Mr. Wall: The Fire Chief has been looking for a site for one of the fire stations in
south Richmond County and has worked through a real estate company to locate property
and has a proposed purchase contract for four acres on Willis Foreman Road near the
intersection of Lace Road. The four acres has not been surveyed so it would be subject to
a survey. This was originally presented to me last Wednesday or Thursday insofar as a
potential site. I had a couple of concerns. One was from a traffic engineering standpoint
because it's on a curve and there is some shrubbery that needs to be trimmed but Jim
Huffstetler says that's not a problem. I also had Sonny Reece look at it from a land value
standpoint and the purchase price that is part of the contract is $13,500 per acre. For four
acres that would be $54,000 and because we employed the real estate agent, the
commission is an obligation of the purchaser which is a 10% commission or an additional
$5,400. Sonny has indicated that he thinks the land value is high. He says land in that
area according to sales that have gone on are in the $5,000 to $7,000 an acre range rather
than the $13,500 range. He and the Chief talked and the Chiefs point is there is no other
land out there for sale. As you go down Willis Foreman Road this property is pretty
much controlled by a husband and wife, Goodrich. Apparently the husband owns most of
the property on one side of the road and the wife owns the property on the other side of
the road. He also does not want to get into a situation of condemning the property and
wants to start off on a good relationship in the area. I've not had a formal appraisal done
and you're looking right at $60,000 from SPLOST. That's below what they had
budgeted for the property.
Mr. Kuhlke: Have we thought about making them an offer?
Mr. Wall: I've not been involved in the negotiations. Apparently there has been
a lot of discussion and according to the Chief, the seller is somewhat anxious about even
keeping the offer open until today.
Mr. Beard: Since it hasn't even been appraised, I think this needs a little more
investigation.
Mr. Wall: I didn't want to present a sales contract unless I had some idea about
the value.

Mr. Cheek: There is another parcel with a "for sale" sign between Lace and
Windsor Spring Roads and it is further away from Highway 1. I don't know how big the
plot is.

Mr. Wall: Do you want me to get it appraised? Okay.
