RE: Sheriffs Office Uniforms
Our File No. AR-55-033
Dear Geri:
I an1 writing to confirm and again voice my concern abollt your Memo of April 5,
2001 relating to Bid No. 99-042, with attached Purchase Orders, as "veIl as the Bid Specifications
(Bid Item No. 01-023A) for 2001 Uniforms and Accessories.
First, vvith regard to the Purchase Orders and the Memo of April 5, 2001,
addressed to MaryAnn Gibbs, and copied to me, there was no need to consider Sidney's
Uniforms as a vendor, since the bid for the 1999 uniforms (Bid Item No. 99-042) was avvarded to
Command Uniforms, and the bid quote was for a period of 24 months. Therefore, the bid prices
sllbmitted by Command Uniforms, v\7ho was granted the contract for the two year period, were
the only prices that should have been applied. Thlls, the deputy pants should have been priced at
$48.76, the deputy long sleeve shirts at-'$42.90, and the depllty short sleeve shirts should have
been priced at $35.97. I had faxed a memo to you on March 29, a copy of which is attached,
indicating my opinion that COl!!mand Uniform wa~bQung by th~ir bid ap~ These Purchase
Orders ShOllld be revoked immediately, and a ne\v Purchase Order issued to Command Uniforms
at the prices indicated above, which is their 1999 bid prices, good for a two year period.
As to the 2001 uniform specifications cllrrently outstanding, with a bid due date
of May 9, 2001 (Bid Item No. 01-023A), I do not believe the bid tabu 'on sheet, and
ins e ianed to.v u llsta the best bI prIce. ~reviollsly, I had indicated that by
b,reaking out the nllmerous sizes of shirts, you have given undue en1phasis to t e s 1rt prICeS:
~hich vvill give a skewed tota~. For instance, you only have in Item No.1, seven sizes T<:5r-
