CALLED MEETING COMMISSION CHAMBER
June 13, 2011
Augusta Richmond County Commission convened at 12:00 Noon, Monday, June 13,
2011, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Guilfoyle, Smith, Aitken, Johnson, Jackson and Brigham,
members of Augusta Richmond County Commission.
ABSENT: Hons. Bowles, Mason, and Hatney, members of Augusta Richmond County
Commission.
The Mayor called the meeting to order.
Mr. MacKenzie: I would entertain a motion to go into legal to discuss pending and
potential litigation and real estate and personnel.
Mr. Mayor: Can I get a motion to that effect?
Mr. Smith: Motion made.
Mr. Mayor: Do we have a second?
Mr. Aitken: Second.
Mr. Mayor: If there’s no further discussion Commissioners will now vote by the usual
sign of voting.
Mr. Johnson out.
Motion carries 6-0.
Mr. Mayor: We are in legal.

Mr. Mayor: I’ll call the meeting back to order. Mr. MacKenzie.
2.Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. MacKenzie: I would entertain a motion to execute the closed meeting affidavit
and just want to make a correction for the record, too, there was no discussion of real
estate in the closed meeting.
Mr. Mayor: Can I get a motion to that effect?
Mr. Brigham: So move.
Mr. Smith: Second.
Mr. Mayor: A motion and a second. If there’s no further discussion Commissioners will
now vote by the usual sign of voting.
Motion carries 7-0.
Mr. Mayor: Mr. MacKenzie.
Mr. MacKenzie: I would entertain a motion to add and approve a Resolution
authorizing the settlement of all claims by Gail Dugger in the amount of $60,000 and
authorize the Administrator to disburse such funds and for other purposes.
Mr. Mayor: Can I get a motion to that effect?
Mr. Johnson: So move.
Mr. Smith: Second.
Mr. Mayor: We have a motion and a second. If there’s no further discussion
Commissioners will now vote by the usual sign of voting.
Motion carries 7-0.
Mr. Mayor: Mr. MacKenzie, was there anything –
A motion to add and approve a Resolution
Mr. MacKenzie: There’s one more.
authorizing the settlement of an appeal filed by condemnee, Proctor and Gamble
Manufacturing Company, in the case known as Augusta, Georgia versus Proctor and
Gamble Manufacturing Company, Civil Action No. 2011 RCCV 00150 for the payment of
$134,962.55 in addition to the earlier payment of $164,037.45 made into the registry of the
Court on or about March 22, 2011 and authorizing the Administrator to disburse this
amount.
Mr. Mayor: Can I get a motion to that effect?
Mr. Johnson: So move.
Mr. Smith: Second.
Mr. Mayor: We have a motion and a second. If there’s no further discussion
Commissioners will now vote by the usual sign of voting.
Motion carries 7-0.
Mr. Mayor: With no further business to come before the body, we stand adjourned.
