HomeMy WebLinkAboutCalled Commission Meeting June 6, 2023 CALLED MEETING COMMISSION CHAMBER June 6, 2023 Augusta Richmond County Commission convened at 12:00 Noon, Tuesday, June 6, 2023, the Honorable Garnett Johnson, Mayor, presiding. PRESENT: Hons. Johnson, Williams, Mason, Frantom, Garrett, Scott, McKnight, Pulliam and Guilfoyle, members of Augusta Richmond County Commission. ABSENT: Hon. Lewis, member of Augusta Richmond County Commission. The Mayor called the meeting to order. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel D. Cyber Security Ms. Rachel Mack: -- O.C.G.A. Section 50-14-2 Subsection 1 and 50-14-3 Subsections B4 and 5, personnel and real estate. Mr. Mason: So move. Ms. Scott: Second. Mr. Mayor: All right, Madam Clerk, we have a motion and a second. Voting. Mr. Garrett, Mr. Frantom and Ms. McKnight out. Motion carries 6-0. Mr. Mayor: Thank you, Madam Clerk. We’re now in Legal. \[EXECUTIVE SESSION\] Mr. Mayor: Ladies and gentlemen, thank you for your patience. I’m going to call this meeting back to order. Just for the record, we’re kind of long today in that we did not have a committee meeting a couple of weeks ago so today we kind of combined a committee and Commission so that’s the reason for our delay, but this meeting is called back to order. Madam Clerk. The Clerk: I think the attorney, do you have a motion, sir? 2. Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. 1 Mr. Brown: Yes. Thank you, Mayor and Commissioners. We request a motion to execute the closed meeting affidavit. Mr. Frantom: So moved. Mr. Williams: Second. Mr. Mayor: I have a motion and a second. Voting. Motion carries 9-0. The Clerk: We have a request for one addendum item as per our addendum agenda. It’s to authorize the purchase of an enhanced monitoring tool and authorize the Mayor to execute all required documents. Mr. Frantom: So moved. The Clerk: We have unanimous consent? Okay. Mr. Mayor: Attorney Brown, are there any motions from or we need to vote? Mr. Brown: Are you going to go ahead? Was that adding and approving? The Clerk: Yes. Mr. Brown: Okay. Thank you. Yes, we have additional motions. Mr. Mayor: Yes, sir. Mr. Brown: Thank you, sir. The Clerk: Let’s vote on this one. Mr. Mayor: All right. Do we have a motion and second? The Clerk: Yes, sir. Mr. Mayor: All right, voting. Motion carries 9-0. Mr. Mayor: Attorney Brown. Mr. Brown: Yes. We request a motion to approve and ratify contracts with Mullen Coughlin LLC and Charles Rivers and Associates. 2 Ms. McKnight: Motion to approve. Mr. Frantom: Second. Mr. Mayor: I have a motion and a second, Madam Clerk. Voting. Mr. Garrett not voting. Motion carries 8-0. Mr. Mayor: And do we need to recognize Commissioner Lewis as absent or does it matter? The Clerk: Mr. Lewis absent. Mr. Mayor: Attorney Brown. Mr. Brown: Thank you. We request a motion to accept the resignation of Paul Strycharz effective June 30, 2023 and offer and provide six months’ severance via lump sum upon execution of a settlement and release agreement to be prepared by the Law Department in accordance with Augusta’s employment policies. Mr. Frantom: So moved. Ms. Scott: Second. The Clerk: Ms. Scott and Mr. Frantom. Mr. Mayor: We have a motion and a second. Voting. Mr. Garrett not voting. Motion carries 8-0. Mr. Mayor: Thank you, Madam Clerk. Attorney Brown, are there any additional motions? Mr. Brown: The Administrator will offer the next two motions, Mayor Johnson. Mr. Mayor: Thank you. Administrator Douse. Mr. Douse: Mayor Johnson, I have one additional motion. A motion to approve a $25,000 salary increase for Antonio Burden effective July 12, 2021 for duties performed as the EMA Director. Mr. Johnson: So move.
