Chief Hatfield: Ylay I ask that we add an item for consideration. Some
information has come to me that we should consider having a representative of the
Information Technology Department serving on this committee simply because they're
handling the radios and telephones.
;\ilr. Hornsby: I don't have :l problem with putting it on but [ thid: that item \vould
be covered when we have some :ldditional discussion on item~. To brin~ evc,"ybody up
to date we want to tr:"r and make the system we've gOt the best system that can be had by
anybody anywhere. \-vnat we want to do is organize. reorg:mize or rerinc some of the
areas of the usage of the 300 system so that everybody c::m work 0 ff of i [ :.It the same
time. I think all that's tied together with item ~.
Report on Phase I \Vireless Project. Phase [ is to transmit name and telephone
number to the Center via 9-1-1 lines.

Report on Phase II Funds. Phase II funding is for future implementation of location
information from cellular telephones.
Mr. Dlugolenski: So move to receive as information.

Motion carried unanimously.
Recommendatiolll for 9-1-1 and Dispatch Inquires to establish a better tracking and
reporting process for inquiries into 9-1-1 response or dispatch procedures.
Mr. Wasson: What I would like is to make this the official reporting form for
problems that are reported to the different agencies in the county regarding 9-1-1 or
dispatch procedures. The reason is because I feel it is incumbent upon the 9-1-1 system
to report periodically to this committee the kind of complaints we've had and what kind
of response times. We need to be able to track this information.
After further discussion.
Chief HOlrnsby: So move to approve.
Chief Lewis: Second,
Motion carried unanimously.
Recommendation for Radio Sub Committee to ensure effective use of the 800 MHz
systems and to address emergency preparedness issues.
Mr. Wasson: I would like to ask that a motion be entertained to remove item 4
from the agenda. I think we need more background on that before we entertain that,
Mr. Hornsby: Is there any objection. Having heard none we will remove item 4.
Recommend Director for 9-1-1.
Mr. Rogers: I would like to make a motion that Phillip \Vasson be the
candidate of choice from our cgmmittee.
Chief Hattield: Second.
Motion carried unanimously.

PRESENT: B, Young, Mayor, H. Brigham, Chairman, U. Bridges, B. Kuhlke, W. Mays,
M. Williams, Commissioner, R. Oliver, Administrator, J. Wall, Attorney, N. Morawski,
Deputy Clerk of Commission.
ALSO PRESENT: E. Rivers, Augusta Focus.
NIT. Oliver: This is an RFP that we sent out to enhance banking opportunities for
small and minority firms and we would like to get any input or comments that the
committee may have as to how we could make this better or more effective.
;\tlr. Kuhlke: I think this RFP gives the banks the flexibility to go outside of what
we're asking for and do more and I think what ever they come back to us with in the oral
presentation would be a point where we would find that out,
Mayor Young: So the money that's in Regions Bank now will essentially sit there
until this process is finished?
Mr. Kuhlke: That's right.

:NIr. Mays: I think to a certain extent in the interim until we get everything we
want working in a program, we made a good faith effoFnvith the bank and since Cedric
Johnson is no longer at the bank we need to contact Mr. Johnson' s replacement to say
that this is something that your institution has been working with and that YOll may need
to talk to some of our people about.
Mr. Kuhlke: \V1ry don't we ask Mr. Oliver to write the bank and to give us a
contact person that we can let the department go to.
Mr. Oliver: :VIy suggestion would that we get a contact person but then we could
send out a letter to all of our Housing and Neighborhood Development contractors and
tell them that if a tinancial situation arises where they may need some interim credit that
this program exists and this is the persorl they should contact at the bank.
Mr. Wall: Our code talks in terms of disadvantaged business enterprises and it
defines that and it detines minority businesses enterprises, but specifically women owned
businesses are not included in our definition of minority, we don't exclude them. but they
are not included. Later on it says small, minority and women owned businesses as
detined in the ARC code and those are not de tined. I'm asking if we need to correct that?

Mr. Oliver: That's up to you all as it relates to what we want to include as eligible
under this progr:J.m.
Mr. Mays: I don't think we need to be so particular about what business is an
economic development tool. I think in a broader sense a lot of the smaller companies
may be able to work and quite frankly it would be more healthier if they have more than
one table to go to.
Mr. 0liver: This RFP provides maximum flexibility. One thing it doesn't define
what a small or minority business is.
wt:r. Wall: That's my point. I think we need to take out the phrase that says as
defined by the ARC code because we're going beyond those definitions.
Mr. Kuhlke: I would like to make a motion that we approve going out for this
RFP and strike "as defined by ARC code."
Mr. Bridges: Second.
Motion carried unanimously.
