UNPAVED ROADS
SUBCOMMITTEE
COMMITTEE ROOM - April 9, 2001

The meeting was called to order by the Chairman.
Ms. Smith: I met with the Public Works Director in Athens/Clarke County to
discuss with~ them -what. they~~.Y.e ~done_ab9ut p~i!!g~i!:LIQ~~_ and .h.9~~ it is they were
handling getting those dirt roads paved. A lot of the issues that we're dealIng with-
concerning right-of-way acquisition are issues that they are also dealing with. What they
have done is developed a list of roads that basically are declared as being permanent dirt
roads. These are roads that they will not attempt to pave because they have made a
decision not to purchase the additional right-of-way to get the roads paved. They also
have a nominal fifty-foot right. They do have some that they have made some exceptions
on.
Mr. Kuhlke: I talked with Ulmer about this and I think he is the one most affected
by this. Andy may have some himself. \Vhat Ulmer's suggestion was that if we have
developed a list, then we should stay with the list. In concert basically with what Teresa
is saying, the list that we have here, everything above the line on this sheet, that the
funding is there for it, and that amounts to $3.6 million dollars. His suggestion was, two
things, that we adopt a policy that if the people are not willing to donate the right-of-way
that are above this line, that we move on down and drop the ones that are not willing to
donate the right-of-way. The other thing that has been discussed is that if there is
subdivision where the people are willing to pay for part of the cost for paving the road,
that we might consider moving them to the top of the list. That would help us from a
funding standpoint of maybe doing a little bit more than what we're doing. There will be
some objections to that within areas where the people can't afford to do that. But I think
there would be few and far between that are willing to pay two-thirds of the cost.
Ms. Smith: I'm not sure, Ulmer where does the $3.6 million in funding comes
from? .
Mr. Bridges: I remember in going through that list the line is as far as we got
down. That is as much as I can remember that we'd approved through.
Ms. Smith: That differs from how much money we have. We have in Phase IV of
sales tax a little over $6 million dollars. In Phase ill we have $700,000 that is being
carried forward. We do have some roads that we're working on now putting a contract
together that would be representative of at least part of that $700,000 if not all of it. That
and Phase ITl money that we're working with to go ahead and get that contract set up. In
addition to that in Phase IV we do have a little over $6 million. This was a specific line
item that was approved only for paving dirt roads. The line that has been drawn doesn't
mean that all of those roads down to that line have been done. The way that the list gets
when we bring to you a set of ten streets we've done it twice within the last year or year
and a half and we have not been able to get all of the people on all of the streets to agree I
to give right-of-way so we have two partial list that we're dealing with and we're just
sitting holding waiting because we haven't been told you can skip those streets and do the
ones that you have right-of-ways for.
Mr. Kuhlke: Mr. Chairman I would like to m~ke a motion that we add to the
criteria that those who are not willing to provide the right-of-way be moved to the
bottom of the list for the next round of rotation.
