PRESENT: Hons. Beard, Chairman; Williams and Mays, members; Jim Wall,
Attorney; George Kolb, Administrator; Brenda Pelaez, Human Resources Director;
Vanessa Flournoy, Staff Attorney; Walter Hornsby, Deputy Administrator; Nancy
Morawski, Deputy Clerk of Commission.
ABSENT: Hon. Shepard, member.
Also Present: Stacey Eidson of The Metropolitan Spirit and other members of the
news media.
Mr. Kolb: We contacted several legal search firms who specialize in placing
attorneys with various companies and corporations, and the fees for these services are all
in the range of 25% to 30% of the first year's compensation.
Mr. Williams: I make a motion that we go ahead and acquire the firm and
negotiate as soon as possible to go out for a search.

Mr. Mays: Fm going to second the motion to get it out of this committee. Do
any of these firms have experience with placing attorneys for city, county or state
governments?
Ms. Pelaez: Yes. All of them have that experience.
After a short discussion, Mr. Williams: I make a motion that the Administrator,
Human Resources Director and the Attorney meet and make a recommendation regarding
the selection of a legal search firm to begin the process of the employment of a Primary
Counsel and that the costs be funded from lapsed salaries.
Mr. Mays: I'll second that.
Mr. Chairman: And we can try to add this to the agenda for today's meeting.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
