Administrator and Nancy Morawski, Deputy Clerk of Commission.

Mr. Wall: Let me go ahead and talk about the water treatment station, which is
Item B and the water pumping station since both of them are part of the same project.
Insofar as the treatment facility is concerned, this was on the Engineering Services
agenda as far as purchasing it. At that time we had an appraisal from Jack Minor which
was $17,200. The property owner wanted $10,000 an acre which was $42,500. We were
asked to get a second appraisal, which we have done, and that second appraisal by Bill
Hollingsworth, who is an MAl, is $32,554. After reviewing his appraisal but without
talking with him, we think his appraisal is high. We think $25,000 probably is the value
of that land where the treatment facility would go. Based upon that, we're
recommending that we condemn the property because the property owner has made it
clear that he's not going to accept less than the $42,000. Max expressed some concern
about getting into some type of fight about the public necessity for the choice of the site.
We do that all the time and as long as there is no singling out of a particular property
owner, then that argument falls on deaf ears, and I don't have any reason to anticipate
getting such an argument. We do have both appraisals and we recommend condemning
the property.
Mr. Oliver: We're also proceeding with the engineering as if this is the site
because the project would be delayed if we did not. I think there are some technical
errors in that higher appraisal which will bring it down to about $25,000. What I'd like is
the authority to go ahead and condemn it with the understanding that we will make the
offer for roughly the 25 and then we'll proceed.
Mr. Wall: We need to get authority to condemn. Can we do that today?
Mr. Oliver: Why don't we make an offer of the higher appraisal and if the
property owner refuses the higher appraisal, then we proceed with condemnation.
Mr. Wall: All right. On the site for the pumping station, it is on Morgan Road
just off Tobacco Road. It's 2.47 acres and it was appraised in excess of$160,000 but at
the outset, he said he wanted $150,000. We're recommending that we buy it for
$150,000 which was his asking price.

Mr. Wall: This concerns the Old Waynesboro Road treatment site. Last time you
had a demand of $42,500 from Leonard McKellar. You approved on the floor to offer
the highest of the appraised value. We had indicated we had thought there were some
problems with the appraisal and as it turns out, the appraiser did adjust his appraisal and
reduced the land value but then increased the consequential damages. So the end result is
the appra\sal actually stayed at about the same number, actually went up a little bit. The
appraisal we had gotten from the MAl was from $35,000 to $37,000. The property
owner has agreed to accept $39,700 which is $10,000 an acre and for the difference and
the time involved, we're recommending that we go ahead and pay the $39,700 and
acquire that tract.
It was the consensus that the offer be accepted.
