CALLED MEETING COMMISSION CHAMBER
November 28, 2011
Augusta Richmond County Commission convened at 11:45 a.m., Monday, November 28,
2011, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Mason, Smith, Hatney, Aitken, Jackson, Bowles,
and Brigham, members of Augusta Richmond County Commission.
ABSENT: Hon. Johnson, member of Augusta Richmond County Commission.
Mayor Copenhaver called the meeting to order.
Mr. Mayor: I would like to turn it over to Jody for the explanation of that.
. The reason
Ms. Smitherman: Thank you, Mayor and members of the Commission
we’re here is because at the last Commission meeting there was an ordinance to adopt the
changes to the Personnel Policies and Procedure Manual.For some reason or somehow the
actual ordinance and the manual was not part of your agenda book and legally for a first
reading or second reading you have to have received it in writing and since you guys had
not received it in writing, that was not a legal first reading so we’re here today to do a first
reading since that has been distributed to all the commissioners at this point.
Mr. Mayor: Yes, sir, Commissioner Lockett.
Mr. Lockett: Was that distributed to all the commissioners or those in attendance when
the vote was taken?
Mr. Smitherman: I was informed by the Clerk of Commission’s office that it has been
distributed to all the commissioners.
The Clerk: What has?
Ms. Smitherman: The ordinance and the manual.
The Clerk: The summary that you submitted because the Law Department said that they
were going to forward the Personnel Policy and Procedure Manual to the Commission. I
requested a summary along with the Ordinance that was included in their book at the last
meeting. Now I don’t know, where are we now?
Ms. Smitherman: As part of the initial book an ordinance and the manual was sent to
your office and you asked for the summary and I had said I was going to send a red line version
to everybody. Since they had never received the actual ordinance in written form, the Mayor
called a special called meeting to have a first reading. Nancy called me on Monday and
informed me that the ordinance and the manual had been forwarded to all the commissioners via
e-mail. Because all that’s legally required is that you have it in writing and you had not received
it in writing previously.
Mr. Mayor: Okay, can we get a motion on this?
Mr. Jackson: Move to approve.
Mr. Mayor: Is there a second? Do we have a second?
Mr. Bowles: I’ll second.
Mr. Mayor: Okay. The motion has been made and property seconded. Commissioners
will now vote by the usual sign.
Mr. Mason, Mr. Lockett and Mr. Hatney vote No.
Motion carries 6-3.
Mr. Mayor: Okay. With no further items to come before this special called meeting, I’ll
call the meeting adjourned.
