Shawn Rhodes, License & Inspection Dept. members of the public 4 1.11-32 – An application for a Certificate of Appropriateness – 916 Ellis Street – Thompson Wrecking Co., Augusta Renaissance – demolition of structure which abuts J. B. White’s warehouse and replace with crush and run (J. B. White warehouse will not involved) - Downtown Mr. Patty presented the petition and pictures. Mr. Hiram Thompson, Thompson Wrecking, Augusta was present on behalf of the petition. He stated that he represents the owners that wish to demolish the dilapidated structure and replace it with crush and run for parking. The hope is that providing more parking will help with the revitalization of the old J. B. White building. There were no concerned citizens present. A MOTION was made by Commissioner Anderson that 11-32 be APPROVED; seconded by Commissioner Barbee. MOTION carried. An application for a Certificate of Appropriateness – 922 Ellis Street – Eric Brock, on 2. 11-33- behalf of August Renaissance – ground level façade modifications to provide for a new building lobby and covered parking. The existing outdoor parking lot will be improved with new landscaping and fencing with gated access - Downtown Mr. Patty presented the petition and pictures. Mr. Eric Brock, Peachtree Street, Atlanta was present on behalf of the petition. He stated that proposed plan will provide parking and secure covered access to the condominium owners, guests and workers in the J. B. White building. New access will be from a controlled gate off Greene Street with exit only onto Ellis Street. At this time only the lower level of the warehouse building will be converted to parking. As needed decisions will be made on the renovation of the upper levels . The lower level will have frosted glass windows in a secure lobby. 6 foot black aluminum faux wrought iron fencing will be used to surround the outdoor lot and the parking garage with a gated exit onto Ellis Street. There were no concerned citizens present. A MOTION was made by Commissioner James that 11-33 be APPROVED; seconded by Commissioner Booker. MOTION carried. 3. 11-34 - An application for a Certificate of Appropriateness – 2479 McDowell Street - Christopher Murphy – construct a 20 x 20 open vehicle cover, wooden posts with a metal roof and remove the existing driveway runners and replace with a concrete drive with brick trim. – Summerville Mr. Patty presented the petition and pictures. Mr. Christopher Murphy, 2479 McDowell Street, Augusta was present on behalf of the petition. Mr. Murphy stated that he wants to erect a carport cover in the rear yard and to redo the driveway by removing the existing brick runners, slightly re-slope the driveway entrance and replace concrete. The sidewalk will not extend all the way to the road in order to protect the roots of a large tree but the re-sloping will hopefully eliminate a traffic hazard when entering /exiting the drive. There were no concerned citizens present. A MOTION was made by Commissioner Barbee that 11-34 be APPROVED; seconded by Commissioner Booker. MOTION carried. 4. Robyn Anderson, Historic Augusta to report the results of the phase 3 historic resources survey for Harrisburg Ms. Anderson, Historic Augusta gave the final report of the Harrisburg-West End Historic District Phase 3 Historic Resources Survey. Phase 3 is located in one large area bordered by Green Street on the north, Eve Street on the East, Heckle Street on the South and a jagged boundary along Metcalf Street, Heard Avenue and Gardner Street on the west. 2 public meetings were held and a field survey was conducted. A total of 407 buildings were surveyed; 343 are found to be potentially contributing, 64 building were found to be non-contributing; there were 25 vacant lot and approximately 40% or 138 of the structures are owner occupied. There are also 5 structures categorized as retail, 2 churches and 1 private cemetery. The types of structures found are Bungalow, Small American, Cottage. Craftsman and Shotgun style of architecture. A detailed report is available at Historic Augusta. Historic Augusta makes the following recommendation: 1.Identify historic resources that are outside of the National Register boundaries that are directly related to the historic character and development of the neighborhood and; 2.Augusta should formally prepare an updated National Register nomination for the district that will be submitted to the Georgia Historic Preservation Division and National Park Service that will expand the district’s boundaries. 5. Minutes from June 23, 2011 A MOTION was made by Commissioner Barbee that the minutes from June 23, 2011 be APPROVED; seconded by Commissioner Booker. MOTION carried. NEW BUSINESS 1.224 & 228 REYNOLDS ST – SEVERE FIRE DAMAGE Mr. Patty read Section 1.9. M of the Bylaws- Rules of Procedure which reads as follows: Staff may issue a Certificate of Appropriateness for stabilizing, partial 1.9.M. demolition, or demolition of any structure where there is an imminent threat of loss of life or limb in the opinion of the City’s Chief Building Official. License and Inspection officials, Rod McAmis and Shawn Rhodes, verified the condition of the properties in question as severely fire damages and most likely beyond repair and the buildings constitute a public hazard. A MOTION was made by Commissioner James that the Staff be allowed to issue a Certificate of Appropriateness upon application for demolition; seconded by Commissioner Barbee. MOTION carried. 2.573 – Greene Street - Whistle Stop Café awning. Mr. Patty Mr. Patty read Section 1.9.N of the Bylaws- Rules of Procedure which reads as follows: Staff may issue a Certificate of Appropriateness for rehabilitation or 1.9.N. modification on non-contributing, non-historic buildings if such is done in keeping with the appropriate historic guidelines or if no significant alteration is proposed. The contractor’s hired by Hanson Carter, the new owner of the restaurant, replaced the old decaying awning with a new one without a permit or a COA and is asking for a COA to issued retroactive with his apologies for the oversight. Ms. Anderson of Historic Augusta said they have no objection to the petition. Commissioner Dennis wondered if allowing them to ask forgiveness and receive a COA is rewarding them for not following the rules. Mr. Carter apologized for the oversight. A MOTION was made by Commissioner James to APPROVE the Staff COA; seconded by Commissioner Anderson. MOTION carried.
