ABSENT: Hons. Williams and Shepard, Commissioners.
Mr. Wall: The first item is the fire station on Willis Foreman Road. We had
previously discussed a sales contract that had been secured through the Fire Department
to purchase four acres and the purchase price was $13,500 per acre. We had it appraised
and the appraised value was $8,500 an acre. The real estate company has said that the
owner will not sell for anything less than $13,500 per acre. They also state that he has an
offer of $10,000 from his neighbor for the property. Chief Rogers has said that many of
the property owners in that area do not wish to sell their properties but that the Goodings
have agreed to sell theirs. So you need to decide if you wish to purchase this property for
more than the appraised value, look for another site or consider condemnation.
Mr. Cheek: I would ask you consider purchasing this property or pursuing
condemnation because of the number of people who want a fire station in that area.

Mr. Wall: The offer they made is $13,500 which is a difference of $5,000.
If $10,000 would do it, 1'd reco=end it, but I don't think he will sell for $10,000.
Mr. Mayor: Would it be appropriate to authorize the Attorney to enter into
negotiations with the property owner and see what he can come up with?
Mr. Beard: I think he could do that and then come back to us.
Mr. Wall: I have another real estate matter and it concerns the Widows Home
that I had discussed with you previously. Based upon the discussions about the value of
the reversionary interest, I think you would come up with a figure of roughly $100,000,
and I wanted to know whether you want me to negotiate the sale of that reversionary
interest which would clear title where they could then either continue to operate the
Home or have the flexibility of being able to sell it.
Mr. Bridges: Would you reco=end going ahead with the sale?
Mr. Wall: I would because the building needs repairs and I don't think we have
potential use for it.

Mr. Beard: Could we hold this up a little bit because I had planned to look into it
a little further on a few things?
Mr. Wall: There's no rush on it. All right.

Mr. 1. Brigham: Have we heard anything about Barrett Plaza?
Mr. Wall: Yes. I met with Zach Everitt and Charles Anderson and we're still
arguing numbers. Charles has realized that he might be better off staying in that lease
rather than cancelling out the lease and buying the property out from under the lease. So
we're still talking about it.
