PRESENT: Hons. Bob Young, Mayor; Colclough, J. Brigham, Mays, Kublke, H.
Brigham, Shepard, Beard, Cheek, Williams and Bridges, members of Augusta Richmond
County Commission.
. Also Present: Jim Wall, Attorney; George Kolb, Administrator and Lena Bonner,
Clerk of Commission.
Mr. Williams: I wanted to ask about the Grand Boulevard and Apple Valley
situations.

Mr. Wall: On the Grand Boulevard situation the family was supposed to take care
of the probate so that we could get clear title. Harry has authorized advancing $1,000 so
that they can hire an attorney to clear up the title. Our firm was asked to do that but we
can't do that because we represent the city. That has been communicated to them and
they understand. On the Apple Valley matter, we struck a deal for $196,000 and we have
the signed contract in our office. However, because the appraisal was for $220 some odd
thousand dollars, we have to communicate to the seller that we have an appraisal for that
amount and basically get him to donate the difference between the appraised value and
the amount he has agreed to sell it for, give him the opportunity to get a second appraisal
if he wants, and basically tell him if he wants to insist on the $225,000 or whatever it is,
that we don't have enough money. Maybe he's willing to do that. I had a conversation
with HUD and we have to jump through all the hoops. Apparently, we can't negotiate.
Mr. Cheek: Have you heard anything on Willis Foreman?
Mr. Wall: No. We need to get it surveyed before we actually sign a contract so
that has not been done.
Mr. Kolb: Last week I toured Danny Craig's office and that building should be
condetnned. It is in very bad shape, unsanitary and no one should be working there. As a
consequence, we have been looking around at buildingS and we have two potentials. One
is the Hatcher building on the comer of Greene and 5 . I would like to have permission
to go back and talk to them. The other possibility is the Fine Products building.
Mr. Wall: You don't want that building because it has the same problems that
Danny's building has.
Mr. Kolb: If you do anything, I would suggest that you take it out of the money
set aside for the Judiciary Center since that will not take place until 2006. If we could get
the whole Hatcher building, there is a possibility that we could put other offices there.

Mr. Kublke: I think you need to do something on a temporary basis on a lease. I
know Hatcher if you want me to help you.
