labor and materials, using
fee schedule, plus seventeen dollars ($17.00) for each required inspection.
f. All inspections requested on the weekend and after normal business hours will be at a

(2) Commercial, industrial, multifamily, and public building, having total valuation.
($500.00 and less: no fee unless inspection required.)

$100,001.00 to $500,000.00 $391.23 for the first $100,001.00 plus $2.10 for
each additional thousand or fraction thereof to and
including $500,000.00.
$500,001.00 and up. $1231.20 for the first $500,001.00 plus $1.05 for
each additional thousand or fraction thereof.
(3) Moving of buildings or structures; for the moving of any building or structure, the fee
shall be sixty-seven ($67).
(4) Demolition of buildings or structures; for the demolition of any building or structure, the
fee shall be fifty dollars ($50.00) per building, plus a seventeen dollar ($17.00) inspection
fee.
(5) All subcontractors and contractors for electrical, mechanical, plumbing, low voltage and
sprinklers (building and grounds) will be required to purchase their own permits based on
the fee schedule provided in paragraph (2) of this sub-section.

(6) All commercial repairs will be based on the cost or contract using the fee schedule in
paragraph (2) of this sub-section for building, electrical, mechanical, plumbing, low-
voltage and sprinkler system contractors.
(7) Electrical permits for new (location) mobile homes shall be fifty dollars ($50.00) plus a
seventeen dollar ($17.00) inspection fee and permits for electrical repairs to mobile
homes shall be fifty dollars ($50.00) plus a seventeen dollar ($17.00) inspection fee.
(8) Re-Inspection; if it is necessary to make a re-inspection for a required building, electrical,
mechanical or plumbing inspection because of improper work, the contractor responsible
shall pay a re-inspection fee of twenty-five dollars ($25.00) for each re-inspection.
(9) Mothballing Permits: flat fee of twenty-five dollars ($25.00).
(d) Same—Permit valuation. Permit valuations shall include total cost, such as plumbing,
electrical, mechanical equipment and other systems, including materials and labor. If, in the
opinion of the Director-Building Official, the valuation of building, alteration, structure,
electrical, gas, mechanical or plumbing systems appears to be underestimated on the application,
the permit shall be denied unless the applicant can show detailed estimated cost to meet the
approval of the Director-Building Official.
(e) Plan review fees. The fee for reviewing all plans, including Building, Electrical, Plumbing
and Mechanical shall be sixty-six percent (66%) of the permit amount. One and two-family
dwellings are exempt from plan review fees.
Section 2. This ordinance shall become effective January 1, 2012.
Section 3. All ordinances or parts of ordinances in conflict herewith are hereby repealed.

Background:Package sales of malt beverages and wine by retailers are
currently lawful within the consolidated government of Augusta,
Georgia and within the cities of Hephzibah and Blythe. The sales
of malt beverages and wine by retailers are currently subject to
regulation on Mondays through Saturdays in the consolidated
government of Augusta, Georgia by the governing authority of
Augusta, Georgia and O.C.G.A. § 3 - 3 - 7(p) authorizes the
governing authority of a consolidated government to allow
package sales by retailers of malt beverages and wine on Sundays
between the hours of 12:30 P.M. and 11:30 P.M, if such sales are
approved by referendum.
Analysis:The Commission may by Resolution instruct the Board of
Elections to issue the call for a referendum for the purpose of
submitting to the voters of Augusta, Georgia the question of
authorizing Sunday package sales by retailers of malt beverages
and wine between the hours of 12:30 P.M. and 11:30 P.M.

abolishment of the License and Inspection Department and the transfer of those powers and
duties to the Planning and Development Department to be consistent with the Proposed
Government Reorganization Draft Project Plan; and
WHEREAS, 1997 Ga. Laws p. 4024 designates the name of the consolidated government as
“Augusta, Georgia”; and
WHEREAS, Augusta, Georgia seeks to update the local laws to reflect the name of the
consolidated government.
THE AUGUSTA, GEORGIA BOARD OF COMMISSIOS ordains as follows:
SECTIO 1. AUGUSTA, GA. CODE Sections 5-2-110 through 5-2-115 as set forth in the
AUGUSTA, GA. CODE, re-adopted July 10, 2007, are hereby amended by striking each section in
its entirety as set forth in “Exhibit A” hereto and inserting in lieu thereof new Code Sections 5-2-
110 through 5-2-115 restated as set forth in “Exhibit B” hereto.

reserved.

EXHIBIT A
Sec. 5-2-110. Definitions.
(a) Commercial. Any type of building other than residential.
(b) Construction. The erection of a new building or the alteration of an existing building in
connection with its repair or renovation or in connection with making an addition to an
existing building and shall include the replacement of a malfunctioning, unserviceable, or
obsolete faucet, showerhead, toilet, or urinal in an existing building.
(c) Residential. Any building or unit of a building intended for occupancy as a dwelling but
shall not include a hotel or motel.
Sec. 5-2-111. Residential standards.
On or after July 1, 1991, no construction may be initiated within Augusta-Richmond County for
any residential building or any type which:
(a) Employs a gravity tank-type, flushometer–valve, or flushometer–tank toilet that uses
more than an average of one and six tenths (1.6) gallons of water per flush; however, this
paragraph shall not be applicable to one-piece toilets until July 1, 1992.
(b) Employs a shower head that allows a floe of more than an average of two and half (2.5)
gallons of water per minute at sixty (60) pounds per square inch of pressure.
(c) Employ a urinal that uses more than an average of one (1.0) gallon of water per flush.
(d) Employ a lavatory faucet or lavatory replacement aerator that allows a flow of more than
two (2.0) gallons of water per minute.
(e) Employs a kitchen faucet or kitchen replacement aerator that allows a flow of more than
two and half (2.5) gallons of water per minute.
Sec. 5-2-112. Commercial standards.
On or after July 1, 1992, there shall be no construction or any commercial building initiated
within Augusta-Richmond County for any commercial building of any type which does not meet
the requirements of subparagraph (a) through (e) of section 5-2-111.
Sec. 5-2-113. Applicability.
The requirements of section 5-2-111 shall apply to any residential construction initiated after
July 1, 1991, and to any commercial construction initiated after July 1, 1992, which involves the
repair or renovation of or addition to any existing building when such repair or renovation of or
addition to such existing building includes replacement of toilets or showers or both.

Sec. 5-2-114. Exemptions.
(a) New construction and the repair or renovation of an existing building shall be exempt
from the requirements of section 5-2-111, 5-2-112 and 5-2-113 when:
(1) The repair or renovation of the existing building does not include the replacement
of the plumbing or sewage system servicing toilets, faucets or showerheads within
such existing buildings; or
(2) When such plumbing or sewage system within such existing building, because of
its capacity, design or installation, would not function properly if the toilets,
faucets or showerheads require by this article were installed; or
(3) Such system is as well or gravity flow from a spring and is owned privately by an
individual of use in such individual’s personal residence; or
(4) Units to be installed are:
a. Specifically designed for use by the handicapped:
b. Specifically designed to withstand unusual abuse or installation in a penal
institution; or
c. Toilets for juveniles.
(b) The owner, or his agent, of a building undergoing new construction or repair or
renovation who is entitled to an exemption as specified in subsection (a)(2), (3) or (4) of
this section shall obtain the exemption by applying at the office of the building inspector.
A fee of fifty dollars ($50.00) shall be charged for the inspection and issuance of such
exemption.
Sec. 5-2-115. Enforcement; penalty.
(a) This article shall be enforced by the office of the building inspector and/or the License &
Inspection Department. Citations for violations may be issued by the chief building
inspector or any inspector authorized to do so by the director of such department.
(b) Any person, corporation, partnership or other entity violating this article shall be tried as
a misdemeanor and upon conviction, shall be punished by a fine not to exceed one
thousand dollars ($1,000.00) or imprisonment not to exceed sixty (60) days.

Consultant for identifying and collecting revenue not being captured by License and Inspection

Caption:Motion to approve identifying a consultant who would work on a
contingency basis and bring back the proposal that would identify
and collect revenue that is currently not being captured by the
License and Inspection Department. (Approved by
Administrative Services Committee October 10, 2011)
Background:At the July 13, 2011 retreat I was asked to investigate how a
“headhunter” might be used by the department to enhance
revenue. After talking to several companies and thinking through
their suggested approaches the attached scope of services seems to
make the most sense. It is the department’s belief that there are not
significant un-captured revenues, so the scope is written to
provide for payment only on the basis of funds captured and
deposited into the City’s accounts.
Analysis:This sort of analysis has produced very significant results in other
Georgia cities and it will cost only a percentage of newly
identified and collected revenue.
Financial Impact:The scope is written in a way that payment is made only for
previously un-captured funds that are deposited into City
accounts.
Alternatives:Approve the Department selecting a consultant through
procurement or disapprove.
Recommendation:Approve concept and permit the Department to go through
procurement to select a consultant.

Caption:Motion to approve a recommendation by the Board of Assessors
Office to approve a resolution that's required by state law for next
year to set the minimum acreage at 25 on qualified parcels for
conservation use in Augusta-Richmond County. (Approved by
Administrative Services Committee October 10, 2011)
Background:The Board of Assessors approved recommending to the BOC a
resolution required by the state in 2012 to set the minimum acres
to qualifying parcels for Conservation Use Valuation Assessments
(CUVA). Should the BOC adopt the resolution, the 29 parcels in
Augusta-Richmond County defined as “greater than 10 acres
AND less than 25 acres” would no longer qualify beyond their
current covenants.

Caption:Motion to approve the sole-source purchase of two International
5900 trucks from Mays International in the amount of $511,785
by the Environmental Services Department. (Approved by
Finance Committee October 10, 2011)
Background:The Environmental Services Department currently uses a variety
of methods to pick up bulky waste items, material from vacant lot
cleanups and evictions, illegally dumped material, and storm
debris throughout Augusta. With the purchase of a vehicle with a
grapple loader and roll-off body configuration, the Department
will be better suited to serve the needs of Augusta’s residents in
the most efficient, safe, and cost-effective manner. This is a dual-
purpose truck as it can be used as a roll-off truck as well as a
grapple-truck.
The second vehicle will be configured as a water truck for use at
the Solid Waste Facility and allow us the maintain compliance
with our various permits. The facility air permit, for example,
requires mitigation of dust and debris in the air and we are
required to maintain record of each time we take action to control
dust at the facility.
Analysis:The ESD has a variety of assets to use to clean up bulky items,
illegal dumps, and vacant lots, some of which were transferred
from the former Public Services department. The pull trucks and
blue utility trailers are one example. These trailers are under-sized
and unstable when fully loaded. Plus, because the trucks do not
have automatic tarp mechanisms, it requires the driver/operator to
climb on the trailer in order to secure the load for transport. The
purchase of the grapple truck with the roll-off body will allow the
Department to service the residents as stated above, but also
support special events and other departments in a safer and more
efficient manner. This one vehicle will replace two pull trucks and
associated blue trailers. The second truck which is to be
configured as a water truck, will allow the department to maintain
its permit compliance as we are required to control fugitive dust

emissions throughout the day and throughout the property.
Further, permit conditions require that the department track and
record each time such measures occur. Having a dedicated water
truck, will meet the conditions of the permits as well as provide
for a safe working environment for our employees and customers.
Finally, the purchase of the International 5900 trucks will further
standardize the Department’s fleet, allowing for uniformity of
assets, parts, equipment, and service schedules; thus saving both
time and money moving forward. Our department currently owns
3 similarly configured vehicles.
Financial Impact:Adequate funds are available for the amount of $511,785.
However, funds would need to be transfered from 542-00-
0000/1336110 to 542-04-4110/5422210.
Alternatives:1. Recommend purchase of the vehicles. 2. Do not approve the
purchase.

Sec. 1-10-56. Sole source procurement.
(a) Notwithstanding other provisions in this Article, whenever it shall be made to appear that by
reason of design, capacity, compatibility with other equipment or with machinery, purpose, function
or other characteristics an item of procurement required by Augusta, Georgia or one of its
departments is obtainable only from one source, the item may be procured by the Procurement
Department through negotiation from the source from which it is available without the necessity of
bids or proposals.
(b) Before any item may be obtained under the provisions of this section, however, the requisitioning
agency must accompany its requisition for the order with a statement specifying in reasonable detail
the reasons why the item should be procured by sole source. This specification of reasons shall be in
writing and shall be attached to the requisition at the time it is transmitted to the procurement officer
and shall demonstrate due diligence in determining if other sources exist. The due diligence review
shall include the research of available sources, contact with professional and trade associations
related to the supply, service or construction item or professional or consultant service. There shall
also be a written determination which states the sources reviewed, the name of the contractor and the
terms of the agreement reached including terms and prices.
(c) If the Augusta, Georgia Administrator, upon considering the requisition and the substantiation
therefore, determines that the item should be purchased by sole source procurement and the cost
thereof does not exceed twenty thousand dollars ($20,000), the Administrator may approve such
procurement. If the item exceeds twenty thousand dollars ($20,000) in cost, and the Administrator
determines that sole source procurement is appropriate, the requisition shall be referred to the
Commission for action.
(d) The Procurement Director shall conduct the negotiations as to the terms of the sole source.
(e) The Procurement Director shall draft a letter of justification for the sole source procurement and
place in the contract file.

Background:The proposed adaptive traffic control system is identical not only
to the system currently operating along Wrightsboro Road but,
also currently being installed along Washington Road and Gordon
Highway. The system utilizes state-of-the-art sensor technology,
image processing, and artificial intelligence to automatically
optimize local traffic signals and provides coordination for the
arterial according to real-time traffic demand, thus, eliminating the
need for static signal timing and coordination plans Along Bobby
Jones Expressway, it is proposed to install these systems at the
intersections of the Wal-Mart Driveway and Old Trail Road/Sams
Club. These systems will be interconnected with the systems
being installed by Columbia County at Rose Lane and
Washington Road, thereby creating an adaptive traffic corridor
between Washington Road and I-20. The resulting system will
result in improved traffic operations and reduced fuel usage
through a major commercial corridor in Richmond County.
Analysis:
Financial Impact:Rhythm Engineering has proposed a total cost of $74,300.00 and
funds are available in the project utilities account to be transferred
to the project traffic infrastructure account.
Alternatives:Approve Capital Project Budget 323-041110-296823308 with
Rhythm Engineering in the amount of $74,300.00 to provide
InSync adaptive traffic control system. Funds are available in the
project account for the Engineering Department.

Background:The final plat was approved by the Commission on June 21,
2011. The subdivision design and plat for this section, including
the storm drain system, have been reviewed and accepted by our
engineering staff and the construction has been reviewed by our
inspectors. The Utilities Department has inspected and reviewed
the water and sanitary sewer installations, and hereby requests
acceptance of the utility deed.
Analysis:This section meets all codes, ordinances and standards. Portions of
this subdivision lie within the 100-year flood plain and wetlands,
which are noted on the final plat. Acceptance of said utility deed
shall dedicate, as required, the water and sanitary sewer mains
along with the applicable easements to Augusta, Georgia, for
operation and maintenance.
Financial Impact:By accepting these roads and storm drainage installations into the
County system and after the 18-month maintenance warranty by
the developer/contractor for the roads and storm drainage has
expired, all future maintenance and associated costs will be borne
by Augusta, Georgia. By acceptance of the utility deed and
maintenance agreement, all future maintenance and associated
costs for water and sanitary sewer installations will be borne by
Augusta, Georgia, and positive revenue will be generated from the
sale of water and sanitary sewer taps and monthly billing of same.
Alternatives:1. Approve the deeds of dedication, maintenance agreements, and
road resolutions submitted by the Engineering, and Augusta
Utilities Departments for Elderberry Subdivision Section 4. 2. Do

Background:Augusta Engineering Department (AED) recently received
complaints concerning storm sewer overflow causing flooding at
private properties and trip hazard at sidewalks in the vicinity of
high foot traffic areas. AED investigated these complaints and
determined that due to the risk of public safety and exposure of
private property to potential water damages, it created an
emergency situation. It warranted immediate action to implement
mitigation measures to minimize public exposure to the
aforementioned hazards. Accordingly, AED developed the scope
of the required work and obtained three bids. However, due to
time constrains, AED could not go through the normal process to
bid this contract.
Analysis:Work was done under an emergency situation that warranted
timely response by the AED to minimize public exposure to
identified hazards, and also minimize the Augusta exposure to
potential liability. AED obtained three bids and selected the
lowest responsible bidder to complete the work. Cost to cover the
Emergency Construction scope of work was $28,809.00.
Financial Impact:Funding is available in the SPLOST Phase VI Grading &
Drainage Account 328-041110-5414110/211828001-5414110 for
this request.

land acquisition and resident relocations. Also approve adoption
of the Uniform Relocation Assistance and Real Property
Acquisition Policies Act of 1970 for this Project as requested by

Background:In March of 2009, the Augusta-Richmond County Commission
approved the selection of WK Dickson to complete design for the
Wilkerson Gardens Drainage Improvements project. The
hydraulic and hydrology study for this project revealed that
drainage improvements in Wilkerson Gardens would result in an
increased flow rate of storm water downstream to The Hyde Park
Subdivision and may result in this already-flooding area to flood
more severely and frequently. After several meetings and
discussions with the District Two Commissioner, Administrator,
Hyde Park residents, design consultants, and other City
Departments, it was proposed to bring before the Engineering
Committee and full Commission the option to construct a regional
stormwater detention pond within Hyde Park. The plan would
address both the Wilkerson Gardens and Hyde Park drainage
issues and requires the relocation of Hyde Park residents to other
dwellings not yet determined. . To proceed, the plan requires an
estimated $200,000 for designing the detention pond, $8,000,000
to acquire Hyde Park properties, and $10,000,000 to construct the
Hyde Park Regional Detention Pond and reconstruct the drainage
system in Wilkerson Gardens. With only partial funding, The
Engineering Department recommended applying for a
$10,000,000 low-interest loan through the Georgia Environmental
Facilities Authority (GEFA) and obtaining funds through The
Georgia Emergency Management Agency (GEMA). The request
to apply for the $10,000,000 low interest loan was disapproved by
the Augusta-Richmond County Commission in June 2010 and,

further, GEMA indicated that it is unlikely funding will be
available for the Hyde Park/Wilkinson Gardens Drainage
Improvements. Presently, the project cannot progress until funds
are available for the detention pond design, and land acquisition
and resident relocations that total $8,200,000.
Analysis:The Department is recommending reallocating funds of
$1,250,000 from SPLOST VI (Martin Luther King Drive), and
$1,075,100 from SPLOST III (Old Savannah Road from Gordon
Highway to 56 Highway) totaling $2,325,100 to the Hyde
Park/Wilkerson Gardens Drainage Improvement Project. This
would increase the total budget to $4,235,100 and fully-fund
design and the initial phases of land acquisition and resident
relocations. The Martin Luther King Drive project is a Phase VI
SPLOST resurfacing project that extends from Old Savannah
Road/Twiggs Street to 15th Street. In 2010, Urban Resurfacing
Funds (SPLOST) were used to resurface this roadway in 2010
thereby allowing the funds to be reallocated. In a concept study
completed by Toole Engineering, Inc., it was recommended that
the existing two-lane cross-section of Old Savannah Road was
sufficient and that widening to a three-lane roadway from Gordon
Highway to 56 Highway was unnecessary. Moreover, this portion
of Old Savannah Road was resurfaced in 2008 as well, which also
justifies this reallocation. Once approved, The City of Augusta,
GA will commence with the following process and schedule

Background:The Augusta Engineering Department project consist of widening
Marvin Griffin Road from a 2-lane road to a 4-lane roadway with
curb and gutter, storm sewer system, and sidewalks. The design
and land acquisition are approximately 98% completed. It is
scheduled to bid the first quarter of 2012.
Analysis:In order to complete the construction plans 100%, traffic signal
designs and individual right-of-way parcel maps are required. The
cost to complete the activities is $25,350. The total cost also
includes a fee of $6,060 for the preparation and submittal of the
Tiger Discretionary Grant Program of the American Recovery and
Reinvestment Act of 2009. The grand total fee is $31,410.
Financial Impact:Funds are available in the project contingency to be transferred to
the engineering phase account upon Commission approval.

WHEREAS, certain revisions to the design requested by Augusta-Richmond County are not
covered by the scope of the original contract, we desire to submit the following Supplemental
Agreement to-wit:

It is agreed that as a result of the above modification the contract amount is increased by
$31,410.00 from $177,330.00 to a new total of $208,740.00.
This agreement in no way modifies or changes the original contract of which it becomes a part,

NOW, THEREFORE, We, Hussey, Gay, Bell & De Young International, Inc., Consultant, hereby

Background:National Ave. @ New Savannah Road pipe replacement project
consisted of replacing a failed CMP with Corrugated Plastic Pipe
(HDPE). During construction under the original contract, AED
discovered additional areas of concern that warranted a change in
materials listed in the original scope. Additional work is needed to
further minimize drainage impacts on the adjacent property and
roadway
Analysis:This project is currently under construction and approximately 30
percent complete. Area drainage conditions and storm sewer close
proximity to roadway warranted modification/addition to the
current pipe replacement plans that resulted in additional work.
Changes include using concrete pipe (RCP) with type 2 backfill
bedding, asphalt parking lot paving and installing a concrete
driveway.
Financial Impact:Funding is available in SPLOST Phase VI Grading & Drainage in
the amount of $80,262.00 upon Commission approval.
Alternatives:1. Approve Capital Budget Change Number One and Change
Order One for additional and modified site drainage
improvements in the amount of $80,262.00 to Jeffery Harris
