DELINEATION OF
RESPONSIBILITIES
SUB-COMMITTEE
COMMITTEE ROOM - March 6, 2001
1:00 P. M.
PRESENT: Hons. Cheek, Shepard and Williams, members of Augusta Richmond
County Commission; Jim Wall, Attorney; Nancy Morawski, Deputy Clerk of
Commission.
Also Present: George Eskola ofWJBF Television, Heidi Coryell of The Augusta
Chronicle and Stacey Eidson of The Metropolitan Spirit.
Mr. Cheek: Today we're going to discuss the firewall language, some guidance
for work and project communications between the Commission and the Administrator
and department heads, and discuss meeting with the department heads at the Thursday
morning meeting to get some feedback. Our next meeting will be March 20.
Mr. Wall: I made one change from what was sent to me, and this is that I put in
the Assistant Administrator as someone else that could be contacted. You had
"Administrator" and I put "Administrator, Deputy or Assistant Administrators" if you
have more than one because I assume just like an assistant department director, that
person needs to be included as well.

Mr. Shepard: I agree with you.
Mr. Wall: This would be placed in the Code along with the Ethics Ordinance.
Mr. Cheek: I think we can put it on the agenda today for discussion.
Mr. Wall: This does not prevent an employee from coming and talking to you,
but if a problem is presented, then you would discuss it with the department director or
someone on the management level.
Mr. Cheek: Today we can ask for approval of this as a first reading and that will
allow people to review it and discuss it before it comes forward for the second reading.
Mr. Shepard: I so move.
Mr. Williams: Second.
Motion adopted unanimously.

Mr. Cheek: I've given you some definitions to go over. One is on
micromanagement and you can take it and read it and then we can discuss it. This lists
some of "don't dos" in that context as I see it. When we come up with a protocol for
requesting work or following up on projects, we can include a definition section listing
terms that we address which are clearly defined with no gray areas. This would give
everyone a clear understanding of our boundaries. I would also like to see if one, two or
all of us could attend the Thursday morning meeting with the department heads, talk with
them and get some feedback. Let's read these, mark them up and come back at the next
meeting to discuss them.

The sub-committee next discussed procedures of how communication among the
Administrator, Commissioners and department heads can be improved.
Mr. Cheek: What if we send this to the Commission today, come back and meet
again, and in the interim, decide if we're done? We'll meet one more time and then it
will be up to the Mayor and Commission to establish a system improvement committee if
they desire.
Mr. Williams: I so move.
Mr. Shepard: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
