REAL ESTATE MEETING
COMMITTEE ROOM - March 18, 1998
PRESENT: Hons. Larry E. Sconyers, Mayor; Todd, J. Brigham,
Mays, Kuhlke, H. Brigham, Shepard, Beard, Powell, Handy, Bridges,
Commissioners.
Also Present: Jim Wall, Attorney; Randy Oliver,
Administrator and Lena Bonner, Clerk of Commission.
Mr. Wall: On the real estate the one issue that I was asked
to bring up was the Recreation Department's proposed purchase of
some land and they had sent a request to us get some appraisals
done. I started getting calls about it and we have not ordered
the appraisals but there was some feeling that it needed to be
talked about as far as the process by which property was acquired
and so I bring that up for guidance before I start spending money
ordering an appraisal.
Mr. Todd: I've received calls from people who are concerned
that we're going to purchase property and we need to come up with
a procedure to take corrective action.
Mr. Oliver: We can come up with that procedure if you want
to do that. According to what I've learned, there was a public
meeting held on Nov. 6 at 7:00 o'clock at McBean Community
Center and according to the flyer, Mr. Bridges, Mr. Beck and
perhaps some other Recreation staff were there. Mr. Beck typed
some minutes which said there were staff members there as well as
58 residents of the McBean community. There is $140,000 approved
in the '98 Phase III funding for improvements, as I understand it
from Mr. Beck, improvements to what's existing there now but
according to Mr. Beck, he indicates that based on the public
hearing and his experience, to improve that the benefit may be
minimal and that it may be better to plan for the future, buy
something else, and ultimately abandon this. At this point I'm
not prepared to address that.
Mr. Bridges: That's what the people wanted to do except one
lady. They want to do that and move to another area.
Mr. Todd: That may be fine but I think we have a problem
when we have department heads sitting down with people to talk
and I think Committee members should know about it and the
process should start in here.
Mr. Oliver: The letter from Mr. Allgood is dated 2/12 to
Mr. Beck and it states that he wants $5,500 an acre and there are
approximately 21 acres and I don't know the value of the
property.
Mr. J. Brigham: My problem with it is that none of the
Commissioners know about this except maybe Ulmer and I don't
think it's a good process to do this with only one parcel of
property being offered.
Mr. Powell: I'm going to disagree with you because in my I
opinion, if it's presented from south Richmond County as a
project, there is a problem all of a sudden. I gave Tom Beck
five sites and I showed him, you and Rob Zetterberg the five
sites but it came out that I picked the site and that isn't true.
If you're buying property in south Richmond County, it isn't
cheap.
Mr. Oliver: It may be better to come forward with some kind
of agenda item that says that we looked at x number of sites and
narrowed it down to these three or five or whatever the top ones
are and then this is the one that we believe is the best site.
Mr. Bridges: That's fine. They looked at several sites but
may not have quotes or prices but I don't think it will slow this
up any.
Mr. Oliver: Why don't I ask Mr. Beck to prepare this for
the next agenda?
Mr. Handy: Don't we have to reverse the money for
improvements --
Mr. Oliver: That ultimately will have to be done. We can
do it in legal session.

Mr. Mays: I'd feel better if you, the Mayor and the
Attorney develop a policy about how you deal with property and
then give that to every department head rather than having
department heads bring back anything.
Mr. Oliver: That's what I had intended.
Mr. Wall: That's all for the real estate portion.
ADJOURNMENT: There being no further business, the meeting
was adjourned.
