TOWN MEETING -
ANIMAL CONTROL REGISTRATION
GRACE WOOD COMMUNITY CENTER
December 20, 1999
PRESENT: Hons. Powell, Colclough and Mays, Commissioners; Cheek,
Commissioner-Elect; Randy Oliver, Administrator; Jim Larmer, Animal Control
Director; Lena Bonner, Clerk of Commission.
Also Present: Clarissa Walker, The Augusta Chronicle; Christie Stranolo,
WAGT-TV, Brad Owens and Sally Manning, Animal Control Board.
Mr. Powell: Before we begin, we will have some comments from Mr. Randy
Oliver, our Administrator. This is basically an information session between the
government and the citizens of our area regarding this issue about the animal control
registration fee.
INVOCATION GIVEN BY REV. ANDERSON.
Mr. Oliver made a presentation regarding the large numbers of animals picked up
and euthanized by Animal Control and the need for a system to penalize those people
who do not take care of their animals. He stated that a registration system has been
proposed with a fee for registering cats and dogs and any fees taken in would go back to
Animal Control.

Mr. Ed Gay, McBean, Ga., expressed opposition to the plan, stating that there
would be no way to enforce this law if there is difficulty enforcing the present State law
regarding registration of animals with rabies tags.
Mr. Bernie Starceski spoke in favor of registering dogs and cats for purposes of
identification of the owners but opposed any fees being charged.
Mr. Owens noted that this fee is a part of the larger plan to build a new animal
control facility with a full-time veterinarian who will perform low cost spaying and
neutering.
Other citizens addressed the issue with the majority opposing the institution of a
registration fee system as outlined by the Administrator.
