Wall, Attorney, G. Ko1b, Administrator, D. Devlin, Norfolk Southern RR, G. Powell, Sheriffs Office, H. Willis, Fire Dept, D. Dlugolenski, EMA, J. Huffstetler, Traffic Engineering, L. Bonner, Clerk of Commission. ABSENT: L. Beard, member. MEDIA: H. C. Williams, Augusta Chronicle, G. Eskola, Channel 6. I Mr. Shepard: Mr. Devlin and I had an occasion to be in the audience of certain members of the judiciary about the Sixth Street traffic. And we've determined basically that the Hydra Switch that Mr. Williams proposed long ago, which is between tracks four and five, which Bob Churchill was a little reluctant to put in, has had a change of corporate heart. This is actually the fifth Hydra Switch that will switch between tracks one and three. What's happening now is there's just one choice for the NS to come into their line this will give them two routes into the yard. Mr. Wall we expect the switch to cost about what the other switches cost which is about $27,000. The source of the funding; we've put $750,000 for various railroad related improvements into the current SPLOST which is being collected in the current year so the money would come from that. Mr. 'Villiams: I would like to make a motion to approve this. Mr. Mays: Second. Mr. Shepard: Mr. Huffstetler for accounting purposes you were saying that we should set this up as a separate special project within the sales tax. Mr. Huffstetler: That's right. Once it's approved that's how they'll do it. It will be set up as a separate project so that it can be opened and then closed. Mr. Williams: While we're approving the switch we also need to talk about installing warning devices at the intersections. Mr. Huffstetler: That has been discussed and approved in the concept plan by the Commission. The signal there will be similar to the signal at Broad and Greene Streets that will detect train movement. Mr. Williams: Do you think the traffic signal will do the job or facilitate what we need rather than having the gates there? I Mr. Huffstetler: Yes sir. The traffic signals will do effectively the same thing. When you have the need for this type of control the traffic signal is the recommended way to go. I Motion carried unanimously. Mr. Mays: This maybe something for our next committee to pass on to Engineering Services. Jim, was there anything that you had on legal about some of the conditions and the legality of being able to do some things out of Public Works possibility at some of these rails bad crossings and whether or not we could deal with that. Say we did it and dealt with a reimbursement later. We have some very serious crossings spread out about town on some major thoroughfares. There is only the rail there now.
