PRESENT: Hons. Bob Young, Mayor; Smith, Co-Chairman; Hankerson and
Sims, members; Steve Shepard, Attorney; Fred Russell, Interim Administrator; Tom
Beck, Recreation Dept. Director; Larry Harris and Pam Costabile, License & Inspections
Dept.; Greg Smith, Sheriff's Dept.; Lena Bonner, Clerk of Commission.
ABSENT: Hon. Colclough, Chairman.
Also Present: Hons. Beard and Williams, Commissioner.
1. Presentation by Ms. Denice Traina regarding her concerns about the use of
the Augusta Commons.
.Ms. Traina made a presentation regarding the use of the Augusta Commons by
various groups and by people who have disabilities. She noted that she had had some
problems with the setup for a particular event that she had scheduled.
Mr. Beck: I am aware of Denice's issues and I think there may have been some
miscommunication on our part with her event. The issue on the ADA steps was
something I was not aware of and we can sure of that issue in the future. She has used
the Commons before and we'll do everything in our power in the future to make sure that
her events go over very well.
Mr. Hankerson: I move that we receive this as information.
Ms. Sims: Second.
Motion adopted unanimously.
5. Discussion: A request by the Augusta Richmond County Sheriff's
Department for a hearing to determine the possible probation, suspension or
revocation of .I he Alcohol Beverage Licenses of Helga's Lounge held by Helga
Fried for the following violation: furnishing alcohol to a minor. District 1.
Super District 9.
Mr. Smith: Ms. Fried was not present at the time and her bartender was working.
There were four underage youth in there and one was an acquaintance of the bartender.
They were involved in a serious car accident on the way home and two were charged
with DUI. We charged the bartender with serving alcohol to an underage person. Ms.
Fried has owned the business for a number of years and we have had no problems with
the business, so we are asking that the license be placed on one year's probation.
Mr. Hankerson: I move that we follow the ordinance.

Mr. Shepard: The ordinance specifies a 30 day suspension of the license.

Mr. Jimmy Findlay made a presentation on behalf of Ms. Fried and asked that the
license be placed on probation.
Ms. Sims: I would like to make a substitute motion to send it to the full
Commission with no recommendation from this committee.
Motion dies for lack of a second.
Motion fails with Ms. Sims not voting.
2. Report from Recreation Department regarding reorganization of positions to
accommodate the additional Senior Services program responsibilities.
Mr. Beck: You asked that the pay grade for the senior services position be
reviewed. The report I have given you is an analysis of the classification of all o(our
division managers including this position. My recommendation is that this position is
appropriately classified within the department as compared with other positions in our
department.
Mr. Williams asked that someone from Human Resources address the issue.

Mr. Russell responded that someone would be coming up to do that.
Ms. Sims: I move that we table this until they get here.
Mr. Hankerson: Second.
Motion adopted unanimously.
3. Discuss dilapidated house at 3042 Gibson Drive. (Requested by
Commissioner Hankerson)
Mr. Hankerson: I have been receiving numerous complaints about this house as
you can see the deterioration in the pictures. I would like to get an update from Code
Enforcement.
Ms. Costabile: I will get you a full and complete report this afternoon of what we
can do with the property.
Mr. Hankerson: I make a motion that we move this to the full Commission and
that we come back with a full report on what could be done about this property.

Ms. Sims: Second.
Motion adopted unanimously.
4.
Discussion: A request by the Augusta Richmond County License &
Inspections Department to renew all the current Alcohol Beverage Licenses
in Augusta Richmond County for the upcoming year 2005 including adult
entertainment. There will be dance. There will be Sunday sales. Districts 1
through 8. Super Districts 9 & 10.
After a discussion, Ms. Sims: I make a motion that we accept this request.
Mr. Hankerson: Second.
Motion adopted unanimously.
6. Consider a request for a 2004 Budget Amendment/Adjustment and Funding
in the amount of $110,000 for Augusta Regional Airport.
Mr. Hankerson: I move for approval.
Ms. Sims: Second.
Motion adopted unanimously.

Mr. Russell: No one in Personnel is familiar with Item 2 and Ms. Pelaez is not
available so we might want to postpone that for two weeks.
Ms. Sims: I make a motion to postpone.
Mr. Hankerson: I second it.
Motion adopted unanimously.
ADJOURNMENT: There being no ,further business, the meeting was adjourned.
