HomeMy WebLinkAboutCalled Commission Meeting February 14, 2023 CALLED MEETING COMMISSION CHAMBER February 14, 2023 Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, February 14, 2023, the Honorable Garnett Johnson, Mayor, presiding. PRESENT: Hons. Johnson, Williams, Mason, Frantom, Garrett, Scott, McKnight, Pulliam, Lewis and Guilfoyle, members of Augusta Richmond County Commission. Mr. Mayor: I think we have a quorum now. I’m going to go ahead and call this meeting to order. Attorney Brown. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. Brown: Good morning, Mayor Johnson and Commissioners. We would request a motion to go into executive session for the discussion of personnel, potential or pending litigation as well as real estate. Mr. Mason: So move. Mr. Garrett: Second. Mr. Mayor: So, Madam Clerk, we have a motion and a second. Voting. Mr. Lewis, Mr. Frantom and Mr. Guilfoyle out. Motion carries 7-0. Mr. Mayor: All right. Let’s proceed to executive session. \[EXECUTIVE SESSION\] Mr. Brown: We’re ready, Mayor Johnson. Mr. Mayor: Attorney Brown, are there any other motions? 2. Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. Brown: We request a motion to execute the closed meeting affidavit. Mr. Frantom: So moved. Ms. Scott: Second. 1 Mr. Mayor: A motion and second, Madam Clerk. Voting. Motion carries 10-0. Mr. Mayor: All right, Madam Administrator, before we move into the committee portion – The Clerk: He has three motions. Mr. Brown: Mayor Johnson, we do have some motions. Mr. Mayor: Proceed, Attorney Brown. Mr. Brown: Thank you, sir. We request a motion to approve hiring of Mr. Eddie Blanton as Augusta, Georgia Junior Surveyor in the Engineering and Environmental Services Department at an annual salary of $54,550 and the customary benefits provided Augusta employees with the effective date of March 4, 2023. Mr. Mason: So move. Mr. Frantom: Second. Mr. Mayor: Madam Clerk, voting. Motion carries 10-0. Mr. Mayor: Attorney Brown. Mr. Brown: Mayor Johnson, we would request a second motion to adopt a Resolution authorizing the settlement of all claims by Larry L. Hodson in the total amount of $45,000 payable to Mr. Hodson and his attorney and waiving any other Augusta Georgia Ordinances and codes in conflict therewith. Ms. McKnight: So move. Mr. Williams: Second. Mr. Mayor: Motion and second, Madam Clerk. Voting. Motion carries 10-0. Mr. Mayor: Attorney Brown, are there any more motions? Mr. Brown: One last motion, Mayor Johnson. Mr. Mayor: Okay. 2 Mr. Brown: Thank you, sir. We request a motion to adopt a Resolution authorizing the settlement of all claims by Adrienna Tolbert in the amount of $150,000 payable to Ms. Tolbert and her attorney waiving any codes of Augusta in conflict therewith for this instance only and for other purposes. Mr. Mayor: Thank you, Attorney Brown. The Clerk: Okay, we have a motion, you need a second? Ms. McKnight: Second. Mr. Mayor: All right, so we have a motion and a second. Madam Clerk, voting. Motion carries 10-0. Mr. Mayor: Thank you. Madam Administrator. Ms. Douse: Mayor Johnson, I would like your consideration in adding an item to the special called meeting agenda. That item is captioned for the Commission to determine the status of RFP #23-500 which is for the emergency 911 ambulance services for Augusta, Georgia. Mr. Mayor: All right, I don’t think that requires unanimous consent but – The Clerk: It does. Mr. Mayor: It does? Okay. The Clerk: To be added. Mr. Mayor: But before you vote there is a question from the commissioner from – Mr. Brown: Mayor Johnson, prior to any discussion it would be appropriate to request unanimous consent to add the item to your agenda. Mr. Mayor: All right. So without objection? The Clerk: Mr. Guilfoyle raised an objection to the item being added. Mr. Brown: Therefore, the item cannot be added. Mr. Mayor: It cannot be added? The Clerk: Or discussed. Mr. Mayor: I guess that concludes – 3 Mr. Williams: May I? th Mr. Mayor: Commissioner from the 5. Mr. Williams: Ms. Bonner, can you add it to the agenda for next week? The Clerk: Which? Mr. Williams: The item that she wanted added. The Clerk: Okay. You want to add it to the Commission agenda? Mr. Williams: Yes, ma’am. The Clerk: Okay. \[MEETING ADJOURNED\] Lena J.
