GA. July 8 ,1913 To the Board of Commissioners of. Roads and Revenues of Richmond County: In the several communications to the public by Mr*W A,Clark, which rie entit les "A Fight for a County", there appear several insinuations against my honesty. These are as follows: in the article of June 22, "'To aid the Board of Commissioners in plaCing at the head of the road depart meat a man with brains snough'honesty enough and modern road knowledge enough to save the county $15,000 or more per annum, in that feature of the expense." As is evident, the oe are vague insinuations and not definite charges, I feel that not only I but you and the public are entitled to have these instn— uati ons made as definite charges ,and. that a t horo ugh investigation of them be had. By ti ose wiio know the difference in ages and physical condition of Mr.Clark and myself it will be easyly understood why I prefer that the request that these charges be made definite should come from your.board to Mr.Clark rather than from me to Mr.Clark. Sept.2nd , 1913 To The Board of Commissioners of Richmond Countyo Gentl no n: Having been advised by your secretary that my response to a resolution passed by your body at its July meeting,at the inst once of Mr.T,H.Stninger' had not been su"ficier..1y specifiov I beg to make this further statement: While my emphasis on the qualification of honesty was not intended to impute dishonesty to the present incumbent, yet I think it probable that such stress of this particular equiptment was due to my knowledge of the fact that investigation of Stock— ade wonditions by yoir• Board had developed the fact that Mr.Stringer was using County hams on his private table and that he pleaded in ,justification the p"eceden* set by his predecessor. Having Judge Eve's assurance that he had not only railed to allow such privilege either to Mr.Stringer cr• Mr.Dixon, but that he had given them both specific Instruction not to use for themselves an ounce of anything purchased for the Countyj 1 was for ced to construe it as absolLt e: and unwarrented graft. But having no desire ti cast this reflection upon Mr.Stringer's record I refrgined from its publication, If there aiw any further points not sufficiently elucidated I shall be glad to nie make further response, Very respectfully Walter A.Clark " Captain Stringer made a statement in which he- said that fie only wanted -the t of the matter put on record, and asked for a hearing to be had, Upon motion of Mr.Ve was decided. to have an investigation of the charges, The County talc rate for the year 1913 was upon motion of r4r.
