Mr. Wall: As far as the Willis Foreman Road Fire Station, we have the appraisal
for $ \3 ,500 and he wants to sell a minimum of three acres. I propose that you authorize
me to draw up a real estate contract and bring it back for $13,500 for three acres. Insofar
as the property for the exchange of the leasehold interest for Richmond Bonded
Warehouse and the Judicial Center, I have reviewed that agreement and met with Zach
Everitt this morning and subject to some editorial revisions with no substantive change,
we reached an agreement on that document whereby there would be an exchange given
the value of $459,000 leasehold interest. They would then use $459,000 to acquire the
property located over by Ford Plaza and Ninth Street directly across from the Federal
courthouse and the new Federal Judicial building would go there. If the appraised value
of those properties that we have is $399,000, if that's what they acquire it for, then they
would pay us $60,000 roughly for the difference. If they have to acquire it and pay more
than the $459,000 then we would be responsible for that. The agreement sets a ceiling
where we'll pay $459,000 plus x amount of dollars toward the acquisition of that
property to be swapped and I suggest that that number be $1 00,000. You ask where that
figure comes from. We have accumulated monies in the past where we have sold surplus
properties so we've already got some. The second thing is that if the Widow's Home
goes through, you'll have roughly $100,000 there. We'll have the $100,000 as a cushion
in the event we need it. I would like to stick that number in the agreement. I'm
suggesting that we not attach to the original agreement at this time a full description of
the property, that we be somewhat vague in that so that when an open records request
comes for a copy of the contract it doesn't specifically identify the properties that are to
be acquired by RDW and that that description would be maintained in confidence in my
office. I would like to get that added to the agenda and get it approved if you are in
agreement with it.
Mr. Mayor: So they will acquire the rest of that block.
Mr. Wall: Correct.
Mr. Mayor: So at the end of the deal we'll own 100% of the block.
Mr. WaIl: That's correct.

Mr. Mayor: And as part of that they're waiving any claims to the rail spur and it
will be abandoned.
Mr. Wall: And the obligation to maintain the pump down there.

Mr. Cheek: Does that include the brick structures on the back side of that
property facing Ninth Street?
Mr. Wall: Yes.
Mr. Cheek: Are we going to run into any historic preservation issues?
Mr. Wall: Yes, and I have met with some federal agencies who are aware of that
and they understand that they may have to incorporate that into the design somehow.
I'd like to get this added to the agenda and that's all I have as far as real estate is
concerned.
