REAL ESTATE MEETING
COMMITTEE ROOM-October 19, 1999

PRESENT: Hons. Bob Young, Mayor; Colclough, J. Brigham, Mays, Kuhlke, H.
Brigham, Shepard, Beard, Powell, Handy and Bridges, Commissioners; Jim Wall,
Attorney; Randy Oliver, Administrator and Lena Bonner, Clerk of Commission.
Mr. Wall: I was contacted today concerning the property in Columbia County
which would allow us to retain the pumping site and the easement that would be needed.
This was acquired prior to consolidation. It adjoins the Savannah Rapids Pavilion and is
22 acres.
Mr. Kuhlke: I'd hold it.
Mr. Wall: A real estate agent said he had someone who had expressed an interest
in it and asked me to present it to the Commission as to whether they had any desire to
sell it.
It was the consensus of the Commission that this property not be considered for
sale at this time.

Mr. Wall: Item #2 is that sometime back I brought to you a request from
Richmond Bonded Warehouse to buy approximately eight acres owned by the City that is
upstream from their warehouse. They wanted to expand and build a bigger facility there
and in exchange, they will abandon the rail line and take over responsibility for
maintenance on the water tank. You had requested that I explore that with the Ports
Authority and I have talked with Rick Toole and they have no objection to that sale. In
addition, I have talked with Charles Anderson and Zach Everitt who represents them and
they do have the potential of having business there that would necessitate rail traffic and
they have sent a letter indicating that they want the railroad repaired. Under the lease
agreement that is in existence, it is our obligation. I have been told that that would be a
very expensive process. Whether or not we can negotiate that out short of selling the
property, I don't know but that is something that they need some resolution about as far
as the maintenance on the rail track. Currently no rail cars go in there and we could get
rid of that responsibility if we decide to sell the property. We have not had it appraised at
this point.
Mr. Oliver: My suggestion would be that you not sell it because if you sell it, it's
over and you'll never get it back. We might consider leasing it.
Mr. Wall: They would want to extend the lease, I'm sure. I haven't explored the
possibility of entering into another long-term lease on the eight acres. All they have
expressed to me was that they wanted to purchase both the leased property and the
additional property upsteam. Would you want me to get it appraised and pursue it?

Mr. 1. Brigham: I think you should get it appraised.
Mr. Powell: And maybe talk about some lease arrangements as well.
Mr. Wall: I'll get it appraised and put it on the agenda for the next meeting and
we'll continue the discussion.
