RE: Land Swap Between the County Board of Education of Richmond County and
Augusta-Richmond County
Dear Ms. Bonner:
I would like to request that an item for discussion be placed on the agenda before the
Public Services Committee on March 12, 2007, concerning a land swap between the County
Board of Education of Richmond County and Augusta-Richmond County.
The purpose of this land swap is for the County to be allowed to convey property
adjacent to Hephzibah High School that is needed for school improvements, specifically baseball
fields. In exchange for the land conveyed to the Board, the Board would convey a larger parcel
which it owns in close proximity thereto and also replace the facilities that the Recreation
Department would be losing. These facilities would include two baseball fields, a storage/public
restroom building and the necessary amenities for the same.
I would appreciate it if you would place this item on the agenda and confirm to me that

519 SECOND STREET, 1254 ELEVENTH STREET, 1101 THIRTEENTH STREET, 1924
GREENE STREET, AND 1302 DRUID PARK AVENUE.
TO REPEAL CONFLICTING ORDINANCES; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION AND IT IS
HEREBY ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS:
Section I. That the following residential properties have been identified by the Director of the
Augusta – Richmond County License and Inspection Department as unfit for human habitation
(or unfit for its current commercial or business use) and the cost of repair, alteration or
improvement of said properties exceeds one-half the value of property and that the said Director
shall cause the structures located on hereinafter described property to be demolished and
removed as ordered by Augusta-Richmond County Magistrate Court; and that said Director
shall cause the costs of such removal and demolition for said property be entered upon the lien
docket maintained in the office of Clerk of Augusta - Richmond County Commission and said
Director shall otherwise proceed to effectuate the purpose of O.C.G.A. SS 41-2-7 through 41-2-
17 with respect to said property, to-wit:
• 1331 CLARK ROAD, Augusta – Richmond County, Georgia, identified on Augusta-
Richmond County Tax Map 301 as Parcel 18.
• 1123 TWELFTH AVENUE, Augusta – Richmond County, Georgia, identified on Augusta-
Richmond County Tax Map 72-2 as Parcel 191.
• 207 GOLDEN AVENUE, Augusta – Richmond County, Georgia, identified on Augusta-
Richmond County Tax Map 84-4 as Parcel 166.
• 1122 WRIGHTSBORO ROAD, Augusta – Richmond County, Georgia, identified on

Subject: Redefine Scope of Project at Dyess Park
The original scope of work approved at Dyess Park with CDBG funds was to install an
elevator for the two story community building. Upon investigation it was found that
$30,000 would not be enough money for this item.
In order to expend these CDBG dollars in an expedient and advantageous manner, the
focus was directed towards improvements to the swimming pool and bathhouse.
The following is a list of proposed improvements and associated budget that the
Department of Recreation and Parks would like to see approved and funds
reprogrammed:
Repaint interior/exterior of bathhouse $1,000
Electrical upgrade to the bathhouse $1,500
Plumbing fixture upgrade $6,000
Pool deck canopy $3,500
Swimming pool slide $9,000
Life guard stand $1,000
Swimming pool vacuum $5,000
Contingency $3,000

ofthepartiesremaininterestedintheporperty.
Analysis:Thecurrent(April,2006)appraisedvalueofthepr opertyis
$210,000.Thecitymustreceivefairmarketvaluei fthe
propertyissoldforausenoteligibleunderfeder al
regulations.IfthepropertyissoldforaCDBG-eligibleuseof
theproperty,thesalespricecanbelessthanthef airmarket
value.Intheeventthatthepropertyissoldoutri ght,and
becausethepropertywaspurchasedwithfederalfun ds,the
Citywillhavetodisposeofthepropertyinaccord ancewith
certainfederalregulations.Thisprocessrequires apublic
hearingandcommentperiod.Theprocesstosellthe property
mustalsobefairandopentothegeneralpublic.Th ereisone

Bid documents may be examined at the office of the Augusta, GA Procurement Department, 530 Greene Street – Room
605, Augusta, GA 30911. Plans and specifications for the project can be made available upon request to Augusta
Blue Print. The fees for the plans and specifications which are non-refundable is $100.00
Documents may also be examined during regular business hours at the Augusta Builders Exchange, 1262 Merry Street,
Augusta, GA 30904; F. W. Dodge Plan Room, 1281 Broad Street, Augusta, GA 30901. It is the wish of the Owner that
all businesses are given the opportunity to submit on this project. To facilitate this policy, the Owner is providing the
opportunity to view plans online (www.augustablue.com) at no charge through Augusta Blueprint (706-722-6488)
beginning Thursday, January 4, 2007. Bidders are cautioned that submitting a package without Procurement of a
complete set are likely to overlook issues of construction phasing, delivery of goods or services, or coordination with
other work that is material to the successful completion of the project. Bidders are cautioned that sequestration of
documents through any other source is not advisable. Acquisition of documents from unauthorized sources places the
bidder at the risk of receiving incomplete or inaccurate information upon which to base his qualifications.
A Mandatory Pre-Bid Conference will be held on Friday, January 26, 2007 @ 10:00 a.m. in Room 605 of the
Procurement Department. All questions must be submitted in writing to the office of the Procurement
Department by fax at 706-821-2811 or by mail. No bid will be accepted by fax, all must be received by mail or
hand delivered. The last day to submit questions is Wednesday, January 31, 2007 by 4:00 p.m.
The local bidder preference program is applicable to this project. To be approved as a local bidder and receive
bid preference on an eligible local project, the certification statement as a local bidder and all supporting
documents must be submitted to the Procurement Department with your bonafide bid package.
It is the wish of the Owner that minority businesses are given the opportunity to submit on the various parts of the work.
This desire on the part of the Owner is not intended to restrict or limit competitive bidding or to increase the cost of the
work. The Owner supports a healthy free market system that seeks to include responsible businesses and provide ample
opportunity for business growth and development.
No Bid may be withdrawn for a period of 60 days after time has been called on the date of opening. A 10% Bid bond is
required to be submitted in a separate envelope so marked along with the bidders’ qualifications; a 100%
performance bond and a 100% payment bond will be required for award.
Bidders will please note that the number of copies requested; all supporting documents including financial statements and
references and such other attachments that may be required by the bid are material conditions of the package. Any
package found incomplete or submitted late shall be rejected by the Procurement Office. Any bidder allegedly
contending that he/she has been improperly disqualified from bidding due to an incomplete bid submission shall have the
right to appeal to the appropriate committee of the Augusta Commission. Please mark Bid number on the outside of the
envelope.

Bid documents may be examined at the office of the Augusta, GA Procurement Department, 530 Greene Street – Room
605, Augusta, GA 30911. Plans and specifications for the project can be made available upon request to Augusta
Blue Print. The fees for the plans and specifications which are non-refundable is $100.00
Documents may also be examined during regular business hours at the Augusta Builders Exchange, 1262 Merry Street,
Augusta, GA 30904; F. W. Dodge Plan Room, 1281 Broad Street, Augusta, GA 30901. It is the wish of the Owner that
all businesses are given the opportunity to submit on this project. To facilitate this policy, the Owner is providing the
opportunity to view plans online (www.augustablue.com) at no charge through Augusta Blueprint (706-722-6488)
beginning Thursday, December 14, 2006. Bidders are cautioned that submitting a package without Procurement of a
complete set are likely to overlook issues of construction phasing, delivery of goods or services, or coordination with
other work that is material to the successful completion of the project. Bidders are cautioned that sequestration of
documents through any other source is not advisable. Acquisition of documents from unauthorized sources places the
bidder at the risk of receiving incomplete or inaccurate information upon which to base his qualifications.
A Mandatory Pre-Bid Conference will be held on Friday, January 5, 2007 @ 10:00 a.m. in Room 605 of the
Procurement Department. All questions must be submitted in writing to the office of the Procurement
Department by fax at 706-821-2811 or by mail. No bid will be accepted by fax, all must be received by mail or
hand delivered. The last day to submit questions is Tuesday, January 9, 2007 by 4:00 p.m.
The local bidder preference program is applicable to this project. To be approved as a local bidder and receive
bid preference on an eligible local project, the certification statement as a local bidder and all supporting
documents must be submitted to the Procurement Department with your bonafide bid package.
It is the wish of the Owner that minority businesses are given the opportunity to submit on the various parts of the work.
This desire on the part of the Owner is not intended to restrict or limit competitive bidding or to increase the cost of the
work. The Owner supports a healthy free market system that seeks to include responsible businesses and provide ample
opportunity for business growth and development.
No Bid may be withdrawn for a period of 60 days after time has been called on the date of opening. A 10% Bid bond is
required to be submitted in a separate envelope so marked along with the bidders’ qualifications; a 100%
performance bond and a 100% payment bond will be required for award.
Bidders will please note that the number of copies requested; all supporting documents including financial statements and
references and such other attachments that may be required by the bid are material conditions of the package. Any
package found incomplete or submitted late shall be rejected by the Procurement Office. Any bidder allegedly
contending that he/she has been improperly disqualified from bidding due to an incomplete bid submission shall have the
right to appeal to the appropriate committee of the Augusta Commission. Please mark Bid number on the outside of the
envelope.
Augusta has a Link Deposit program designed to provide loans to eligible local Small, Minority and Women Owned
