CALLED MEETING COMMISSION CHAMBER
March 5, 2013
Augusta Richmond County Commission convened at 4:30 p.m., Tuesday, March 5, 2013,
the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Mason, G. Smith, Williams, Fennoy, Johnson,
Jackson, Davis and D. Smith, members of Augusta Richmond County Commission.
Mr. Mayor: At this time I’ll go ahead and if everybody’s ready call the legal meeting to
order. Mr. MacKenzie.
1.LEGAL MEETING
A.Pending and potential litigation
B.Real estate
C.Personnel
Mr. MacKenzie: Sure. I would entertain a motion to go into legal meeting to
discuss pending and potential litigation, real estate and personnel.
Mr. Lockett: Mr. Chairman, a point of personal privilege, please.
Mr. Mayor: Can I get a motion on this first, though.
Mr. Mason: So move.
Mr. Johnson: Second.
Mr. Mayor: Yes, sir, Commissioner Lockett.
Mr. Lockett: I would like to make a recommendation that we don’t stay in legal longer
than thirty minutes, be back out here at 5:00 or if we haven’t finished our business, we finish it
after the Commission meeting. We moved the meeting until late in the evening so that people
could come in and observe us and it doesn’t make sense for us to go in legal and sometimes keep
them waiting for an hour and a half or two hours out here.
Mr. Mayor: And I agree with you.
Mr. Lockett: And if we have any outside attorneys or anything, we can get them done in
the first thirty minutes and get them out of here so we can stop paying them and anything that’s
routine we can do after the regular meeting I would think.
Mr. Mayor: All right. We have a motion that’s been property seconded.
Commissioners will now vote by the usual sign of voting.
Mr. G. Smith out.
Motion carries 9-0.
Mr. Mayor: We are in legal.

Mr. Mayor: I’ll go ahead and call the meeting back to order. Mr. MacKenzie.
2.Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit.
Mr. Williams: So move.
Mr. Mason: Second.
Mr. Mayor: We have a motion and a second. Commissioners will now vote by the usual
sign.
Motion carries 10-0.
Mr. Mayor: Thank you, ma’am. With no further meeting to come before the body, the
legal meeting stands adjourned.
