HomeMy WebLinkAboutCalled Commission Meeting September 6, 2011 CALLED MEETING COMMISSION CHAMBER September 6, 2011 Augusta Richmond County Commission convened at 4:45 p.m., Tuesday, September 6, 2011, the Honorable Deke Copenhaver, Mayor, presiding. PRESENT: Hons. Lockett, Guilfoyle, Mason, Smith, Aitken, Johnson, Jackson, Bowles and Brigham, members of Augusta Richmond County Commission. ABSENT: Hon. Hatney, member of Augusta Richmond County Commission. The Mayor called the meeting to order. Mr. Mayor: -- to adopt the millage rate and turn it over to Mr. Russell. Mr. Russell: Yes, sir, Mr. Mayor and members of the Commission. As you know we adopted the millage rate back in November of last year that we anticipated to be able to use for the budget this year. Upon the development of the digest and the movement forward there, the actual roll back rate was less than what was established and that roll back rate is a little bit higher than what we actually adopted in November. Not really a great of dollars involved because of the Georgia law the roll back rate is not considered a tax increase even though in effect it would increases our taxes by a small amount. That small amount is basically $1.33 on an urban home and $ .88 on a suburban home for $100,000. The options that you have in front of you today are adopt the roll back rate or to adopt the rate that we proposed initially last November. The roll back rate for the County M & O would be 8.07 mills and gain us a difference of $37,872. The County M & O would be 8.075, Capital Outlay is .784 mills, Fire Blythe is 2.80 and Fire for the County is 1.60. Urban M & O would be 8.02, Urban Bid 1 would be 7.60 and Urban Bid 2 would be 6 mills basically. Those roll back rates have been advertised as appropriately in the newspapers. We had talked about that at some point a couple of weeks ago and it would be My recommendation appropriate for you to take action today at this particular point in time. would be to adopt the roll back rate as authorized by Georgia Code. To do that you have to adopt the rates I just said across the board for all codes available. It would be appropriate to make a motion to that effect at this particular point in time. Mr. Mayor: Gentlemen, do we have a motion on this? Mr. Johnson: Move to approve. Mr. Mayor: Do we have a second? Mr. Bowles: Second. Mr. Mayor: Is there any further discussion? Hearing none commissioners will now vote by the usual sign of voting. Mr. Mason, Mr. Lockett, and Mr. Guilfoyle vote No. Motion carries 7-0. Mr. Russell: Thank you, gentlemen. That serves the purpose of this particular portion of the meeting. Mr. Mayor: Okay. I’ll go ahead and adjourn that portion of the meeting and start the next one in five minutes.
