SUB-COMMITTEE
COMMITTEE ROOM - February 28, 2000

PRESENT: Hons. Bob Young, Mayor; Shepard, Chairman; Beard and Williams,
members; Mays, Ex-officio member; Jim Wall, Attorney; Randy Oliver, Administrator;
Walter Hornsby, Deputy Administrator; Jack Murphy, Public Works Director; Teresa
Smith, Pre-Construction Engineer; George Patty, Planning Director; Nancy Morawski,
Deputy Clerk of Commission.
Mr. Chairman: We are happy to have representatives here today from CSX
Railroad, Mr. Woodcock, Mr. Poulin and Mr. Johnson.
Ms. Smith: The agenda item addresses the purchase of five railroad hydra
switches to be placed at various locations. The cost for the switches individually is
$19,090.74 and the total cost for the five switches is $95,453.70. Currently, the train
engineers have to stop and get out of the train and physically operate the switches to
cause the rails to shift. These switches would allow them to use a radio-controlled
mechanism to shift the rails and decrease the delay time.
Mr. Chairman: The junctions we want to address include the one at 11 th Street,
the one under the Walton Way overpass and the other one is north of Laney Walker Blvd.
There are two other locations as well and this item will cause us to encumber this money.

Mr. Poulin: There will be about a five-minute delay for the switch to be changed
for a 30 to 50 car train, so I want you to understand that it will not completely stop every
train coming into the city. The longer trains, however, will not stop and it will be an
improvement. Does this include the signals for the switches?
Mr. Wall: We got an estimate from CSX and we were told that this amount
would be our responsibility.
Mr. Poulin: I don't see anything there for signal material.
Mr. Chairman: We can check that between now and the Commission meeting.
Mr. Beard: I move that we approve the agenda item.
Mr. Williams: I second it.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
