HomeMy WebLinkAboutSpecial Called Commission Meeting August 30, 2022 SPECIAL CALLED MEETING COMMISSION CHAMBER August 30, 2022 Augusta Richmond County Commission convened at 2:01 p.m., Tuesday, August 30, 2022, the Honorable Hardie Davis, Jr., Mayor, presiding. PRESENT: Hons. Johnson, Garrett, Mason, Frantom, B. Williams, Scott, McKnight, D. Williams, Hasan and Clarke, members of Augusta Richmond County Commission. Mr. Mayor: All right, we’ll call to order the special called meeting at 2:01 p.m. I believe there’s a brief handout. We’ll place an item on the screen. The Clerk: The purpose of today’s meeting, Mr. Mayor and members of the Commission, is to adopt the proposed 2022 mill rate for all taxing districts. Mr. Mayor: All right, we have before us what has been provided by staff. The Chair th recognizes the commissioner from the 8. Mr. Garrett: Thank you, Mayor. In regards to this I want to make a motion that we adopt the full roll back of the millage rate. Ms. McKnight: Second. Mr. Mayor: All right, I’ve got a motion of adopting the full roll back with a proper second rd from the commissioner from the 3. Okay, all right, I’ve got a proper motion and a second. All th right, the Chair now recognizes the commissioner from the 6. Mr. Hasan: Approve the proposed 2022 millage rate for each taxing district at the calculated roll back rate. Countywide M & O 7.986, Urban Service District, 4.307, Capital Outlay, .637, Fire Protection 1.733, Blythe Fire District, 2.626, to advertise the five-year history of the digest and to set the date and time to adopt these rates as September 8, 2022 at 10:00 p.m. at a virtual meeting. Mr. B. Williams: Second. Mr. Johnson: Second. th Mr. Mayor: I think that the commissioner from the 6, his motion is only substantively different with the September 8 information. He’s adopting the calculated roll back rate with that simple inclusion. The Clerk: The Mayor Pro Tem seconded that? Mr. Mayor: He seconded that. That’s the substantive difference. He include the September 8 date. I’ll give you an opportunity to do that in just a second but I want to talk process. Given the status from a statutory perspective, I am of the belief that the Commission can in fact 1 adopt a said mill rate today. Is that not true? Because it is the calculated roll back rate that only requires pursuant to statute informing the public of said rate. All right, Director Williams, please th approach. If you’ll speak to that. Again, the commissioner from the 6 his substantive addition to that was the date of September 8 which is appropriate. Ms. Williams: That is correct. You would start the process by proposing the rate today. It must be advertised. It cannot be adopted until one week after that advertisement appears. The earliest date is September 8 if you take this action before you today. th Mr. Mayor: Very well. The commissioner from the 6 has made a substitute motion with a proper second. All right, the Chair recognizes Administrator Douse. Ms. Douse: Mayor Davis, would you please make sure that the time was accurate because I heard the commissioner state 10 p.m. and I wanted to make sure that the motion read 10 a.m. Mr. Mayor: Okay, all right, so for clarity, Madam Clerk, as heard, if you’ll restate the substitute motion. The Clerk: Okay. Substitute motion is to approve the proposed 2022 mill rate for each taxing district at the calculated roll back rate. Mr. Garrett: Even though the motion and the substitute are basically the exact same thing, I’m going to rescind my motion since his had all the specific details so if no one objects to that, I’m going to rescind mine. Mr. Mayor: Without objection the main motion has been waived. We are at what is stated before us as stated by the Clerk, that is what you’re voting on. Voting. Mr. B. Williams votes No. Motion carries 9-1. Mr. Mayor: Madam Clerk, I believe the Commission wants to reconsider its actions so that we can have a unanimous vote for this. The Clerk: Okay. Mr. Mayor: All right, Madam Clerk, I believe that that is the only matter that was before us for this special called meeting. The Clerk: Yes, sir. 2 Mr. Mayor: All right.
