CALLED MEETING COMMISSION CHAMBER
July 12, 2022
Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, July 12, 2022,
the Honorable Hardie Davis, Jr., Mayor, presiding.
PRESENT: Hons. Johnson, Garrett, Frantom, B. Williams, Scott, McKnight, D. Williams,
Hasan and Clarke, members of Augusta Richmond County Commission.
ABSENT: Hon. Mason, member of Augusta Richmond County Commission.
3. Motion to approve the state maintenance contract with CGL in the amount of
$310,140.30 for July – December 2022 for the Charles Webster Detention Center.
(Requested by the Administrator)
Mr. Johnson: So moved.
Mr. Hasan: So moved.

Ms. McKnight: I was going to make a motion, but I seconded. Somebody made a motion
before me. I think it was Commissioner Hasan.

Mr. Brown: Good morning, Mayor Davis and Commissioners. We request a motion
to go into executive session for the discussion of pending or potential litigation, real estate
and personnel.

Mr. Mayor: We’ll reconvene and call this meeting back to order. The Chair recognizes
Attorney Brown.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: Thank you, Mayor and Commissioners. We request a motion to execute
the closed meeting affidavit.
Mr. Frantom: So moved.
Mr. B. Williams: Second.
Mr. Mayor: Voting.
Mr. D. Williams out.
Motion carries 8-0.
Mr. Mayor: Okay, we’re going to have the Attorney read a series of Resolutions. The
Chair recognizes Attorney Brown.
Mr. Brown: Thank you, Mayor Davis. Our first motion however would be a motion
to approve the Bush Field Airport Director’s hiring of Bruce Keller for the position of
Airport Airside Maintenance Supervisor at an annual salary of $70,000 with a start date of
July 23, 2022.
Mr. B. Williams: So move.
Mr. Frantom: Second.
Mr. Mayor: All right, voting.
Mr. D. Williams out.
Motion carries 8-0.

Mr. Brown: Thank you. We request a motion to adopt a Resolution authorizing the
settlement of all claims for Malik Williamson in the aggregate amount of $250,000 payable
as follows to Malik –

Williamson (claimant) in the aggregate sum of Two Hundred and Fifty Thousand Dollars
($250,000.00) payable as follows: Malik Williamson and Huggins Peil, LLC, as his attorney;
the amount of Two Hundred and Fifty Thousand Dollars ($250,000.00); waiving Augusta,
Georgia Code of Ordinances Sections in conflict for this instance only; and for other
purposes.\]

all claims with Veronica Lust in the amount of $32,000 as written.

all claims by Michelle Laymon as parent and legal guardian for Kodee Laymon in the
aggregate amount of $7,000 as written.

Mr. Brown: We would request a motion to approve, to adopt a Resolution
authorizing the settlement of all claims by Michelle Laymon as parent and legal guardian
for Howie Laymon in the aggregate amount of $5,500 as written.
