CALLED MEETING COMMISSION CHAMBER
June 30, 2022
Augusta Richmond County Commission convened at 12:00 Noon, Thursday, June 30,
2022, the Honorable Sean Frantom, Commissioner, presiding.
PRESENT: Hons. Johnson, Garrett, Mason, Scott, McKnight, D. Williams, Hasan and
Clarke, members of Augusta Richmond County Commission.
ABSENT: Hons. Hardie Davis, Jr., Mayor; B. Williams, Mayor Pro Tem.
Mr. Brown: -- a Chair since the quorum is present. Is that without objection?
Mr. Frantom: All right, thank you, colleagues. I’d like to call this meeting to order. Can
I get a motion to go into legal?
1. LEGAL MEETING
A. Pending and potential litigation
B. Real estate
C. Personnel
Mr. Hasan: So move.
Ms. McKnight: Second.
Mr. Frantom: Got a motion and a second.
Mr. Brown: And for the record for the area of pending or potential litigation, personnel
and real estate.
Mr. Frantom: Got a motion and a second. Voting, please.
Mr. Garrett out.
Motion carries 8-0.
\[EXECUTIVE SESSION\]
Mr. Frantom: All right, we’re going to call this meeting to order, back to order please. All
right, I’d like to recognize Attorney Brown.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: Thank you, Chairman and commissioners. We request a motion to
execute the closed meeting affidavit.

Mr. Garrett: So moved.
Mr. Mason: Second.
Mr. Frantom: We’ve got a motion and a second. Commissioner Garrett, Commissioner
Mason. Voting, please.
Mr. Johnson and Ms. Scott out.
Motion carries 7-0.
Mr. Frantom: All right, I’d like to go to Attorney Brown for a motion.
Mr. Brown: Thank you, Chairman. We request a motion to approve the hiring of
Mr. Robert J. A. Walker as Augusta Engineering Senior Surveyor in the Engineering
Department at a salary of $79,950 and the customary benefits provided Augusta Georgia
employees with an effective date of August 6, 2022.
Mr. Garrett: So moved.
Mr. Hasan: Second.
Mr. Frantom: Got a motion from Commissioner Garrett, second by Commissioner Hasan.
Voting, please.
Motion carries 9-0.
Mr. Frantom: Attorney Brown for a motion, please.
Mr. Brown: Thank you, sir. We request a motion to appoint Carla Delaney as
Director of Planning & Development Department at an annual salary of $120,000 with a car
allowance of $500 per month and the customary benefits provided department directors with
an effective date of July 1.
Mr. Mason: So move.
Ms. McKnight: Second.
Mr. Frantom: Got a motion from Commissioner Mason, second Commissioner McKnight.
Voting, please.
Motion carries 9-0.
Mr. Frantom: Attorney Brown for a motion, please, if there is any.
Mr. Brown: Mr. Chairman, commissioners, there are no further motions.

Mr. Frantom: Okay. We will stand at ease for about 30 more seconds and then get started
right at 2:00. Can’t break the law.
