(Approved by Commission in meeting October 6 - second reading) Background:Augusta-Richmond County desires to update and amend the Code as it relates to the operation of motorized carts for along the Savannah River Esplanade. Analysis:This ordinance would amend the AUGUSTA, GA. CODE Title One by inserting Section 1-9-6 which permits the issuance of a special use permit to local businesses along the River Walk as more fully described in "Exhibit A" attached hereto. This ordinance authorizes local businesses limited motorized cart access along the River Walk as part of business operations, for delivery and retrieval of materials relating to that business. Financial Impact:No immediate financial impact is anticipated. (Approved by Public Safety Committee October 12, 2009) Background:It is urgent that the air conditioning units on the 9-1-1 Building be replaced. The 5 ton unit for the radio equipment is completely shut down and has been for over a month and the remaining three units have cost over $3,000.00 in repair bills since the beginning of 2009 with most costs incurred during the last 90 days. The 9-1-1 Center contains sensitive computer based equipment for the delivery of the Public Safety Service and requires we maintain a cool environment for this equipment which is becoming more difficult as the current equipment wears out. A benefit to replacing this equipment should be a reduction in energy bills as newer units are more efficient and generally costs less to operate. Analysis:The units needing replacement are: Qty Size Type 1 5ton Trane 2 10ton Trane 1 12.5ton Trane Financial Impact:Quotes from three vendors regarding the costs for replacing the four affected units have been obtained and are attached. A purchase order has been issued to begin replacement of the units due to the emergency nature of this repair. The purchase order was issued to Smith Brothers as they submitted the lowest of the three quotes. Clerk of Commission Cover Memo Item # 16 Item # 16 Item # 16 Item # 16 Item # 16 Item # 16 Item # 16 Item # 16 Commission Meeting Agenda 10/20/2009 2:00 PM Approve Change Order No. 11 to McKnight Construction Contract for the Webster Detention Center Expansion Department:RCSO, through Capital Improvements PM Caption:Motion to approve Change Order Number 11 in the amount of $147,780.89 to the Construction Contract for the Webster Detention Center Expansion. (Approved by Public Safety Committee October 12, 2009) Background:The current $33.26M Contract with McKnight Construction to construct additions to the Detention Center was approved by the Commission on November 5, 2008, and significantly altered by the addition of the Female Pod (Change Order No. 1) shortly thereafter. Subsequent, additional Change Orders are listed on the attached Change Order Log. This Change Order enhances jail security by increasing the number of security surveillance cameras, adds a needed domestic water heating system, and also includes other minor revisions which are required. Analysis:This Change Order consists of two major items, both recommended as noted: 1. Enhancements to the video surveillance/security system. In accordance with the request of the RCSO, the Architect/Engineer has revised the design of the video system to enhance security, adding a total of 12 additional digital security cameras and accessories. This change will enhance security and safety by reducing the number of blind spots in the jail facility. 2. Revisions to the domestic hot water system. This item adds a high capacity commercial water heater system to the male pod, which was inadvertently omitted from the Contract Documents. Several other minor changes, totaling approximately $6000, are also included. Augusta’s Capital Improvements Program Manager has reviewed and negotiated the change order proposals with the General Contractor. Total project change orders are now at 1.3% of the initial, total construction cost, which is well within budget and industry standards. Financial Impact:This change Order will increase McKnight’s construction Contract amount by $147,780.89. The Change Order will be funded by the project’s construction change order contingency, which retains ample funds for future, unforeseen changes. Alternatives:1. Do not add the cameras. The security cameras are recommended to enhance the current system, but they are not required. 2. All remaining work in this Change Order is required. Recommendation:Approve Change Order Number 11 in the amount of $147,780.89 to the Construction Contract for the Webster Detention Center Expansion. (Approved by Finance Committee October 12, 2009) Background:Earlier this year the Augusta Commission authorized submission of a grant application to DNR to help finance development of Phase II of Web-based walking tour brochures for downtown Augusta. The grant application was submitted to DNR on June 12, 2009. On August 11, 2009, the city of Augusta received written notification of a matching grant award of $10,000 under the Preserve America Program. Analysis:The project involves hiring a qualified historic preservation consultant to develop web-based information sheets covering historic resources on Greene St., Reynolds St. and part of Broad St. in downtown. Resources on Telfair St. and part of Broad St. were documented under Phase I of the project, which was completed in 2008. The Planning Commission will manage the project and provide some of the required in- kind match.Others providing cash and in-kind donations to the project include the Augusta Convention and Visitors Bureau, the Downtown Augusta Alliance and Christian Studios. Financial Impact:This is a reimbursable grant program. As a resiult, the city will have to make periodic payments to the project consultant and then request reimbursement from DNR. The maximum temporary cost to the city is $10,000. THe project budget is as follows - Preserve America Grant - $10,000; Local Match (cash and in-kind) - $15,000. Total - $25,000. (Approved by Engineering Servcies Committee October 12,2009) Background:Georgia DOT has a new program that can provide funding for landscaping of state routes. The program guidelines suggest that grants are limited to $50,000 but sources within GDOT have told us that we might be able to get more. We have prepared an application for funding for Doug Barnard Parkway because we believe that from an economic development perspective it is the most important gateway to our city. We have divided the roadway into five components, and we are asking GDOT to fund four of them with priority on the area in front of the wastewater treatment plant. The conceptual landscape plan is being prepared at this time and the exact amount of funding to be requested will be determined after cost estimates are completed. We should apply for approximately $50,000 focused on the treatment plant, and ask for enough additional funds to do the entire project. Analysis:The application has to be submitted to GDOT by October 30, 2009, so the application must be approved by the commission on October 20. This is 100% State money, so there is no local matching requirement. The project would be extremely beneficial from aesthetic and economic development perspectives. Financial Impact:The City would have to accept responsibility for perpetual maintenance of the landscaping. The Augusta Regional Airport now maintains the area south of Lock and Dam Road and they would continue to do so. Private sector funding will be sought to landscape the medians, and if that is not successful future TEA funds will be applied for. This request is being made in deference to the uniform state of Georgia General Election date which is the first Tuesday after the first Monday in November and the citizens of Augusta.
