Mr. Beard: I would like to ask the Human Resources Director to give us an update
on how the selection process is going for the General Counsel position. Once we get an
update from the director we can find out we're going and discuss some recommendations
from that. We will also know where we are with the recruiting process and have some
idea about our timeline and what we can expect.

Ms. Byrd-Pelaez: I have been in conversation with an agency in Africa that was
recommended by the Attorney and the Administrator to help us in this recruiting process.
What they have asked me to do is put together a packet that is similar to the packet that
we put together for the administrator which gives the history of Augusta, the budget of
the law department, a job description and exactly what we're looking for and our time
line. I told her our timeline is as soon as possible. What we're working toward is as soon
as we get the packet together she can come down and sit with this body, if you'd like, to
get more guidance on what you want from this particular search. What their process is
they can submit to us candidates based on our criteria. Whatever we want from this
particular position they can submit resumes to us so that we can start the selection
process or they can wait for a period of time then send us three or five names. I said that
whatever we can do as quickly as possible because we're off the timeline. I believe that
this firm will be very helpful to us because it is the largest search firm in the United
States that specializes in attorneys. I gave her a timeline of Friday, November 30 to get
the packet out to her. As soon as she gets the packet we'll have a telephone conference.
If there's something else that needs to be included I can get that to her and we can then
schedule a meeting.
Mr. Williams: How long has it been since we've done anything?
Ms. Byrd-Pelaez: It has been a significant amount of time. The subcommittee
back in August of this year, after a presentation from Human Resources on the selection
or recruitment process decided that we would utilize the search firm. As a result of that,
decided that it should be the Administrator, Attorney and myself to select this firm.

Mr. Williams: So we have not done anything since August when we decided to
use a search firm?
Ms. Byrd-Pelaez: That's correct. There was a misunderstanding as to who was
supposed to make the selection, the subcommittee or the Attorney, Administrator or the
Human Resources department.

Mr. Beard: Once you get this package out what will be the timeline?
Ms. Byrd-Pelaez: She realizes that we need this as soon as possible. My goal is to
get something back from her the following week.
Mr. Young: Did she indicate how long the search would take? When would she
have some candidates for us to look at?
Ms. Byrd-Pelaez: Actually, they have a database of attorneys. So depending on
specifically what we're looking for, they may have candidates at this time. It's just
narrowing down what we're looking for versus what they have in their database.
Mr. Young: When will she have some applicants?
Ms. Byrd-Pelaez: My request would be to advertise for a period of ninety days
and give us a follow-up. If there is no one within the existing database to give us a
follow-up within sixty days of the applications that have come in.
Mr. Young: I would like to ask the Human Resources Director to make regular
reports to this committee at least once a month.

Mr. Beard: We will schedule our next meeting for Thursday, December 20 at
10:00 am. Maybe Ms. Byrd-Pelaez will have something for us then.
ADJOURNlVIENT: With no further business to discuss the meeting was adjourned.
