REAL ESTATE MEETING
COMMITTEE ROOM - June 1, 1999

Mr. Wall: The first item I would like to add to the agenda to approve is the real
estate purchase that the Aviation Commission has already approved but has not taken
formal action on. Roughly a year ago you gave me authority to proceed with
condemnation proceedings in South Carolina, if they were necessary, to buy a runway
protection zone that goes over Mr. Roy Simkins' property. We did" not institute the
condemnation proceedings although we started the process. This would be to purchase
45.55 acres of land for a runway protection zone at a cost of $150,315 which would come
from Bush Field funds, but there would be an additional lease of 40 acres of that land,
which is existing farm land and row crops, that would be leased back to Mr. Simkins for
farming with restrictions as to flight zone. The term of the lease is 25 years and the cost
for the Thompson brothers was around $18 an acre but I may wrong about that. The tree
height on the property is a problem and Bush Field has been working on this for about a
year and these negotiations were handled primarily directly between Al McDill and Roy
Simkins insofar as the acquisition of the property. It comes from Bush Field money and
is needed by Bush Field but I need your approval as well.
Mr. Powell: Do you have to have unanimous consent to put it on the agenda
today?
Mr. Wall: Yes, sir.
Mr. Powell: Well, you don't have it.
Mr. Wall: Okay.
Mr. Powell: I think it needs to be put on the agenda for the public.
Mr. Wall: Okay. Item #2 is to purchase some property at #1 Broad Street at the
comer of East Boundary and Broad St.

Mr. Oliver: We aren't going to put this on the agenda until next time for a fire
station. Ultimately it would come from Phase IV sales tax and we think it would be a
good location. This would combine Stations #1 and #19 and has good access. They're
asking $101,000 and it's appraised at $100,400. We think it should be considered. We
won't take any action today but if you're comfortable, we'll go ahead and get the owner
signed to a contract or do further appraisals.
Mr. Wall: Irma Hatfield is the owner.
Mr. Oliver: This is consistent with the plan for a new station and has great access.

Mr. Wall: We'll go ahead and get a contract if that's agreeable. The next one is
Charles Anderson, who is one of the owners of Richmond Bonded Warehouse, has been
talking with us about the possibility of his purchasing the property that he's currently
leasing on Prep Phillips Drive. The Georgia Ports Authority and Richmond Bonded
Warehouse entered into a lease agreement in 1969 and it was a 50-year term on that
lease. Subsequently the Georgia Ports Authority transferred the property to the City in
1988. There are several provisions of that lease agreement that we would be relieved of
if we sold the property to Richmond Bonded Warehouse. The first thing is we installed a
water tank and pump to provide fire protection and they're proposing to take over that
tank. I haven't talked to Mr. Hicks about this and I don't know his feelings on that. The
more significant thing is the railroad track and this ties in with a conversation I had with
Jim Purcell. The only reason the track by the Augusta Museum is there currently is
Richmond Bonded Warehouse. No trains have been down there in some time. We are
contractually obligated to provide that rail service and they have not used it. CSX is
considering abandoning the portion of the railroad track that they own. Part of it we own,
but we have the obligation to maintain that. They want an expansion of their facility out
there to acquire the leased premises and additionally an approximate eight acres. So I'm
seeking direction as to whether or not this is something you want to pursue.
Mr. Oliver: The question is what you want the riverfront to look like in 20 years.
I think they want to put another warehouse there.

Mr. Wall: I still have to talk to Max Hicks and Rick Toole from the Port
Authority.
Mr. Beard: Why don't we bring it back at the next meeting?
