HomeMy WebLinkAboutCalled Commission Meeting March 29, 2023 CALLED MEETING COMMISSION CHAMBER March 29, 2023 Augusta Richmond County Commission convened at 12:00 Noon, Wednesday, March 29, 2023, the Honorable Garnett Johnson, Mayor, presiding. PRESENT: Hons. Johnson, Williams, Mason, Frantom, Garrett, Scott, McKnight, Pulliam, Lewis and Guilfoyle, members of Augusta Richmond County Commission. Mr. Mayor called the meeting to order. Mr. Mayor: So, Attorney Brown – Mr. Brown: Are you ready? Mr. Mayor: We’re ready, yes, sir. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. Brown: Okay. Mayor Johnson and Commissioners, we request to go into executive session for the discussion of pending or potential litigation, real estate and personnel. Mr. Mayor: Thank you, Attorney Brown. Ms. McKnight: So move. Mr. Mason: Second. Mr. Mayor: So there’s a motion, there’s a second. Without discussion, voting. Mr. Williams, Mr. Frantom, Mr. Garrett and Ms. Scott out. Motion carries 6-0. Mr. Mayor: Thank you, Madam Clerk. We’re hereby now in executive session. Thank you. \[EXECUTIVE SESSION\] Mr. Mayor: Madam Clerk, I hereby call this meeting back to order. The Clerk: Yes, sir. Mr. Mayor: Attorney Brown. 2. Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. Brown: Thank you, sir. Mayor Johnson, Commissioners, we request a motion to execute the closed meeting affidavit. Mr. Mason: So move. Mr. Frantom: Second. Mr. Mayor: We have a motion and a second. Voting. Motion carries 10-0. Mr. Mayor: Thank you, Madam Clerk. Attorney Brown, are there any motions as a result of the closed-door session? Mr. Brown: Yes, sir, there are. There are three motions. The first being that we will request a motion to approve to transfer to Augusta, Georgia Land Bank Authority the following parcels located at and commonly known as 1643 Old Savannah Road, Augusta, Georgia and 2919 Old Tobacco Road, Augusta, Georgia under the auspices and guidance of the Augusta Law Department in terms of completing the closing. Mr. Mayor: Thank you, Attorney Brown. So there’s a motion. Mr. Johnson: So move. Mr. Williams: Second. The Clerk: Is that Mr. Johnson and Mr. Williams? Mr. Williams: Yes, ma’am. The Clerk: Okay. Mr. Mayor: So we have a motion and a second. Voting. Mr. Mason votes No. Motion carries 9-1. Mr. Mayor: All right, Attorney Brown. Mr. Brown: Yes, sir, thank you. We request a motion to adopt a Resolution authorizing the payment of a verdict in favor of Rodriguez Bostic against Sheriff Richard Roundtree in the aggregate amount of $300,000 payable as follows: Rodriguez Bostic and Crane Law Firm PC as his attorney, further authorizing the Administrator to disburse the amount of $300,000 waiving Augusta, Georgia Code of Ordinances, sections in conflict for this instance only and for other purposes. Mr. Williams: So move. Mr. Johnson: Second. Mr. Mayor: Madam Clerk, did you record that? We have a motion and second. The Clerk: Mr. Williams and Mr. Johnson. Mr. Mayor: Thank you. Voting. Motion carries 10-0. Mr. Mayor: Thank you, Madam Clerk. Attorney Brown. Mr. Brown: Mayor Johnson, we request a motion to adopt a Resolution authorizing the settlement of all claims to Danielle Jones in the aggregate amount of $4,000.00 payable as follows: Danielle Jones and Long and Associates, LLC as her attorney, further authorizing the Administrator to disburse the amount of $4,000.00 waiving Augusta, Georgia Code of Ordinances, sections in conflict for this instance only and for other purposes. Mr. Johnson: So move. Mr. Williams: Second. Mr. Mayor: Madam Clerk, I have a motion and a second. The Clerk: Yes, sir. Mr. Mayor: Voting. Motion carries 10-0. Mr. Mayor: Attorney Brown, does that conclude your motions? Mr. Brown: Yes, sir. Mr. Mayor: Thank you so much. Mr. Brown: Yes, sir, I believe that’s all the motions.
