CALLED MEETING COMMISSION CHAMBER
July 9, 2012
Augusta Richmond County Commission convened at 12:00 Noon, Monday, July 9, 2012,
the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Smith, Aitken, Jackson, Bowles and Brigham,
members of Augusta Richmond County Commission.
ABSENT: Hons. Hatney, Mason and Johnson, members of Augusta Richmond County
Commission.
Mr. Mayor: We’ll go ahead and call the meeting to order. Mr. MacKenzie.
2.LEGAL MEETING
A. Pending and potential litigation
B. Real estate

Mr. MacKenzie: I’d like to take the first item after we discuss it in the legal meeting and
I would entertain a motion to go into a closed legal meeting to discuss pending and
potentiallitigation and personnel.
Mr. Lockett: I so move.
Mr. Smith: Second.
Mr. Mayor: We have a motion and second. Commissioners will now vote by the usual
sign of voting.
Motion carries 7-0.

Mr. Mayor: If we’ve got a quorum, I’ll call the meeting back to order. Mr. MacKenzie.
3.Motion to authorize execution by the mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit
and also want to make a correction to the record that there was also a discussion regarding
the acquisition of real estate.
Mr. Smith: Motion made.
Mr. Mayor: Do we have a second?
Mr. Guilfoyle: Second.
Mr. Mayor: We have a motion and second. Commissioners will now vote by the usual
sign of voting.
Motion carries 7-0.
Mr. Mayor: Mr. MacKenzie.
Mr. MacKenzie: I would also entertain a motion to add and approve a Resolution
authorizing the settlement of all claims of by Rosa Rita Lovett, as Administratrix of the
estate of Laura Eddie Felder, and Thomas Felder, Terrell Felder and Symone Crump, as
surviving heirs-at-law in the aggregate amount of two hundred and fifty thousand dollars
($250,000).
Mr. Mayor: Can I get a motion to that effect?
Mr. Jackson: So moved.
Mr. Lockett: Second.
Mr. Mayor: We have a motion and a second. Commissioners will now vote by the usual
sign of voting.
Motion carries 7-0.
Mr. Mayor: Mr. MacKenzie.
Motion to
Mr. MacKenzie: The only other item on the agenda still is the first item.
approve Choate Construction Change Order #7 – New Fixed Base Operations (FBO) in the
st
amount of $78,492.62 as approved by the Augusta Aviation Commission at their May 31,
2012 meeting.
Mr. Mayor: Gentlemen, can I get a motion to that effect?
Mr. Lockett: Move to approve.
Mr. Bowles: Second.
Mr. Mayor: We have a motion and a second. If there’s no further discussion,
commissioners will now vote by the usual sign of voting.
Mr. Guilfoyle abstains.
Motion carries 6-1.
Mr. Mayor: If there’s no further business to come before the body, we stand adjourned.
