DBHDD REGION TWO PLANNING BOARD MEETING
THURSDAY, AUGUST 18, 2011 AT 1:00 PM
MEETING SUMMARY
The DBHDD Region Two Planning Board met at 1:00 P.M. on Thursday, August 18, 2011 via
telephone conferences taking place at: the Northeast Health District Office, 189 Paradise Blvd.,
Athens, Georgia 30605; the North Central Health District Office, 811 Hemlock Street, Macon,
Georgia 30507; and the Richmond County Health District Office, 1916 North Leg Road, MIS
Conference Room Bldg B, Augusta, Georgia 30909.

Call to Order
Geneice McCoy, Board Chair, called the meeting to order at 1:05 PM.
June 16, 2011 Meeting Minutes
The June 16, 2011 meeting minutes were approved as written.
Roll Call
Present Board members were accounted for and are reflected in the attendance above.
Public Comments
There were no public comments.
New Planning Board Member Appointments
Ms. Bellardino announced the appointments of three new board members. The newly
appointed members are Gloria Berry, representing Walton County, Debbie Harbin, representing
Monroe County and Judge Don Wilkes, representing Emanuel County.
DBHDD Leadership Council Report
Geneice McCoy presented the Leadership Council Report. Topics of discussion included the
Term Expiration List/ and Partial Terms.
She also presented her vision for the DBHDD Region Two MHDDAD Planning Board (Please
Refer to Attachment 1), and suggested that all members review the Region 2 Bylaws,
Leadership Council Bylaws, the ADA Settlement Agreement, House Bill 228 and Robert’s Rules
of Order for informational purposes.
Suggestions were made regarding the December meeting. Suggested topics for the meeting
included Robert’s Rules, new member training and revisions/additions to the welcome packet.
Planning Board Officer Nominations/Elections
A special vote was called to nominate and appoint a new Northern Vice-Chair, as two of the
vice-chairs were from the eastern portion of the region. Linda Echols nominated Ed Glauser for
the position. Laverne Crawford seconded the nomination. Mr. Glauser accepted the
appointment.
Regional Services Administrators Reports
Keith Edmonds presented the BH RSA Report (Please Refer to Attachment 2).
Karla Brown presented the DD RSA Report (Please Refer to Attachment 3).
Announcements
Robert Lowery, representative of Madison County tendered his resignation from the board,
effective immediately.
Adjournment
Hearing no further comments, Geneice McCoy adjourned the meeting at 2:55 PM.

DBHDD Region Two MHDDAD Planning Board Vision
MHDDAD
The Planning Board of Region 2 will have a well known presence throughout its region. Self-
advocates and family members will view us as a positive advocacy board always working in their favor,
placing priority on issues that matter most to them. All commissioners and legislators of our region will
know who we are and how well we serve. All seats will be filled with selfless, active board
members who always strive to better our very best while working with the support of our diligent and
vital regional office.

RSA-BH Report for Planning Board Meeting 8/18/11
GHVP – Region 2 has issued 64 Notices to Proceed and has placed 32 individuals in housing. The state as a whole
has
161 individuals is housing. Goal is to add 400 individuals in housing, in addition to the 100 added for FY ’11,
by the end of the fiscal year 2012.
AD Pilot Program at Oconee: Individuals with SA will step-down into transitional housing from the CSUs for
approximately 30 days and receive Intensive Outpatient Treatment. The goal is to decrease CSU utilization and
hospital admissions while providing stable housing during the treatment process. Discharge care will be
coordinated with the individual’s providers in his/her county of residence.
ACT – The new team in Augusta is serving approximately 46 individuals with SPMI and has been successful in
diverting hospital admissions for many individuals. The regional Office is working closely with American Work in
providing technical assistance and clinical support. Psychotherapeutic Services submitted the apparent successful
RFP response for the Athens area.
C&A – Discuss audits, continued LIPT training for new members and teams, and PRTF reviews.
Settlement Agreement – We met our Goal of 70 Supported Employment Slots (FY11) and will be adding 100
additional slots this year. We are currently in the process of adding an additional Crisis Stabilization Unit in
Baldwin County and have already placed 5 Case Managers in the Region.

1.Settlement Agreement - CSH is a priority for hospital discharges for this fiscal year. Region 2 has
36 individuals at CSH that must be discharged this year.

3.New Funding – Funding has been made available for 100 new Medicaid waiver slots for Fiscal
Year 12. This is to be used to assist individuals on our Short-Term Planning List who are
considered to be in immediate need. One hundred statewide is not many considering that Region 2
only has around 900 individuals on its Short- and Long-Term Planning Lists. The waivers are
allocated per region as follows –

4.Georgia Crisis Response System – Went into effect June 1. There are to be no new admissions to
ICF’s/MR
Calls for Behavioral Crises for individuals with DD go to Georgia Crisis and Access Line
(GCAL) – 1-800-715-4225
If Behavioral Health Link (BHL), who receives calls, does triage and either resolves situation,
decides that this is a Behavioral Health Crisis which must be handled differently, or deploys
our Mobile Crisis Team.
Mobile Crisis Team goes to person in crisis at his/her home, group home, provider and
assesses. We have had calls most days since implementation.
The MCT staff can either do in In-home supports or Out-of-home supports. (Our provider has
done no in-home supports so far.)
We implemented June 1 and had first call on June 1. (First call statewide)
We have a Crisis Home in Baldwin County
We hope to have our second Crisis Home, in Richmond County, ready by sometime in
September.
We have had someone in the Baldwin Home almost every day since implemented.
Charles Seider, HQM, is a Trainer for Georgia Crisis Response System. He will be glad to
provide training for the Regional Planning Board, if desired.
