SUB-COMMITIEE MEETING
CONSTRUCTED WETLANDS PROJECT
COMMITTEE ROOM - August 28, 1998
12:00 P. M
PRESENT: Hons. Larry E. Sconyers, Mayor; Kuhlke, Powell and Mays, Commissioners;
Edward Skinner, Frank Dennis, Rick Beard and General Robert Gray, members of Augusta Aviation
Commission; Albert McDill, Manager, Bush Field Airport; Gary Siegfried, Bush Field Airport; Tom
Wiedmeier, Ass!. Director of Utilities Dept; Max Hicks, Utilities Dept. Director, Randy Oliver,
Administrator, Lori D'Alessio, Attorney's Office; Nancy Morawski, Deputy Clerk of Commission.
Also Present: George Eskola of WJBF Television, Stacey Eidson of The Metropolitan Spirit,
Sylvia Cooper of The Augusta Chronicle.
Mrs. D' Alessio: The purpose of this meeting is to consult with counsel and discuss strategy in
connection with an agency. Actually, you would have the right to go into an executive session and it would
be our office's recommendation that you do so.
Mr. Kuhlke: Mr. Mayor, I so move that we go into executive session.
Mr. Powell: I'll second that motion.
Motion adopted with Mr. Dennis and Gen. Gray voting "No".
Mr. Skinner: I would have to go on record as opposing the action from the Bush Field side. I
don't know why the public shouldn't know what is going on and it might be one of the reasons we haven't
been able to move this thing forward.

Mrs. D' Alessio: I would disagree with that and it's your vote to take but Jim and I are the
attorneys who represent the Augusta-Richmond County Commission in your Commission and we would
not be giving this advice if we didn't think it was in the best interest of the bodies and you had the right to
do it, and if we didn't have the authority to hack that up.
At this time the Committee went into an executive session.
At the close of the executive session the meeting was reopened to the public.
Gen. Gray: Mr. Mayor, I'd like to make a motion that we have AI McDill and Randy Oliver come
hack to this sub-<:ommittee with a proposed briefing that lays out the rationale and the plan for resolving
this problem to take to FAA Wednesday next week.
Mr. Kuhlke: I'll second that.
Motion adopted unanimously.
ADJOURNMENT: There being no further discussion, the meeting was adjourned.
