I requested salnples of each and everyone of these itelTIS because that would have
answered most of our questions in regards to stock brand, color, \veight, finish and
PMS colors, all of which could be easily obtained from the prior years printer.
And the biggest question, "What is the basis Qt!!~~__~~~rd?" Usually that is
deterluined based on the number of orders per year per'ltem'io-ccnne up with a total
bid price and this infornlation should be included in the bidders specifications. No
one could tell me how the bid winner was going to be deterluined from this one page
of lTIultiple prices????
All of tllls inforlnation needs to be included in your specifications in order for you to
obtain a cOlTIpetitive bid on these iten1s. And everyone should know what the basis of
the a ward is!
This would also help assure your specifications were accurate. For exalnple, the two
color window env. specifies "white linen", yet, the only sample window env. in the
packet was a cOlmnodity grade regular white stock for 'vvhich there 'vvas not a price
requested. There is a trelnendous difference in cost of these two envelope stocks.
