Minutes Augusta Port Authority Meeting
Thursday April 15th, 2010
The meeting was called to order about 9:10 AM. by Frank Carl, Chairman. Present
were Port Authority members Cary Rivers, Larry Washington, Michael Barnes,
Frank Carl & Wayne Hawkins. Guests included Michael Cobb, Johnny Christian,
Chrislynne Kuhlke, Elizabeth Norris, & Bill Bricker.
After introductions the floor was opened to additions to the agenda. None were
offered.
Wayne Hawkins volunteered to act as Secretary for the meeting.
Minutes of the February 18, 2010 meeting were sent to the members prior to the

meeting. A motion to approve the February minutes as written was passed by
acclamation; motion by Wayne Hawkins & 2by Mike Barnes.

Johnny Christian reported for Mobile Marine:
Business is increasing at Marina.
Fuel Sales are up.
Marina Operator installed a new utility pedestal at the Marina.
Discussed asking the landfill to provide trash containers for the pavilions. The
containers could be emptied twice weekly like a residential service.
Reported the dock behind the warehouse continues to decline. Noted that
replacement dock is on SPLOST for 2014. PA asked Frank Carl to do what he can
to make that happen sooner for safety reasons.
The water heater for the River Walk Public Restrooms has ruptured and needs
to be replaced. Chrislynne indicated that she thought that the work had been
done, but she would make sure that it gets done expeditiously.
The abandoned boat needs to be removed from the Old Board Walk. Frank Carl
was asked to look into the time table for removal and to determine if it might be
necessary to move the boat to the public dock until such time as it might be
removed.
Marina Operator requested to be informed of pass thru activity at the Lock and
Dam so that he might know when slip patrons delinquent in their rentals were
attempting to pass through the locks. The Marina Operator was reminded that he
should provide the Lock Master with a list of patrons delinquent for more than
two months and the Lock Master would be happy to inform him of any attempt of
those patrons to pass through the lock.
Frank Carl and Bill Bricker reported on progress with weed amelioration.
Corp of Engineers meeting at the Boathouse for weed problem evaluation April
30, 10:00 AM – 3:00 PM.
Authority agreed to provide a catered lunch for the meeting.
Frank Carl met with Fred Russell to reinstate site improvement monies ($15,000)
into the Port Authority Budget for basic operations in 2010. Frank indicated that
Mr. Russell agreed to add $10,000 back into the Port Authority budget.
Port Authority approved the use of Security Funds to purchase a Security
surveillance System for the River Front. One more bid is required for the Security
System. Mike Barnes is going to ask Motorola if they have any surplus cameras.
And Cary Rivers will investigate other possible sources of bids for the security
system.
After much discussion, Wayne Hawkins stated that the Port Authority has had a
long relationship with the Southern Nationals. Twenty Four years ago the Port
Authority agreed to cover the expense of providing Security in order to get the
race in Augusta, GA. Wayne suggested that the reimbursement to Augusta
Southern Nationals be limited to $5,000 due to budget cuts to the Port Authority’s
budget for 2010. Cary Rivers indicated that, given the numbers in the budget, the
PA could not afford much more than $3,000 as a security reimbursement. Wayne
Hawkins stated that the Regatta got $1,800 per year & if Southern National’s
Security Budget is cut so should the Regatta’s Security Budget be cut. Cary
Rivers made a motion to limit the Southern Nationals Security reimbursement to
$3,000 and the Regatta to $1,000; motion 2by Michael Barnes. & the motion

carried by voice vote.
The Authority asked Frank Carl to draw up Surcharge plan for events on River for
presentation to the administration.

Wake Board Championship – June 5
Southern Nationals – July 16-18
Paddlefest – August 21
Iron man 70.3 – September 26
Coastal Plain Meander – April ?, October ?
Head of the South Regatta – November 12-13
Christmas Parade – December 3
Long Range Planning Committee discussed safety rails and gangway repairs for
the Board Walk just above the warehouse. Mike Barnes will look into metal rails.
The next meeting of the Port Authority will be June 17, 2010 at 9:00 AM. in the
Boathouse.
The meeting was adjourned at 11:00 AM.
