Minutes Augusta Port Authority Meeting
Boathouse, Thursday September 18, 2010-9:00 am
Authority members present were Wayne Hawkins, Aishia Leverett, Mildred Irish, Frank Carl
and Cary Rivers. Visitors present were Johnny Christian, Steve Arnold, Steve Arnold, Tanya
Strickland, James and Paula Gay, Tonya Bonitatibus, Michael Cobb, Paul Muckenfuss, Randy
Scott, Robert Brown, and Michael Barnes

Drafted letter to Sam Bennett in North Augusta
Tonya Strickland visitor from North Augusta (Environment Coordinator) add to Roster
Authority members who are absent must be reported as well and if they are absent in 3 meetings
they can be replaced
Wayne called the meeting to order. Asked everyone to introduce themselves
Al Dallas from Thompson, RBW logistics- wants to set Augusta up as a foreign trade zone,
which gives an advantage of revenue through the tarrif. Maybe Mr. Sprouse can get companies
to Augusta. A grant must be written to get the foreign trade zone. We will discuss this further in
the future once more information is gathered.
No minutes reported from the last meeting due to secretary being absent and chairperson
deciding not to take any.
Wayne and Tonya discussed intended plans for the lock and dam especially regarding the fish
based on the meeting they attended. It was noted that the Ports Authority funds lock and dam
damages as well as salaries.
Marina Report
The water bill has been settled. A leak repaired by marina. Regarding Gates, bids gained by
placing an ad in the paper to ensure that future work will be completed instead of getting bids
from people who does not apparently want the work. The marina is trying to control the loitering
of homeless individuals. The police are helping by using a task force.
Committee reports

Budget and finance committee- discussions regarding the budget, We have 4 different budgets
and some of our revenue is not getting into our budget. The day in the country money is not
coming into our budget. We are trying to spend the money we got last year so that we can get
some money in next years budget.
We need some dock repairs (new business). Mike and the rowing club has made several
contributions to the docks which has helped tremendously. Boat race is the only one that has
contributed to the surcharge. Wayne has been trying to get in contact with the legal department (
Andrew Mackenzie) to see which federal tax id number we need to open a bank account.
Locking fee will be included in the Ports Budget. Mike suggested about 4200-5000 to repair all
the docks, which will include all the materials.
Events
Ironman and Paddle fest are upcoming events. Southern Nationals has not given us a check for
the surcharge. It is projected that it will take at least 2 months to tally the funds.
Security Improvements committee
Wayne has three bids that will be presented Security fence company of Augusta (will
completely cover the walkway, fence down one side) 2000.00 Manner bid 2300.00. Wayne
proposed Security Fence Company to complete the job. The company was also detailed in their
bid. $2,300.00 will be the total price for the fence as well as the locks (Georgia locks & safe).
Motioned and seconded that we accept the bid for Security Fence at 2,084.00 for materials, labor
and taxes.
Facilities
Per Tonya B dock needs fixed – purchased PVC pipe to give access to water for the $70.00,
which will be permanent. Wants the Port Authority to pay for the authorization to have Georgia
Power to turn the power on and off. It was determined that the Port Authority pays the Power
bills therefore it is included.
Old business
Weed sprayer update-things went well. It is now shallower than it was. No comments from the
North Augusta residents as of yet but they were excited about the idea of doing it based on
Tonya. 5-20 bridge is getting clogged up, need to get Columbia County, Aiken involved in the
clearing up the weeds. Wayne suggested that we were more interested in clearing the weeds in
the recreational area. Sam Bennett suggested that we request fund from SC due to them having
some money in the budget to handle those things.
