Citizens’ Small Business Advisory Board
Tuesday, December 13, 2011
9:00 A.M. to 10:00 A.M.
Municipal Building – 530 Greene Street – Room 307
PRESENT: Chris Martin, Thomas Buxton, Jack Steinberg, Lonnie Wimberly, Lisa Coleman, Brian Tucker, Larry
McCord, R. Lester Lowry, Yvonne Gentry, Kenneth Bray (Staff Attorney), and Gale Terrell
(Representing EEO Department)
ABSENT: Kevin Glass, Ann Helms, Anthony Franklin, Hartley Gibbons, and Jacqueline Humphrey (EEO
Director)
I. Call to Order
Meeting was called to order by Mr. Lonnie Wimberly at 9:00 a.m.
II. Approval of Minutes
Mr. Wimberly requested a motion for the November minutes be accepted.
Motion to approve – Mr. Steinberg so moved
Mr. Tucker seconded
ACTION: MOTION PASSED
III. Vice Chair’s Opening Remarks and Welcome – Mr. Wimberly thanks Board members for attending
and welcomed Mr. Larry McCord, appointee of Commissioner Hatney. Mr. McCord introduced
himself and stated he was a design/builder contractor.
Mr. Wimberly asked each board member to introduce themselves and their appointee.
IV. Old Business
Update – Report on LSBOP Registration Applications
1) - Ms. Gentry reported on her meeting
with Mr. Kenneth Bray (Law Dept.) and Mr. Rob Sherman (License & Inspection). The Law
Department is charged with researching to see what language would be binding to replace the
acceptance of tax documentation from businesses which is currently being collected.
Update – Procurement Code Amendment and the Proposed Charter Changes
2) – Ms. Gentry
informed the Board currently, there is no documentation included in bid documents to mandate
primes provide subcontractor data. The Law Department will work on language to place in all bid
documents.
Update – 1 Vacant Position
3) – No report.

Update – 4 Annual Businesses EXPO
4) - Ms. Gentry announced the 4 Annual Business EXPO
was held on Wednesday, November 9, 2011 at the Boathouse Center. The department mailed
1,000 invitations to local businesses. This year we solicited large contactors to pay $300.00 as
sponsors for the event. We were able to obtain two (2) ESG Operations and Zel Engineers. This
method saved the department and tax payers $600.00. Lunch was provided to over 100 attendees.
She informed the board Ms. Lisa Coleman, Vice Chairman of the Board was the Keynote Speaker.
The Business EXPO had representatives from the following agencies and Augusta, Georgia’s
Departments:
Small Business Association (SBA) – Terri Dennison
Department of Transportation (DOT) - Winston Hill and Albert Smith
University of Georgia (UGA) – Terry College of Business – Chris Hanks
Augusta, Georgia’s Housing & Community Development Department– Shawn Edwards
Several Augusta, GA Departments – Utilities, Recreation & Parks, Airport, Procurement,
and Law Department
Mr. Wimberly requested a motion to accept as information.
Motion to approve – Mr. Martin so moved
Mr. Lowry seconded
ACTION: MOTION PASSED
V. New Business – Ms. Gentry received several inquiries of the information posted on the Augusta, GA
website under the Augusta Commission, Authorities, and Boards information. The Citizens’ Small
Business Advisory Board listing did not reflect the current board members. Mr. Kenneth Bray, Staff
Attorney, informed the board of the time frame when new Commissioners can appoint board
members. It was recommended to keep previous appointed board members until such time. Mr. Bray
was charged with making the necessary updates to the Board’s Bylaws and submitting the update to
Ms. Gentry so that they can be distributed prior to the next meeting. The board will vote on the
bylaws and forward to the Commission for approval.
Mr. Wimberly requested a motion to accept as information.

VI. Announcements
Next meeting is scheduled for January 10, 2012 beginning at 9:00 a.m.
