HomeMy WebLinkAboutCalled Commission Meeting February 11, 2013 CALLED MEETING COMMISSION CHAMBER February 11, 2013 Augusta Richmond County Commission convened at 12:00 Noon, Monday, February 11, 2013, the Honorable Corey Johnson, Mayor Pro Tem, presiding. PRESENT: Hons. Lockett, Guilfoyle, Mason, Williams, Fennoy, Jackson, Davis and D. Smith, members of Augusta Richmond County Commission. ABSENT: Hons. Deke Copenhaver, Mayor; G. Smith, member of Augusta Richmond County Commission. Mr. Johnson: Okay, Madam Clerk, I’d like to call the meeting to order. Mr. Attorney, do we have legal this morning? 1.LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. MacKenzie: Yes. I’d entertain a motion to go into a closed legal meeting to discuss real estate, pending and potential litigation and personnel. Mr. Johnson: Can I get a motion to that effect? Mr. Williams: So move. Mr. Lockett: Second. Mr. Johnson: Any further questions? All right, hearing none, we’re in legal. Mr. Jackson out. Motion carries 8-0. [LEGAL MEETING] Mr. Johnson: All right, Madam Clerk, for the sake of time we’ll call the meeting back to order. The Deputy Clerk: Yes, sir. Mr. Johnson: Mr. Attorney. 2.Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. 1 Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit. Mr. Johnson: All right. Can I get a motion to that effect? Mr. Mason: So move. Mr. Lockett: Second. Mr. Johnson: Properly motioned and second. Any further discussion? None? Vote by the usual sign of voting. Mr. Williams and Mr. Fennoy out. Motion carries 7-0. Mr. Johnson: Okay, Mr. Attorney. Mr. MacKenzie: I would entertain a motion to add and approve a Resolution Authorizing the settlement of all claims by Turner & Associates in the aggregate amount of ninety thousand dollars ($90,000); authorizing the Administrator to disburse the amount of ninety thousand dollars ($90,000); waiving Augusta, Georgia Code of Ordinances sections in conflict for this instance only and to approve Change Order 14 to the Augusta Judicial Center Design Services Contract to reduce the previous contract amount of $5,009,439.00 by $50,937.97, so that the final contract amount is $4,958,501.03. Mr. Johnson: What is your pleasure, gentlemen? Mr. Lockett: So move. Mr. Johnson: Properly motioned. Do I have a second? Mr. D. Smith: I second. Mr. Johnson: All right. Any further discussion? Hearing none, vote by the usual sign of voting. Motion carries 9-0. Mr. MacKenzie: Next I would entertain a motion to add a Resolution authorizing the settlement of all claims by Jason Beard in the aggregate amount of five thousand dollars ($5,000); authorizing the Administrator to disburse the amount of five thousand dollars ($5,000); authorizing the promotion of Jason Beard to the position of Fire Marshall with an annual salary of sixty-five thousand dollars ($65,000); waiving Augusta, Georgia Code of Ordinances sections in conflict for this instance only; and for other purposes as provided herein. Mr. Lockett: So move. 2 Mr. Mason: Second. Mr. Johnson: All right. It’s been properly motioned and seconded. Any further discussion? Hearing none, vote by the usual sign of voting. Mr. Jackson and Mr. Guilfoyle vote No. Motion carries 7-2. Mr. Johnson: Mr. Attorney. Mr. MacKenzie: The next item we have is a Resolution to add, a motion to add a Resolution authorizing a local supplement to the salary for the elected office of Augusta- Richmond County Tax Commissioner in the amount of $25,941.18 retroactive to January 1, 2009. Mr. Johnson: What is your pleasure, gentlemen? Mr. Fennoy: So move. Mr. Lockett: Second. Mr. Johnson: It’s been properly motioned and seconded. Any further discussion? Hearing none, all vote by the usual sign of voting. Ms. Davis, Mr. Jackson and Mr. D. Smith vote No. Mr. Guilfoyle abstains. Motion fails 5-3-1. Mr. MacKenzie: The next resolution we have is a Resolution to add and approve authorizing a local supplement to the salary for the elected office of Augusta-Richmond County Sheriff in the amount of $16,500. Mr. Mason: Move to approve. Mr. Lockett: All right. Properly motioned and seconded. Any further discussion? Hearing none, vote by the usual sign. Mr. Williams: Yes, sir. Mr. Johnson: You had a question? Mr. Williams: Before we vote, what was that salary amount? Mr. MacKenzie: It’s a supplement in the amount of $16,500. Mr. Williams: Supplement, okay. 3 Mr. Johnson: All right, no further questions, vote by the usual sign of voting. Ms. Davis, Mr. Jackson, Mr. D. Smith and Mr. Guilfoyle vote No. Motion fails 5-4. Mr. MacKenzie: The next item we have is a motion to add and approve a Resolution authorizing a local supplement to the salary for the elected office of Augusta- Richmond County State Court Solicitor in the amount of $9,700.00. Mr. Mason: Move to approve. Mr. Lockett: Second. Mr. Johnson: Vote by the usual sign of voting. Ms. Davis, Mr. Jackson, Mr. D. Smith and Mr. Guilfoyle vote No. Motion fails 5-4. Mr. Johnson: All right, Mr. Attorney. Mr. MacKenzie: That’s all I have. Thank you. Mr. Johnson: If there’s no further business to come before the body, we stand adjourned.
