Hornsby, Blythe, PD, R. Crowden, Risk Management, Chief J. Lewis, Hephzibah, PD, D. Dlugolenski, EMA Director. ALSO PRESENT: P. Wasson, Interim Director 9-1-1, C. Walker, 9-1-1, A. Brown, 9-1- 1, L. Bonner, Clerk of Commission. ABSENT: R. Oliver, Administrator, S. Smith, Marshal's Dept., Fire Dept., E. Doss, EMS. Approval of Minutes Chief Hornsby: So move to approve. Deputy Chief Hatfield: Second. Motion carried unanimously. I Report from the 9-1-1 EMS Sub Committee Mr. Wasson gave an overview of the 911 EMS Sub Committee. The following issues were discussed. Overview of EMS Dispatching. Discussion of Rural metro as a Secondary PSAP and certain legal matters. Discussion ofE.M.D. Protocols. Mr. Dlugolenski: So move to receive as information. Chief J. Hornsby: Second. Motion carried unanimously. Review 9-1-1 Draft Operating Budget for 2001 I Mr. Wasson gave an update on the 911 Center budget for the year 2001. In doing a comparison of the actual funds provided for the 2000/2001 the budget will actually be some $86,505 less than what we're spending this year. The budget has no increase in the number of personnel assigned to the 9-1-1 Center, but does provide for the Educational Merit Increases. Additionally, the budget includes capital expenditures to enhance overall operations and increase training capabilities. Finally, all associated costs for maintenance, leases and subscriptions for 9-1-1 equipment has been budgeted. The costs for the Wireless Phase I project has not been budgeted or determined as of the date, since the individual companies have provided no information regarding provider costs. The budget for the Phase I project will be developed and brought to the 9-1-1 Advisory I Committee prior to the fourth quarter of this year. Also, the Director advised the committee that $255,000 was in the Phase II Wireless Fund account was available for transfer to the General Fund of the 911 Center according to a written opinion he received from Attorney Wall and that he would like to use those funds to cover cost associated with maintenance agreements, uniform purchases and equipment upgrades that was not included in the 2000 budget. . Review applications for 9-1-1 Director Mr. W. Hornsby: We have received applications from HR for the position of911 Director. I talked with our attorney, and the methodology in which we have to go about this is that once we make an announcement of the final three candidates, we alert the press and indicate that we have made a decision for a period of fourteen days, we can not act. After fourteen days we can proceed with interviews. I Mr. Wall: If you do the process in open, then the fourteen-days does not come into play. But you are required to release to the public the information on as many as three candidates. The final decision will be made by the Commission. You also have the right to notify the candidates that any information that has been aculmuated on that individual for consideration will be made available to the public to give that individual the opportunity to withdraw. The final appointment can not come until fourteen calendar days after it has been released to the press. The Commission in the past has had an open interview process and done everything openly, then the fourteen-day rule does not apply. Mr. W. Hornsby: I think we should do the fourteen-day rule. Chief Deputy Hatfield: Is it the responsibility of this committee to interview these applicants and from those interviews make recommendations to the Commission for final decision? Mr. Wall: I think it is. Chief Deputy Hatfield: Am I correct to say that it would require us to convene as I such we are now and interview these applicants? I Mr. Wall: If you're going to do the actual interviews, I think that needs to be publicly announced. Again, depending if you're going to do it as a public meeting" in the sense that you're not going to not close it. But, either way you need to specifically advertise that you're going through the interview process so that's a part of the agenda. Mr. W. Hornsby: Process is closed. Chief Deputy Hatfield: I would like to make a motion that we hold a closed interview process not open to the public. Chief Lewis: Second. Motion carries with D. Dlugolenski abstaining.
